You will:

• Develop and implement strategies to successfully oversee and implement the Brownfields program to achieve program goals for a broad range of site assessment, site cleanup, and redevelopment activities.

• Manage grants, cooperative agreements, interagency agreements, and/or contracts to assess and clean up hazardous substances and/or petroleum at the most technically complex or controversial brownfields sites.\

• Lead efforts to conduct outreach and community involvement activities within EPA and with other entities to develop and promote strategies for the assessment, cleanup, and economic and/or sustainable revitalization of Brownfields sites.

• Advise on implementing program policies and priorities through the national grant competition process, leadership and participation on work groups, and measurement of program results.

You will spend 25-50% of your work time on contracts, grants/cooperative agreements, and/or interagency agreements.

• You will install, repair, inspect, operate, maintain, and service specialized heating, ventilation, air conditioning systems and refrigeration equipment systems.

As a Hydraulic Engineer, you will perform the following duties:

• Perform hydrologic and hydraulic analyses. Evaluate water diversion and discharge rates, pump capacities, water storage and management operations, and infrastructure designs, associated with water resource projects impacting upstream and downstream fish passage. Review and provide design suggestions for engineering projects for fish facility installations and upgrades in estuaries, large rivers, and small stream environments (e.g. Infrastructure designs, such as culverts and bridges, tide gates, irrigation diversion head works, pump intakes, etc.).
• Work collaboratively and cooperatively with a diverse group of stakeholders from various local, state, federal agencies, tribes and members of the public, to maintain consistency in hydraulic engineering principles, decisions, and policy recommendations. Provide input and contribute to the update, revision and development of the West Coast Region's (WCR) Fish Passage Guidelines. Assist fisheries biologists in the development, application, and monitoring of biological opinions, conducting literature searches and participating in scientific conferences, seminars, and workshops.

This position is located within the Department of the Interior, Bureau of Ocean Energy Management (BOEM), Pacific Outer Continental Shelf (POCS) Region, Office of Strategic Resources, Engineering and Technical Review Section, Camarillo, CA.

At the full performance level (GS-13) the major duties of this position include, but are not limited to the following:
1. Reviews and performs technical analysis of renewable energy lessees' and operators' submittals of plans, reports, survey plans, and applications for the design, fabrication, installation, operation, maintenance, and conceptual decommissioning of offshore renewable energy development projects in compliance with 30 CFR 585.
2. Utilizes engineering principles and existing standards to conduct engineering analysis of proposed renewable energy facilities on the OCS and prepares detailed engineering reports under the direction of the BOEM Pacific Regional Director or designee.
3. Works independently and with staff from the Pacific Region's Office of Environment and Renewable Energy Section as a technical authority on geotechnical issues.
4. Provides expert advice on geotechnical matters related to renewable energy development and actively keeps abreast of current, relevant engineering practices and principles and the latest proposals within code organizations to determine the impact on the 30 CFR 585 regulations.
5. Participates in inter-agency meetings to share information, collaborate on topics of mutual interest, or refine data and methods relating to geotechnical engineering.

BOEM has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

Salary Information
GS-13: $120,246 - $156,323 per annum.
First time hires to the Federal government normally start at the lower salary range of the grade level.
