The incumbent of this position will serve as the Army's leading authority on the development and utilization of intelligent technologies for current and future mobility systems; this position is within the U.S. Army Combat Capabilities Development Command Army Research Laboratory (DEVCOM ARL), Intramural Research Directorate (IRD). Advises senior leaders, managers, and technologists on strategic research efforts, and will conduct unique independent investigations that lead and advance the state-of-the- art in intelligence systems. Provide Laboratory-wide and Command-wide benchmarks for scientific quality in intelligent systems research, providing cost- saving and time- saving advice to managers regarding decisions to initiate, continue, and/or terminate research efforts based on his/her technical expertise.

The following are the duties of this position at the full working level.

• Independently conducts, leads, or participates in studies of very complex or novel issues and problems requiring considerable ingenuity to determine the approach, identify the relevant factors for analysis, and recommend solutions for difficult problems.
• Selects and applies mathematics, economics, econometrics, and/or statistics appropriate to solving research problems, such as the development of computerized mathematical resource allocation models (e.g., simulation), regression models, econometric projections, or workload forecasting models that support succession planning and/or realignment/reduction of resources.
• Conducts operations research using innovative analytical approaches and application of techniques in a creative manner to solve complex, difficult problems by formulating study methodologies and recommending improvements to enhance performance or increase efficiency and effectiveness.
• Develops and applies research techniques for problem solving using data obtained from a variety of sources. Assembles technical information regarding specific segments of the economy, providing evaluations and forecasts of economic theories in mathematical terms so that they can be tested statistically to predict the probable impact throughout the business division workforce relative to program activities and program policies.
• Performs special studies to identify mathematical applications to improve and/or enhance existing programs. Responsibilities in conducting these studies include determining the types of data to be collected, formulating study methodologies, recommending improvements to existing programs, assisting functional activities in the implementation of headquarters and field operational segments, and analyzing data from a variety of sources.

This announcement is for a position as a CORE (Cadre of On-Call Response/Recovery Employee). CORE employees are full-time employees hired to directly support the response and recovery efforts related to disasters. Employees are hired under the Robert T. Stafford Act and are excluded from the provisions of title 5, United States Code, governing jobs in the competitive service. They can be hired under a streamlined process instead of a competitive process. After three years of continuous service, Stafford Act employees may be granted competitive eligibility to apply for permanent full-time positions at FEMA.

This position will be hired into a temporary 4 Years, excepted service appointment. Appointments may be renewed based on workload, funding, and supervisory approval.

This position has promotion potential to the 12. As an Operations Research Analyst you will:

• Provide analytical support to NNSA elements and leadership on its programs, projects, and portfolios in areas such as cost, schedule, risk, or performance outcomes.
• Identify and assess issues and applies problem-solving methods (e.g. queuing theory, optimization, discrete event simulation, Monte Carlo analysis, other mathematical, statistical, and decision analysis methods). Examine problem context, data integrity, resource constraints, and key assumptions to develop deterministic and/or probabilistic models to understand the range of potential outcomes, sensitivity to assumptions, and relevant trade-offs. Wors with fellow Operations Research Analysts or other technical personnel on analysis techniques and findings.
• Work on analytical teams developing tasks and execution schedules, overseeing day-to-day activities, coordinating with senior program and site partners, ensuring final products are high- quality and defensible, and presenting results to senior leadership. Participate in a community of analysts developing similar analytical products, encourage the free flow of ideas and best practices, and participate in the development of NNSA policy in areas such as cost estimating.
• Communicate results of complex analytical studies, estimates, and reviews to stakeholders. Review and integrate results of multidisciplinary models or analyses into a succinct message, and present through oral and written methods to supervisors, stakeholders, and customers. Represent the interests of the organization with NNSA, contractors, reviewing entities, and other federal agencies.

• Direct the performance of a broad range of strategic and operational analyses to evaluate alternative force structure requirements and capabilities.
• Prepare analysis reports and model documentation pertaining to assigned studies describing objectives, assumptions, methodology, sources and uses of data, and results obtained.
• Lead the development of complex models and computer simulations of military force generation and readiness based.

• Identifies specific concepts and develop procedures for investigating problems of a significant nature, which may be broadly stated or ill-defined.
