The Regional Medical Lead (RML) will be a cross-portfolio lead in the dedicated Region as per business needs. The RML will enable delivery of medical affairs plans based on understandings on multi-dimensional environments and global strategies and supports external engagements/ presentations, data gap analysis and oversight of evidence generation activities across Local Operating Companies (LOCs). Key Responsibilities

• Support the Regional VP (of Vaccines – Medical and Clinical) in driving the development, implementation, and execution of Business Plans at the area level.
• Supports external engagement for the area in collaboration with Key Stakeholders, in partnership with the GMAL, LOC Medical Leads, MSL leads and SAPHs.
• Engages with government officials and reimbursement bodies in collaboration with Government Affairs to understand their needs regarding our products to contribute to public health planning and to respond to specific information requests.

Basic Qualifications:

JOB SCOPE

1. Responsible for SOP of Medicine Clinical;

2. Plan, develop, oversee and monitor progress of clinical development projects;

3. Evaluate the safety information of the project and ensure the regulatory compliance of the safety report;

4. Track and analyze the domestic and foreign medical trends and scientific research trends of cell therapy, and understand the progress and trends in the field;

5. Establish good cooperative relations and conduct professional communication with clinical experts and researchers, clinical trial institutions, CROs and other partners;

EXPERIENCE REQUIREMENTS

1. Professional background in the medical or life sciences (e.g. MD, Ph.D., PharmD, pharmacist), ideally with a minimum of 10 years in a pharmaceutical or biotech company, or public healthcare institution;

2. Able to independently design and write medical plans, minimum of 5 years of clinical medical plan writing experience;

3. Competency in the conduct and monitoring of clinical trials and clinical development projects, including the regulatory submission process and guidelines;

4. Familiarity with oncology clinical research and therapeutic development. Prior experience with immune oncology projects will be an advantage;

The incumbent is responsible for the advancement of the translation of new suicide prevention initiatives into educational resources across the VA system and works closely with the Rocky Mountain MIRECC and VISN 2 CoE for Suicide Prevention in the translation process. The Associate Director Education is responsible for ensuring national rollout of initiatives are in alignment with implementation science principles and include interface with a wide range of clinical and administrative offices within VHA. These initiatives embody the mission to make "suicide prevention everyone's business" by co-leading the integration of suicide prevention into the broad VHA health care continuum.

The Associate Director Education will provide primary leadership to the Education team within the SPP office, leading the national suicide prevention education and training program as well as development of a policy and legislative agenda. The work directed is, administrative, technical, and complex. The incumbent adheres to local and national VA policies, often consulting with peers on professional and technical matters. The incumbent assists the Senior Consultant of Operations with complex reviews of effectiveness, efficiency and productivity of suicide prevention office efforts and develops detailed plans, goals, and objectives for the long-range implementation and administration of the program, which has wide ranging impact on other VA and national level programming.

The incumbent uses critical decision-making skills to prioritize difficult needs and solve problems quickly, logically, and accurately. Employs good judgment, initiative, and creativity in independent and collaborative problem solving and in designing solutions when guidelines do not exist or apply or where gaps exist. In this way, the Associate Director Education, under the supervision of the Senior Consultant for Operations, affects the workings of SPP and the outcomes for Veterans and stakeholders. This work includes developing new ways to resolve major administrative problems or planning the most significant administrative management aspects to ensure successful program implementation.

The Assistant Medical Center Director exercises line authority for multiple administrative and allied health services and sections and is directly responsible for facility operations. Duties include, but not limited to the following:

• Plans, coordinates, supervises, and directs various administrative and health related services.
• Participates on a day-to-day basis in top level Executive discussions, decisions, policy making and actions of all administrative functions and indirectly of all clinical matters impacting patient care.
• Resolves complex and unusual health care administration issues by independent analysis and action, with the potential to set precedent, and lead organizational change.
• Development of plans, programs, direction, and monitoring of clinic and health plan management.
• Applies specialized principles and practices of health care management to coordinate, direct, and control programs and resources for both clinics and health plan administration.
• Performs financial management and resource decision making analysis, ensuring operational spending and resources stay in balance.
• Exercises full authority for establishing priorities for healthcare operations and allocating available resources accordingly.
• Serves as fiscal advisor to the Medical Center Director in preparing formal budget submissions for approval.
• Exercises a full range of managerial and supervisory authorities and responsibilities related to human capital management.
• Provides timely and responsive decisions to the union(s) and their members on complaints and grievances and ensures that supervisors are familiar with the negotiated agreement.
• Represents the healthcare system by establishing and maintaining community partnerships, and relationships with internal and external stakeholders.
• Serves as a facilitator between clinical providers and administrators to meet the medical center's goals and objectives.
• Responsible for developing and maintaining good working relations with other medical centers in the local area and throughout the region, medical schools, accrediting agencies, volunteer worker groups, and the community at large.
• Lead facility implementation and oversight of President's/VA/VHA/VISN initiatives includes but not limited to Strategic Planning, High Reliability Organization, ICARE, Modernization, Veteran Experience, Whole Health and/or Community Care.
• Serves as an essential capacity for developing and coordinating internal measures to assure that both clinical and administrative operations are in within governing standards.
