At the full performance level (GS-14) the major duties of this position include, but are not limited to the following:

1. The incumbent exercises a broad range of supervisory responsibilities over subordinate employees. These responsibilities include, but are not limited to, defining the objectives, developing methodologies, establishing the priorities, and preparing schedules for the performance of assigned work, and assigning work to the staff considering the nature and difficulty of the assignment and the capabilities of employees.

2. Inspection of all drilling, completion, workover, and well abandonment operations to assure compliance with operating regulations, lease stipulations, and other directives, preparation of reports and recommendations.

3. Analysis of violations related to applicable rules and lease terms, assistance (via comment processes) in the preparation of Notices to Lessees and Operators, Safety Alerts, governing laws, and regulations.

4. Conduct of internal reviews and oversight of the inspection program to ensure that all inspection activities are conducted in accordance with regulatory requirements, Inspection Program Handbook, Field Supplements, and applicable guidelines and policy.

5. Directs the conduct of internal reviews and oversight of the offshore well operations inspection program in the GOMR to ensure that all such activities are conducted in accordance with regulatory requirements and all applicable guidelines and policies.

The Bureau of Safety and Environmental Enforcement has determined that the duties of this position are suitable for telework only during an emergency or natural disaster.

Salary Information:
GS-14: (Step 1: $141,215- Step 10: $183,582) per annum.

First time hires to the Federal government normally start at the lower salary range of the grade level.

5. Supervises and leads the systematic preparation of detailed geologic and stratigraphic interpretation, maps and cross sections for each of the fields and lease discoveries. Interpretation includes analysis of geophysical and well data resulting in the preparation of seismic stratigraphic and systems tract interpretations, salt tectonics, well log analysis, and other exploration studies to determine the stratigraphic relationships and depositional environments of prospective reservoirs.
6. Supervises the performance of field and reservoir analyses conducted by classical engineering methods to ensure the reserve adequacy of reservoirs and fields. The Supervisor ensures that every reservoir and field within his/her area of responsibility is properly classified based on the alignment to the industry standard of AAPG/SPE/WPC Petroleum Resources Management System.
7. Oversees the implementation of a Carbon Sequestration and Storage (CCS) program in the Office of Resource Evaluation; conducts systematic reviews of carbon storage units including storage assessment, site characterization, CO2 plume modeling and monitoring, and determination of plume stability.
8. Supervises Worst Case Discharge (WCD) verification workload responsibilities including initiating, reviewing, and approving the validity of the assumptions, analogs, and calculations associated with the verification of the WCD submitted by operators for Exploration Plans (30 CFR 250.219(a)(2)(iv)), Development Plans (30 CFR 250.250(a)(2)(iv)) and Oil Spill Response Plans (30 CFR 254.47). Makes assignments of WCD projects and ensures consistency of the verifications.

• Serves as 2nd Assistant Engineer on a diesel powered, seagoing hopper dredge and is responsible for the proper and continuous operation of all engine room machinery during assigned watch.
• Stands on regular scheduled watches in the central control monitor room of the engine room.
• Make routine inspection of all engineer spaces and equipment including dredge pumps, bow thruster, steering gear and areas.
• Starts stops and adjusts engine room equipment as necessary.

1. Monitoring and/or uploading all applications, requests, reports, and notifications associated with GOMR offshore platforms for the Technical Information Management System (TIMS), National Consolidated Information System (NCIS), and TIMSWeb databases.
2. Identifying reported damage, insufficient cathodic protection levels, and/or anything else as instructed by OSTS staff that needs to be flagged for a required action.

• Reviews work of junior engineers through visual inspection of engine room equipment ensuring proper operation and servicing of all equipment.
• Required to live aboard the Dredge WHEELER during tour of duty, which will be 14 days on duty/14 days off duty. Normal shift is 12 hour days with shift work and 12-hour days required when needed to stand watch.
• Due to the working schedule on the WHEELER, it is not a requirement to live locally, but it would be advantageous to the employee to avoid travel expenses as the Corps of Engineers does not pay transportation to and from the vessel.
