Job Purpose

Job Description

We are seeking an experienced Application Development Lead to oversee multiple software development teams in NUS.

Duties and Responsibilities

• Technical Expertise
o Provide technical guidance and expertise to teams, helping to solve complex technical challenges.
o Stay abreast of emerging technologies and industry trends to drive innovation within the company.
o Ensure adherence to best practices in coding, testing, and maintenance

• Leadership and Team Management
o Lead and mentor multiple software development teams, fostering a culture of innovation, collaboration, and excellence.
o Develop and implement strategies to enhance team performance and productivity.
o Foster collaboration and high-performance culture within the team.

• Delivery Management: Ensure the timely and high-quality delivery of products, aligning with project objectives, scope, and timelines.

• Technical Architecture: Collaborate closely with Architecture team on system and application design

• Quality Assurance: Implement quality assurance processes to guarantee the delivery of high-quality products. Oversee testing methodologies and quality control procedures.

Qualifications

• Bachelor's or Master's degree in Computer Science, Information Technology, or a related field.
• Minimum of 12 years of experience in technical leadership roles, with a strong emphasis on product engineering and technology management.
• Proven ability to lead and inspire cross-functional teams, promoting collaboration and achieving project objectives.
• Exceptional problem-solving and critical-thinking skills, with a proven track record of effectively addressing technical challenges and risk mitigation.
• In-depth knowledge of quality assurance processes, encompassing testing methodologies, and quality control procedures.
• Demonstrated strategic thinking and planning abilities, capable of aligning technical projects with organizational goals and market demands.
• Relevant experience in application design, development and support, and has completed at least 5 rounds of SDLC in application development.

Technical Expertise
• Strong front and backend working experience- Angular or React, jQuery, Bootstrap, ASP.NET Core, Mobile development, Hybrid development. Working experience in Java and Flutter Hybrid Development platform is an advantage
• Strong Cloud application development experience using PAAS Services, preferably Azure
• Strong working experience in Microservices and Containerisation technologies
• Deep knowledge in Relational Database Management System (RDBMS) such as Oracle and SQL
• Strong working experience in DevSecOps. Working Experience in Azure DevOps, Jenkins, Octupus Deploy, Fortify, SonarType, SonarQube, Splunk is an added advantage
• Strong working experience in Quality Engineering, covering Test Management, Unit, Functional, Performance and Load Testing. Working experience in Webdriver.IO, Katalon, JMeter is an added advantage

The Science and Engineering Research (SER) Directorate is looking to hire a resourceful and motivated individual, who is passionate about supporting the delivery of impactful outcomes through Science and Technology, under the Research, Innovation and Enterprise (RIE) 2025 plan. The SER Directorate is the nexus of policy, corporate reporting and economic analysis to ensure that SERC delivers on its strategic thrusts of value-creation and socioeconomic impact to Singapore. You will work closely with key stakeholders internally and externally to achieve the outcomes of various programmes, and develop a deep understanding of R&D policies and their wider impact on the research ecosystem in Singapore. You will acquire skills in interpreting data to develop policies, as well as develop deeper organisational awareness. The ability to be agile and thrive in a changing work environment is a must!

As an officer in RPP/A&O, your key areas of work would include the following:

Resource and Performance Monitoring

1. Support Science and Engineering Research Council (SERC) senior management in the governance and allocation of resources;

2. Synthesise data and develop recommendations to support executive decision making;

3. Support the review and improvement of SERC strategy, operations and processes, including the improvement of SERC investments and activities;

4. Develop specific measures of success with relevant experts;

5. Conduct financial modelling and monitor budgets for SERC entities;

6. Analyse and track performance of SERC entities in response to overall strategies.

Corporate Planning

7. Support SERC senior management in key meeting platforms and monitor strategic and management issues across SERC;

8. Organise events for SERC management for business reviews, and charting of strategic directions for SERC entities.

Job Requirements

9. Relevant working experience in the public sector, strategic and/or corporate planning would be an advantage

10. Bachelor's degree or equivalent qualification, preferably in Science, Technology, Engineering, Mathematics (STEM), or Business.

11. Ability to translate concepts into implementation plans

12. Excellent communication (verbal and written) and interpersonal skills

13. Proficient in Microsoft Office (Powerpoint, Word, Excel and Power BI or equivalent)
