National Cost Collection Act as the Trust lead for the annual national cost collection return and other associated returns (e.g. education and training). This will necessitate interpreting and following the latest guidance and standards supplied by NHS England and the HFMA. Develop and implement processes to efficiently and accurately prepare national cost collection returns. This will necessitate working with a range of staff across the whole Trust to ensure that returns are realistic and materially accurate. Work with key medical and nursing staff to maximise clinical input to the costing process to allow more accurate cost profiles to be developed. This includes briefing non-finance staff on costing requirements and methodologies and interpreting clinical and care pathway information provided. Respond to all queries relating to the national cost collections generated both internally and externally. Reconcile financial and activity data used in national cost collections to externally published sources of Trust information (e.g. Final Accounts). Service Line Reporting Be an advocate for the use of SLR information within the Trust to promote effective change based on the results. Responsible for the management and maintenance of the costing system, ensuring the materially accurate provision of service line reports to the Executive Team, Clinicians and Senior Managers. Provide specialist advice to Divisional/Care Group/Specialty management teams, Clinicians and other Finance staff relating to the production and interpretation of Service Line Reporting information. Ensure the data collection requirements and processing of the costing system results in appropriate allocation & apportionment of both costs and income across all Trust services/functions. Highlight areas for improvement in current data collection supported with a cost benefit analysis of its provision. Ensure that appropriate internal tariffs are in place to enable clinical support functions to charge Service Lines for the resources (examinations, tests, theatre time, etc.) that they consume. This should provide sufficient transparency for internal customers (Service Lines) and enable negotiations on activity levels and tariffs. Ensure that the costs of corporate are appropriately charged to front lines services via use of activity based costing methodology. Continually seek to improve the quality of information output from the costing system. This will include reviewing both source datasets, processing and data systems which underpin Service Line Reports. Promote the use of Service Line Reporting information within the Trusts business planning and budgeting processes. Support end users in understanding the implications of SLR information for decision making. Provide regular reports to the Trust Board (or appropriate subcommittee) explaining the relative financial positions of the Trusts Service Lines. These reports should highlight key changes from previous periods and areas for attention. They should also contain recommendations for corrective action where necessary. Ensure feedback from Divisions/Care Groups/Specialties and Finance staff is incorporated, where appropriate, into the costing system and into national cost collection (NCC) data. Frequent interaction with Divisions/Care Groups/Specialties and Finance staff will be required particularly during the ongoing development of SLR. Lead the development of a SLR dashboard report to meet the needs of end users. These will include the Trust Board, Divisions, Care Groups, Specialties and Finance staff. Promote the Costing Function to clinical and non-clinical areas, identifying training needs to ensure that the benefits of SLR information are maximised within the Trust. Represent the Trust at SLR and Costing events including national updates and costing system user group meetings. Internal Costing & Efficiency To lead on technical and complex costing queries, utilising national cost collection returns, SLR and other data sources for decision making, pricing, benchmarking, cost-saving identification and income recovery purposes. Gain an understanding of reasons for significant variations from National Tariff, through bottom-up costing to inform the strategic decision making of the Trust. Analyse highly complex costing information and develop reports for use by Trust management in a clear and understandable format to enable Trust senior management to make decisions regarding which services should be invested or disinvested in. Support Divisional Finance Managers (DFMs) in developing costings to support charges for activity not covered by the tariff and to support Divisional business cases. Other The post holder will be responsible for the day to day management of the senior Income & Costing analyst. Ensure patient level data is secure at all times within the costing function. Undertake any other ad hoc duties as required relevant to the role.
