We are looking to recruit a Civil Enforcement Office on a full time permanent basis, you can download the rota details HERE.
The service
The Economy, Transport and Planning directorate encourages and supports sustainable transport, manages transport planning, and provides traffic management and road and street cleansing. The service plays a crucial role in supporting residents, businesses, students and thousands of daily visitors to our city. You will be involved in every part of city life, from day-to-day parking availability, to supporting events such as Victorious and the Great South Run, and helping tourists have the best possible experience of Portsmouth.
Your new role
What if we told you that the main aim of Civil Enforcement Officers (more fondly known as Parking Attendants) is to reduce pollution, ensure the safety of the local community and support our residents and local business. Our CEOs play a key role in keeping both the roads safe and helping to improve air quality.
You will foster a customer focused approach supporting the residents and visitors to our great waterfront city. To help us achieve this you will be required to patrol the areas where on and off-street parking is in operation. You will report to and be supported by a Senior Civil Enforcement Officer and you will ensure that the Traffic Management Act 2004 Regulations (and other relevant other legislations) are complied with, and as a last resort may be required to issue Penalty Charge Notices in the event of and breach of these regulations.
Civil Enforcement Officers are paid a salary which is not impacted by the number of penalty charge notices they issue, there are no quotas or commission, both are prohibited by legislation.
What you'll need to succeed
You will demonstrate excellent customer service skills, confidence in dealing with challenging situations and be happy to work alone or as part of a team. You will be flexible, be able to work additional hours (overtime) outside of normal core hours as and when required for special enforcement, as well as switching teams as required to cover business needs. You will be able to use your own initiative in making decisions adhering to the customer service ethos, as well as working and managing under pressure.
It is a requirement that you have a driving licence for this role. You will be responsible for a full range of ICT equipment including a mobile device, printer and bodycam which you will carry with the use of a vest. You must be physically fit and able to walk approx. 10 miles per day in all weathers. You will have good communication skills with a good level of spoken and written English and a willingness to take on additional training for personal development.
Testimonials from our parking staff:
"I joined the parking service as I wanted a job that was different; something exciting, something unique. I love working outside and enjoy getting exercise whilst getting paid! Working at the council has opened so many more opportunities to me than I would have imagined. I have been able to do an apprenticeship alongside my job and I am actively encouraged to better myself with the support of my colleagues. This makes me feel appreciated and valued."
"I applied to join the parking service to do a varied job that took me outside the confines of an office. Also, I knew that working for the local authority provided excellent benefits such as generous annual leave entitlement and access to one of the best pension schemes available".
