Duties include but are not limited to:

• Serves as program engineer consisting of the planning, development, and oversight of healthcare system maintenance activities.
• Serves as a healthcare engineering advisor, engineer consultant, engineer designer, contract administrator, project manager, maintenance and construction coordinator, and instructor during all phases of maintenance and repair activities.
• Manages healthcare engineering project design and administers construction in accordance with VA policies and procedures, VA Design Guides, VA Design Manuals, VA Master Specifications and related industry codes and standards.
• Performs healthcare engineering maintenance and repair oversight, construction management and, post project activities while ensuring continuity of building and utility services for medical facility operations.
• The position is responsible for performing the duties of a Contracting Officer Representative (COR) on contracted maintenance and repair projects, training service staff on technical issues, and assisting the service staff on the completion of technical and administrative issues regarding infrastructure related operations of the medical facility.
• Assists in development and implementation of the environment of care program that meets current Joint Commission, Food and Drug Administration (FDA), NFPA, and VA requirements, particularly as it relates to construction safety and infection control.
• Serves as the Integrated Project Team (IPT) Chairperson, comprised of diverse and multi-discipline professional team members, consisting of internal and external stakeholders.
• The position provides engineering support to the assigned healthcare system and is responsible for maintaining capital assets and installed utility systems in accordance with equipment manufacturer specifications and drawings, maintaining technical reference library of codes, standards, and other regulations which are applicable to the engineering industries Occupational Safety and Health Administration (OSHA), National Fire Protection Association (NFPA), American National Standards Institute (ANSI), and others.

• Serve as the Director, Directorate of Public Works exercising full authority for management and operation decisions related to engineering and environmental activities, housing and overall DPW logistical support of an Army Installation.
• Direct the work of an organization that is responsible for compliance with all applicable environmental, natural, cultural, and archaeological federal, state and local laws; and provides vital maintenance, to the installation and tenant activities.
• Direct the work of an organization that provides Real Property management services to include master planning, housing and facility construction and operation, maintenance and repair services.
• Evaluate and interpret directives and policy instructions regarding assigned and proposed programs and make recommendations on feasibility for accomplishment.
• Work closely with the Deputy to the Garrison Commander and other top officials providing continuity of leadership in assessing mission and work requirements and in developing long range plans, goals, and objectives.

• Responsible for developing and maintaining the Installation Master Plan using engineering, architectural, landscape architectural, and planning principles.
• Coordinate all Geographical Information system (GIS) activities and ensure compliance with the Installation regulations and policies complying with the Installation design guide.
• Serve as the installation Commanders representative to all major commands in determination of unit stationing allowances, priorities and real property management.
• Prepare and conduct briefs to the installation command group on current and long-range planning.
• Perform all functions pertaining to the acquisition, inventory, disposal, and reporting of all real property for the installation.
• Prepare and submit recommendations on the unit stationing based on available facilities, mission requirements, environmental and economic impact and projected MILCON construction.
• Directly supervise the division staff and perform the full range of first line supervisory functions.

As a Civil Engineer (Transportation), you will:

1. Provide advice and guidance on Federal laws, regulations, and FHWA policies applicable to Federal-aid projects within the State DOT project development process, in meetings, telephone contacts, public hearings, field reviews, and visits with State DOT officials and other Federal, State, and local agencies for assigned program areas and in assisting in the implementation of leadership initiatives.

2. Conduct project reviews in accordance with the Division’s Risk-Based Stewardship and Oversight plan.  Review required project actions for appropriate application of design standards and criteria, conformance with policy and regulations, eligibility for Federal participation, traffic safety features, reasonableness of cost estimates, fulfillment of requirements from the transportation planning and contract provisions.

3. Review and evaluate project studies, and comment on alternatives and/or modifications. Authorize project agreements which may include reviewing the adequacy of proposed rights-of-way clearances, NEPA, construction plans, agreements for utility and railroad work, consultant agreements.

4. Participate in and contributes to Division program management activities including development of stewardship and oversight plans, conducting risk assessments, development of strategic operations and business plans, promotion of the implementation of a performance-based planning and programming process to partner agencies, and identification and tracking of performance measures and the associated reporting processes.  Provide Program Approvals that fall under the Discipline such as such as consultant written procedures, standard drawings, standard specifications, prequalification procedures, Uniform record keeping, procedures to determine contract time, and Liquidated Damages Rates.

5. Participate in oversight activities, such as process reviews, and in-depth documentation reviews of Federal-aid programs; advise on problems and deficiencies, prepares reports and analysis, coordinate corrective actions, review and evaluate practices, and share innovative practices, procedures and technologies. Participate in assessing State programs for effectiveness and compliance.

The Ideal Candidate:

The ideal candidate is an engineer with experience monitoring Federally funded highway programs or delivering highway projects from initial scoping through construction support and maintenance; and experience conveying ideas and concepts to persuade others in meetings, discussions, and in writing.
