Role Description

The Engineering Delivery Management (EDM) role is focused on technical management of all engineering activities. · Solid knowledge and experience in Systems Engineering lifecycle (eg. EIA632, ISO/IEC15288)

DUTIES AND RESPONSIBILITIES

The Engineering Manager reports to the Project Director and shall be responsible for the effective design effort and coordination of the Sub-Contractor's discipline engineering professionals. The Engineering Manager shall ensure that all designs comply with the requirements of the Work; that all Work is efficiently and effectively executed in accordance with the criteria, specifications and standards listed in the CONTRACT; and that the designs comply with safe and reasonable standards as accepted within the offshore oil and gas industry. • Planning and scheduling the engineering execution work for the FPSO to meet the overall project schedule including what is required to be subcontracted and /or included in supplier’s scope.
• Ensure compliance to all codes and standards including regulatory requirement while the design and engineering is performed to ensure that project acceptance is not jeopardized due to errors and omissions in this respect.
• Ensuring that all engineering designs & drafting works, preparation of MTO's/BOM's and preparation of As Built drawings are carried out in accordance with the Project HSE and Quality policy.
• Planning and ensuring that suitably qualified and experienced engineering and drafting personnel are available in various engineering disciplines.
• Ensuring that all engineering design and drafting work are carried out in accordance with the applicable standards and codes including COMPANY standards, if any.
• Ensuring that all COMPANY requirements regarding engineering are addressed and corrective actions are taken if any.
• Ensuring that non-conformances to the HSE/Quality system are properly addressed and corrective actions are taken.
• Interpretation of various design drawings, COMPANY specifications, etc and preparation and timely completion of design tasks.
• Interfacing with COMPANY Site Representative on project engineering related matters through Project Director.
• Interfacing with, establishing and controlling various Subcontractors and their design, regularizing TQ’s/Site Instructions through drawing revisions, reviewing subcontractor’s shop drawing, etc. as appropriate.
• When needed, liaise with Classification Society/Certifying Authority on all aspects of design.
• Liaison with the CONTRACTOR representative and construction team regarding design issues and progress.
• In conjunction with the Project QA/QC Manager ensure COMPANY requirements and all technical aspects are addressed in the Inspection and Test Plan.
• Ensuring all design issues of available materials, transport requirements, regulations and constructability are carefully considered.
• Maintaining responsibility for design integrity for the project duration.
• Reporting weekly on progress of detailed design activities.
• Manage engineering man-hours, cost, change order request.
• Follow-up with subcontractors to ensure that all engineering documents are delivered as per schedule.
• Provide engineering support for fabrication and installation.

REQUIREMENTS

• Minimum educational requirements of a Bachelors’ and/or Masters’ degree in Mechanical / Chemical Engineering or equivalent disciplines.
• Direct experience working on FPSO projects.
• Minimum 15-18 years’ experience, with Oil & Gas projects (fixed installations and FPSOs), with significant experience working as an engineering manager.
• Must have prior work experience with medium/ large sized brownfield and/or greenfield projects in the upstream Oil and Gas sector, in a similar role and possess a good understanding of project phases, milestones, deliverables, internal and external interfaces.
• Should have good interpersonal communication skills, structured but not rigid, should be able to take decisions and responsibility, pro-active and should possess good report writing skills.
• Good leadership skills to manage and develop a team.

Position Summary:

The Technical Project Manager, or known as Engineering Delivery Manager within Thales, is responsible for leading his team to the completion of engineering tasks within committed budgets, schedules, quality and performance for successful bids and projects delivery. He coordinates and monitors the implementation of all engineering tasks throughout the whole life cycle of a bid/project.

Responsibilities:

· Ensure engineering activities are well managed within constraints of bids/projects, approved architecture, design policy, contracts, and company quality requirements.

· Lead collaborative discussion and co-engineering between internal teams, vendors and customers to analyse, prioritise and validate stakeholders' requirements.

· Ensure that engineering scope, plans and activities satisfy customer requirements, and are delivered on time, on budget and with the required quality.

· Work closely with Design Authority to oversee and approve the outcome of evaluation studies on design alternatives, and to provide advice to both the customer and internal technical teams.

· Through broad consultation, ensure the production of the required documentation in support of the project, to the satisfaction of the customer and internal senior management.

· Liaise with customers on technical, architectural and procedural issues as required, ensure that scope creep is avoided.

· Define the engineering work breakdown structure, project organisation structure, tasks schedule, engineering KPIs, and associated engineering tasks. Tailor as required and ensure all baseline requirements are met.

· Define the strategy for development, build increments, validation, and project commissioning.

· Follow up closely on defined KPIs and ensure issues discovered (such as risks of changes, schedule, anomalies, etc) are addressed promptly according to different project phases.

· Perform periodic reporting to internal senior management and customer according to Thales methodology (Chorus) and common methods such as SAFe/SCRUM.

· Ensure the implementation of multi-project synergies and lessons learnt, in order to optimize cost of technical solutions.

· Manage engineering risks & opportunities during bids and project phase, guarantees programme commitments, including those flown down to subcontractors and partners.

· Optimise technical work against costs, schedule and risks from design to validation and acceptance of the solution.

· Develop and implement policies, standards and procedures for the engineering and technical work performed, in conjunction with the functional Engineering Head or Director.

· Manages Work Package Managers (WPM) and Integration Verification, Validation and Qualification (IVVQ) Manager to ensure successful completion of respective milestones.

· Other duties as directed by the Project Manager or functional Engineering Head.

Essential Requirements:

· Degree in Computer Science, Information Technology, Electronics Engineering or related discipline

· Experience working within a Systems Engineering lifecycle

· Minimum of 10 years’ experience in a Senior Engineering role

· Experience in managing multi-disciplinary teams

· Experience in IT/security/C2/defence relatedprojects from a Systems Engineering perspective

· Good knowledge on how large projects are managed

· Strong oral and written communications skills

· Strong liaison and stakeholders management skills

Summary:

Collaborate actively in the development of engineering designs in the different phases: pre-design, basic engineering design and executive project of the Wind and/ or PV Plants in coordination with local and corporate teams assuring the most optimized designs and the inclusion of all technical specifications in their most updated version to guarantee technical suitability and technical and economic efficiency.

This role will also carry out various engineering tasks such as performing calculations to ensure the systems meet the global safety standards and collaborating with site teams to solve emerging issues.

Engineering Management:

Company Policy and Legal Compliance: Implementing and enforcing policies related to occupational hazards, environmental compliance, and quality within the designated tasks.

Requirements

• Degree in Electrical Engineering is required
• At least 8 years’ experience in planning, engineering and design of projects for wind farms and/or BESS, substations and high voltage lines.
• Experience in the permitting process of the above works is desirable.
• Experience in managing and supervising of engineering projects
• Experience in coordination and planning in engineering teams and external engineering companies
• Renewable Energy and/or Power utility experience is preferred

Knowledge

• Knowledge of power transmission systems, medium and high voltage substation electrical equipment, underground distribution systems, dynamics and stability modeling of Power Pools, the Interconnection
• Ability to converse and communicate in English language.
• Knowledge of Power System software is an advantage
• Substation Commissioning and test experience is an advantage
• User level of office software.
