This position reports directly to the Assistant Chief of Physical Medicine and Rehabilitation (PM&R) at the VA Northern California Healthcare System. The Pain Section Chief, Physical Medicine and Rehabilitation Service (PM&R), is responsible for the administrative supervision, management, and direction of the PM&R Pain programs, including the Interventional Pain and Chronic Pain programs.

Administration:

The Clinical Resource Hub (CRH) is a VISN-based repository of clinical and administrative staff that serve Veterans Affairs facilities within and outside of a Veterans Integrated System Network (VISN). The Associate Chief Nurse (ACN) provides senior leadership and oversight for daily clinical and administrative operations within nursing as directed by the Associate Director for Patient Care Services
(ADPCS.) The ACN supports the integration and collaboration of nursing with other professional
disciplines and functional areas in the mutual achievement of patient-centered and organizational goals. They champion a High Reliability Organization (HRO) with a culture of safety founded on a systems approach to developing evidence-based health care solutions based on prevention, not punishment, with collective mindfulness.

The ACN collaborates with interdisciplinary team members, including other program and service leaders at the facility and network. They work closely to establish and maintain effective relationships with all levels of Veteran Affairs (VA) staff nationwide. The ACN relates effectively with customers, families, and the community as well as program and service leaders at the local and network levels. They assist the ADPCS with healthcare operations and the functions and activities expected of them. The ACN contributes ideas and recommendations for the establishment of standards of care, policies, and objectives for the enhancement of nursing.

The Associate Chief of Staff, Geriatrics and Extended Care (ACOS/GEC) is responsible for providing a full range of geriatric services for a diverse group of aging Veterans within the Hines VA Hospital. These duties include but are not limited to referral consultation covering all issues of Geriatrics. The ACOS/GEC will perform as a consultant to our inpatient service, Emergency Medicine service, and others as appropriate. In addition, the ACOS/GEC will perform Geriatric Evaluation and Management and will develop treatment plans for our residents in the Community Living Center. In addition to excellent leadership skills, the ACOS/GEC will be knowledgeable and proficient with VA Performance Measures and the principles of System Redesign, demonstrate leadership qualities, as well as strategic planning skills, dedication to patient-centered care, and a commitment to organizational stewardship. ACOS/GEC is required to lead, give direction, provide knowledge, skills and abilities in the area of geriatric and rehabilitative, and lead professional staff in these clinical domains.The Associate Chief of Staff, Geriatrics and Extended Care is responsible to the Chief of Staff. Leadership assigns patient care management by defining objectives, priorities and deadlines; general guidance is provided, but functions and responsibilities are carried out independently. The incumbent keeps the Chief of Staff informed of progress of all clinical and administrative matters. Results are reviewed for completion and conformance with policy

Duties and Responsibilities of the Associate Chief of Staff, Geriatrics and Extended Care (ACOS GEC) will include but are not limited to

• Ensures clinical care is delivered in accordance with hospital and VHA policy, meeting or exceeding community standards and VHA national benchmarks.
• Responsible for the fiscal oversight of the Geriatrics and Extended Care Service
• Chairs the Hines Hospital GEC Committee.
• Serve as a member of the Medical Executive Board (MEB) and is responsible for advising staff members of the recommendations and implications of Medical Executive Board action as it concerns the service and Medical Center.
• Serves on hospital committees and task forces, both standing and ad hoc, as appropriate. Participates in local, VISN, and national level committees.
• Assist the Chief of Staff in the enforcement of the policies of the Medical Center Bylaws, and Rules and Regulations of the staff.
• Provides direct clinical and administrative oversight for medical students and Internal Medicine residents, and fellows from Loyola University Medical Center (LUMC).
• Develops performance metrics for all provider classification to drive performance and to direct desired behavior.
• Is in compliance with VHA Scheduling Directives to enhance the management of access.
• Is actively engaged in facility Quality Improvement activities, including compliance with the VA credentialing/privileging process and ensuring that an active Peer Review process is in place for Geriatrics and Extended Care Service providers.
• Actively engaged in Service Recovering and have knowledge of SHEP and other patient satisfaction data sources. Uses customer service data for service improvement.
• Operates a sound personnel performance management system in compliance with the Union Master Agreement and HR policies including VHA labor relations policies. Responsible for, have knowledge of and/or ensuring that the following are current.
• Has knowledge of and is in compliance with conflict of interest and ethics policies related to business practices/associations including contracting and procurement regulations.
• Actively collaborates with our academic affiliate Loyola Medical Center (LUMC).
• Other duties as assigned.

Job Summary

This position is responsible for managing and controlling network strategies, reimbursement contract negotiations, contract drafting, contract administration and issue resolution for 200 hospitals, 65 downstate PPO hospitals, 80 Medicare hospitals and 80 Medicaid hospitals In Illinois. The position is responsible for determining reasonable cost reimbursement (MRC) and for maintaining the integrity of these contracts.

Responsibilities include but not limited to:

• Develops and annually renegotiates reimbursement contracts with hospitals in Illinois and responsible for resolution of disputes and issues arising between HCSC, Med Select, Plan, PPO downstate, and Workers Choice contacts and hospitals.
• Develops network, drafts reimbursement agreements, and negotiates reimbursement contracts for all institutional providers, Plan, and PPO downstate.
• Responsible for completion of all MRC audit settlements and MRC billing budget and related activities.
• Responsible for maintaining the quality and consistency in the MRC audit process among all contracting hospitals.
• Responsible for maintaining the integrity of the Plan Hospital Contract and audit capability.
• Handles inquiries and requests for clarification and interpretation of the Plan Hospital Contract provisions and matters relating to preparation and submission of cost reports from providers.
• Adapts concepts to cost report treatments and settles cost reports taking into consideration changes in current policies, changes in GAAP and GAAS and changes in the Hospital industry’s financial practices.
• Determines when to allow or disallow certain costs on the Blue Cross Cost Report based on Audit Guide/GAAP and/or other intangibles.
• Negotiates new MRC contracts when hospitals change ownership or new hospitals enter the market.
• Assists VP in negotiation of new network products (Medicare Select, Workers Choice, CHP, etc.)
• Negotiates contracts and renewals for downstate PPO, Med Select, and Workers Choice contracts.
• Determines whether or not to bring a provider into certain type of contract situation given a multitude of factors (for MRC, PPO, CHP, etc.)
• Interacts with the Finance Division on monthly MRC accrual calculations
• Works with internal and external auditors to accomplish specific audit of department operations or information requirements.
• Develop and implement overall provider network contracting strategies that provide better value to customers. Within the framework of the overall provider network contracting strategy, develop and implement individual provider strategies.
• Using sophisticated modeling and valuation systems make assessments and set parameters for acceptable payment level targets. Devise strategies to reach agreement with providers within acceptable payment level targets.
• Negotiations individual provider contracts.
• Oversee research on and development of payment methodologies in response to provider requests, new technologies, local and national payment trends, and contracting strategies in order to improve payment value for customers.
• Oversee the creation and maintenance of financial modeling systems to support the development of contracting strategy and individual contract negotiations including but not limited to the following:
o Predictive modeling of the expected effect on payments for contract rate and structure changes as part of individual provider contract rate proposal and overall contract strategy evaluations.
o Cost analysis and contribution to margin analysis on an overall network and individual provider basis.
o Historical payment and utilization trend analysis by provider or by type of service.
o Peer provider comparisons and analysis.
o Medicare Payment comparisons and analysis.
• Through extensive analysis provide analytical, statistical reports to internal departments regarding estimated financial impact of contract strategies and proposals/alternatives.
• Service as liaison in coordinating provider contracting strategies, explanation of contract rates, contract structure, contract language, historical payment performance and predictive modeling results.
• Communicate and interact effectively and professionally with co-workers, management, customers, etc.
• Comply with HIPAA, Diversity Principles, Corporate Integrity, Compliance Program policies and other applicable corporate and departmental policies.
• Maintain complete confidentiality of company business.
• Maintain communication with management regarding development within areas of assigned responsibilities and perform special projects as required or requested.

JOB REQUIREMENTS:
 

* Bachelor’s degree and 12 years of experience in health care/insurance administration, hospital/health care contracting, and hospital/physician relations or related field OR Master’s degree and 10 years of experience in health care/insurance administration, hospital/health care contracting, and hospital/physician relations or related field

* 5 years of leadership/management experience
* Verbal and written communications skills
* 5 years of contract negotiation experience either at a healthcare provider or managed care company
* 10 years of hospital experience or managed care contract/reimbursement experience
