Makes minor repairs to facilities and equipment when appropriate and assists with outdoor maintenance.

Responsible for conducting one or more group exercise classes which includes but is not limited to lectures, exercise instruction and various athletic endeavors.

Must promote good patron relationships and enhance the image of the respective program.

The incumbent reviews the schedule of functions that are to take place during the assigned shift in order to ascertain what special preparations are required.

Ensures that necessary space, supplies and equipment are available and that room arrangements are completed prior to start of class.

Provides instruction and guidance to all patrons.

Exercises supervision over all operation of the class/activity.

A. Program Management (includes but not limited to): 65%

Plans, organizes, develops, implements, and manages a diverse and comprehensive fitness, sports, and aquatics program, within the scope of objectives and guidelines established at higher organizational levels, to include related facilities (e.g., group exercise classes; self-directed fitness sports, and aquatics programs; aquatics programs; incentive programs; special events; intramural, extramural and varsity sports; instructional programs; and awareness and education programs).

Coordinates with city, state, other military bases, and pertinent organizations in establishing a well-rounded fitness and sports program and to effectively promote all aspects of health/wellness to the community.

Coordinates with base organizations to ensure fitness advisory members are assigned and the bylaws and philosophy of fitness programs are thoroughly understood.

Conducts meetings and hosts collaborated events/educational seminars/information fairs, etc.

Maintains records of command participation and determines the winner of individual and base awards and makes arrangements for presentations.

Interprets considerable data relating to program trends, costs, problems, and needs; refines or modifies program methods and techniques based on findings.

Prepares appropriated fund (APF) and NAF budgets, which include the expenditures required to conduct the fitness, sports and aquatics programs (categories A and B).

Monitors contract services and properly performs quality assessment and evaluation (QAE)responsibilities.

Completes local needs assessments and/or local surveys annually to determine customer needs and incorporates these finding into the annual program plan.

Coordinates with marketing staff to plan and develop promotional advertising, commercial sponsorship, and publicity strategies.

Assists local Command Fitness Leaders (CFL) in conducting and administering safe and proper Physical Readiness Tests.

Solicits, interviews, selects, and directs volunteers and contract instructors for activities and specialty programs.

Maintains appropriate records and submits deserving volunteers for recognition through the base volunteer recognition program.

Reviews research publications and health journals to ensure currency in methodology and philosophy in the area of health and fitness (e.g., exercise physiology, life-style management, nutrition, and physical conditioning).Ensures the program meets or exceeds industry standards as established by governmental and private organizations such as the Cooper Institute, Presidents Council on Physical Fitness, Occupational Safety and Health Administration, Department of Defense (DoD), American College of Sports Medicine, etc.

B. Facility Management (includes but not limited to): 10%

Coordinates the use and maintenance of indoor and outdoor facilities, which may include but is not limited to, gymnasium(s), fitness center(s), tennis court(s), swimming pool(s), softball field(s), jogging track(s), football field(s) and soccer field(s) to accommodate the comprehensive installation fitness, aquatics, and sports programs.

Coordinates with and assists engineers on requirements related to construction of all new indoor and outdoor fitness and athletic facilities. Coordinates with Naval Facilities Engineering Command, and other base agencies (e.g., Safety Office) regarding requirements for maintenance and repair of fitness, sports and aquatic facilities and purchase and installation of new equipment. Develops a five-year facility improvement program to maintain a state-of-the-art program, prepares construction plans for renovations/additions or expansion and submits work orders for all minor construction projects from inception to completion.

Ensures inventory control of all property, equipment and supplies to protect government assets and determines replacement requirements levels.

Takes timely and appropriate action to comply with safety, fire and environmental directions and ensures safe, healthy, contemporary, comfortable, and adequate facilities.

C. Supervisory duties comprise 25% of incumbent's time and include but are not limited to: Directs work to be accomplished by a staff that includes Fitness Coordinator, Sports Coordinator, Aquatics Coordinator, Fitness Facility Coordinator, Outdoor Maintenance Supervisor and other subordinate staff.

Assigns work based on priorities, difficulty and requirements of assignments, and staff capabilities.

Conducts annual performance reviews of staff.

Ensures staff receives proper training to fulfill requirements of their positions.

Addresses potential disciplinary and/or performance issues timely and takes appropriate, corrective action(s) as necessary.

Plans, markets and conducts ongoing fitness programs to provide conditioning for facility users. Instructs individuals and groups in the proper conditioning and training for aerobic and muscular fitness, body composition and flexibility. Instructs patrons in the proper use of equipment and self-monitored progress by preparing written instructions and procedures for use of equipment and safety of all users.

Incumbent plans, evaluates and ensures that the fitness program is meeting the physical development and fitness standards of authorized patrons. Administers the fitness program, instruction on strength conditioning and instructing of fitness equipment.

The incumbent must have the ability to approach patrons on the fitness floor in order to provide training tips and correct unsafe or ineffective exercise techniques.

Assists with the management of the fitness center with responsibility for opening and closing the facility, checking user ID cards, monitoring towel usage, and returning weights and other fitness material to the proper location. Routinely inspects and cleans equipment, performs preventative maintenance and minor repairs on equipment and coordinates for required major repairs on equipment located in the center. Periodically inspects and performs preventative maintenance on equipment.Provides information and instruction related to nutrition, cardiorespiratory and strength conditioning. Instructs fitness center users on proper and safe use of equipment and use of fitness resources.

Assists with designing and implementing fitness programs complying with established rules and regulations. As requested, designs and monitors unstructured individualized self-paced programs for users or assists users in developing their own program. Conducts newcomers orientation or equipment orientation classes to individuals or groups on a regular basis to military, family members, civilians, retirees, and others eligible to use the fitness facility.

May assist fitness instructors utilizing the facility.

Provides administrative support to operate the facility as necessary. This may include but not limited to registration of user privilege, waiver of liability forms, training schedules, development and use of computer software programs and other required records.

Conducts inventories and maintains property accountability of equipment.

Assists in budget preparation and facility needs assessment by providing supporting data for inclusion in the overall annual budget requirements for the facility.

Performs other related duties as assigned.

• You will conduct formal on-site inspections and evaluations of facilities, industrial shops, and construction sites for compliance.
• You will serve as safety consultant to all levels of management of the serviced organization.
• You will advise management and workers on safety requirements and potential accident-causing situations and methods/techniques for preventing accidents.
• You will maintain the safety of employees using knowledge of occupational safety and health policies, directives, regulations, protocols and requirements.
• You will execute and Installation-wide safety and occupational health programs and support senior staff.

• You will analyze data on work operations, mishaps, and safety practices to prepare reports of findings that propose corrective measures for unsafe conditions and hazardous work practices.
• You will conduct Safety and Occupational Health surveys to evaluate the safety programs for risks or hazards in workplaces, facilities, and operations (e.g., industrial, warehouse, maintenance, range, tactical safety).
• You will advise higher level management on any Safety and Occupational Health matters to support operations; and will develop and conduct training/sessions for all assigned personnel.
• You will develop and implement command/installation instructions and policies involving various safety and explosive safety programs.
• You will be installation Explosive Safety Officer conducting inspections, audits, and assessments; reviewing qualification and certification programs; co-chairing explosive safety council; and informing leadership of program status.

• You will analyze data on work operations, mishaps, and safety practices to prepare reports of findings that propose corrective measures for unsafe conditions and hazardous work practices.
• You will advise higher level management on any Safety and Occupational Health matters to support operations.
• You will identify ordnance and required procedures needed for its safe handling to protect people, property, and equipment.
• You will conduct Safety and Occupational Health surveys to evaluate the safety programs for risks or hazards in workplaces, facilities and operations (e.g., industrial, warehouse, maintenance, range, tactical safety).
• You will review and analyze explosives safety procedures and operations to implement a comprehensive explosives safety inspection and evaluation program.

• Receives and assesses referrals made by military and civilian agencies for individuals, couples, families, and groups experiencing situational stressors, including deployment, grief, relocation, separation, relationship issues, parent/child issues, family hardships, and other military life challenges.
• Provides direct, short term, solution focused NMC counseling services using psychotherapeutic services, such as cognitive therapy, solution-focused brief therapy, family systems therapy, expressive therapies, etc.
• Coordinates and manages specialized assessment and intervention services for individuals, couples, children, families, and groups on matters pertaining to family maltreatment, and subject matter expertise and consultation on family violence.
• Independently manages assigned cases, consulting with the FFSC Counseling and Advocacy Program Supervisor, Regional Counseling and Advocacy Program Coordinator or Regional Quality Assurance Specialist where the case is highly complex or presents with special issues.
• Maintains case records, treatment plans, statistics and utilization rates in accordance with Navy policies and regulations and updates the FFSMIS and scheduling programs as required.
• Provides immediate intervention and risk assessment IAW best practices in the mental health community and educates and ensures adequate referral and follow-up of any case presenting suicidal or homicidal risk. Provides after-hours coverage for the FFSP, when required.
• Performs FAP Case Management duties, which include receiving initial reports of suspected child and spouse abuse from military and civilian representatives and taking all steps required under the FAP.
• Serves as designated case manager and primary FAP point of contact for spouse and child abuse cases ensuring all actions are in compliance with DoD and Navy directives and civilian reporting requirements.
• Receive reports of problematic sexual behaviors in children and youth (PSB-CY) from military and civilian representatives and take appropriate action per FAP PSB-CY requirements. Provide or coordinate clinical services access with other FAP providers or with community clinical providers for exhibiting children, youth, and their families, including psychoeducational support, assessment, and clinical intervention.
• Prepares case summary reports and maintains ongoing contact with the Family Advocacy Representative for all child sexual abuse cases involving alleged active duty offenders.
• Assess all reports of alleged child and domestic abuse, to include interview of alleged offenders, victims, children, and other witnesses.
• Develops appropriate, risk-focused treatment and interventions for victims and perpetrators of child and domestic abuse in accordance with Navy Certification standards.
• Coordinates FAP training and ongoing communication to inform active-duty military and their families of the problems of family violence, FAP requirements and the services available to them.
• Conducts family violence briefs, workshops, and training for clinical staff, IDC members, base security, NCIS, Child Development Centers, Senior Enlisted Advisors, new commanders, and FAP Command point of contacts.
• Liaisons with cities, counties, states, federal, non-government agencies, and military agencies and commands to enhance FAP prevention and response affecting the military community.
• Represents the Navy at community liaison meetings, educating on domestic violence risk/protective factors, collaborating on coordinating services for military members and their families, and engaging in community domestic violence prevention and awareness activities to establish or strengthen relationships with other agencies serving the target population.
• Provides summaries of liaison meetings for supervisor review, and makes recommendations to supervisor for further collaborations that will reduce duplication of service and expand the range of programs for the population serviced. Educates and provides case-specific consultation to military and civilian agencies about counseling services, FAP, risk assessment, clinical issues, treatment, and Incident Determination Committee (IDC/CCSM) processes.
• Participates in the CAP Quality Assurance Program and peer review process as directed. Testifies at juvenile court, family court, and any military legal hearing regarding Family Advocacy cases as appropriate.
• Participates in committees and boards as directed such as CDC Quality Review Boards, Family Advocacy and Sexual Assault Prevention and Response.
