- Oversees the engineering, technical and administrative matters for civil construction projects in terms of computational methods and software for quantity computations.
- Attends design and scheduling conferences and represents Construction Division at higher headquarters technical conferences and meetings relative to assigned projects.
- Plans, coordinates, and supervises the activities of subordinates engaged in conducting pre-construction review of District projects for constructability, biddability, operability, environmental, and sustainability.
- Establishes program goals and objectives, general operating policies and procedures, and work standards and requirements.
- Monitors and assesses Section activities, and performs and/or oversees the performance of various administrative tasks such as budgeting and payroll, reports and correspondence, personnel management, etc.
- Serves as an expert technical consultant to field offices and other District elements on problems associated with constructability aspects of planned and on-going civil works construction projects.
