Introduction
The Parliamentary Maintenance Services Team serves both the Commons & Lords via the Helpdesk on extension 4747. Last year the Helpdesk logged over 42,000 requests from heating & lighting to pest control and porterage.
The Engineering Services Section are responsible for ensuring all building Mechanical & Electrical services such as boilers, air handling units, high voltage switch gear etc. are maintained and operational at all times in order to support the business of the House
The Role
This post is one of 2 (the other being electrical/controls biased), you will primarily be responsible for managing the operational availability of all our mechanical engineering services including our major steam, chilled water & ventilation systems along with our major Trend Building Management System (BMS) across the Parliamentary Estate including ensuring a comprehensive planned maintenance regime is in place and managing any associated repairs. While the role is primarily mechanical a working knowledge of electrical and associated control systems will also be expected in order to provide cover etc.
Some of the responsibilities for this role include:
- Identify and manage repairs to main infrastructure and controls systems such as our Steam Boilers, Main Chillers, pumps, fans & associated motors and controls etc Provide technical specifications, select appropriate resource (contractor or In House), raise works instructions/orders (either via Planon estates management or HAIS Financial systems) and supervise work to completion including in house team and contractors.
- Utilise the Trend BMS system to ensure all plant and infra structure is operational, identify and rectify faults as required.
- Ensure all plant is maintained in a safe condition and to appropriate standards at all times. Supervise contractors and In-House staff to ensure all work is carried out safely in compliance with current statutory regulations and to the required standard.
- Ensure both PMST teams work together to provide an effective service and when acting as senior PMST manager onsite that ALL PMST staff do so including the supervision of PMST contractors.
- Ensure all expenditure is in line with House procedures such as the raising of orders and budget management etc. to ensure value for money at all times.
Skills and Experience
To be successful in this role you will demonstrate:
- NVQ Level 3 in a building services related discipline probably with a mechanical bias
- Experience of preparing and approving permit works, building services risk assessments and method statements, carrying out site-based safety inspections
- Good experience of inclusively managing, motivating and developing people, considering their personal needs and aspirations, in line with business objectives
- Ability to work under pressure to resolve complex engineering services related faults and emergencies.
- Significant Experience of maintaining complex mechanical engineering installations such as steam boiler, main chillers, large pumps and air handling systems; acting as Authorised Persons Pressure, Confined & Low Voltage; operating Trend BMS to identify faults; and working knowledge of safe systems of work and health and safety legislation relative to building services plant and equipment.
