Serves as a primary point of contact for a specifically identified track of training courses such as for management training, recreation, food and hospitality, information technology, procurement training, etc.  Mentors, conducts and manages apprenticeships for field course managers pertaining to the assigned track of training.  Conducts Train-The-Trainer sessions to prepare potential trainers to accomplish mass training efforts.  Manages, monitors and recommends budgeting for the assigned training program area utilizing both Appropriated Funds and Nonappropriated Funds.  Prepares and provides reports on financial status of expenses, training attendance/usage, training plans offered and other information as required.  Reviews, updates, analyzes, evaluates and makes recommendations for content of the assigned track of training.  Develops new approaches, modifies work methods or procedures to deliver effective training to employees, and promotes new employee development efforts to Marine Corps field activities.

Uses competencies such as meeting facilitation, consensus building, negotiating, coalition building and conflict resolution to interact appropriately with and coach all levels of personnel and customers. Delivers briefings, point papers, status/staff reports and correspondence to Marine Corps field activities and employees to foster understanding, acceptance, and participation in training recommendations. 

Plans, administers, and evaluates a wide range of training designed to develop employees, and manage learning in the organization to support strategic goals and objectives, and produce the results that accomplish the agency¿s mission.  Conducts interviews, needs assessments, and surveys to identify training needs, evaluate training plans and identify goals and objectives.  Conducts a variety of training classes and/or coordinates with vendors to conduct classes with content that may include but is not limited to: general soft skills training, human resources training, management and supervisory training, and specialty training (i.e., recreation, retail, HRMS, Essentus) for Marine Corps Community Services (MCCS) personnel from entry to executive level.  May travel to conduct training sessions at various Marine Corps field activities. 

May develop, conduct and administer training using criterion reference instruction methodology and modules, independent study, performance-based training, hands on, and/or lecture-based training.  May prepare individual development plans to promote training on competencies based on communities of interest and job family requirements.  Coordinates arrangements for training with appropriate functional areas to include: scheduling, room set up, administration of pre-class activities, publicity, preparing equipment and supplies, maintaining accountability of statistics (i.e., attendance, completion rate), entering training accomplishments in the human resources management information system, and completion of other post training activities deemed appropriate or required. 

Assists in developing guidelines, instructional methods, course materials and training aides using eLearning authoring software.  Conducts training course evaluations, lessons learned process and provides input for course improvement.  Assists in identifying, evaluating and accomplishing future training initiatives.

Serve as a trainer for all training curriculum under Marine Corps Family Team Building (MCFTB) to include Readiness & Deployment Support (RDS), Lifestyle Insights, Networking, Knowledge and Skills (L.I.N.K.S.), LifeSkills, and Unit, Personal and Family Readiness Program (UPFRP) Training as directed by the MCFTB Director.  Coordinates and provides trainings as installation-wide opportunities to Marines, Sailors and families as well as unit-specific opportunities as requested.

Coordinate and provide LifeSkills training. LifeSkills training encompasses the capabilities necessary to successfully meet the challenges of everyday life, the mobile military lifestyle, and heightened operational/deployment tempo using standardized templates provided by Marine and Family Division (MF); Manpower and Reserve Affairs Department (M&RA), Headquarters Marine Corps (HQMC).  LifeSkills trainings strategically target the common protective factors impacting todays Marines, Sailors and Families, focusing on increasing awareness and providing skill building tools for individual and family development and readiness.

Coordinate and provide L.I.N.K.S trainings. Training must be conducted using standardized templates provided by HQMC, MCFTB. 

Coordinate and provide training on the UPFRP.  Provide standardized training to Family Readiness Command Teams, Deployment Readiness Coordinators (DRC), Uniformed Readiness Coordinators (URC), and UPFRP volunteers for units supported by the installation. Provide functional systems training on all authorized and approved communication tools within Family Readiness.  Develop and deliver training to supplement the HQMC templates regarding local resource information. Assist with information and referral support.

Coordinate and deliver training on RDS training to include pre-deployment, mid-deployment, return and reunion, and post-deployment. Develop and deliver training to supplement the HQMC templates regarding local resource information in support of the information, resource and referral service function. Assists with information and referral support for family readiness issues of assigned units.

Maintain professional knowledge of curriculum development and materials for appropriate audiences. Facilitate marketing of course offerings to achieve maximum attendance/participation.

Establish and maintain an effective communications network among MCCS, Marine and Family Programs, Chaplains, commanders, DRCs, URC, UPFRP volunteers, and community support organizations, to facilitate best utilization of education resources. 

Communicate effectively with MCFTB Director, implement and maintain evaluative measures to analyze assigned program training to determine adequacy and effectiveness of program quality.  Provide evaluations and comprehensive analysis to HQMC to ensure effectiveness of training curriculum is consistent with the specific needs of Marines, Sailors and families, and to ensure quality of trainers/training meets the desired benchmarks as established by HQMC.  Analyzes challenges including identifying relevant factors, gathering pertinent information, and recognizing solutions and best practices.

Recruit volunteers to serve as L.I.N.K.S. mentors, and provide L.I.N.K.S. mentor training for each volunteer. Coordinate meetings, and provide professional development opportunities for mentors. Documents L.I.N.K.S. volunteer mentors' training and service hours. Recognize volunteers in accordance with guidelines.

Recommend changes to course content to HQMC, MCFTB regarding specific curriculum as needed for their area of operations (AOR).  Works collaboratively with DRCs/URCs to recommend courses aligned to specific unit requirements. Communicate with and educate DRCs/URCs and unit Family Readiness Command Teams to promote participation in the programs.

Maintain accurate and complete records. Prepare and submit reports as required.  

May serve as the responsible POC for oversight, development and administration of the Volunteer Management Program. Manage, promote, monitor and assess volunteerism and volunteer placement satisfaction.  Execute coordination and build partnerships with other Marine and Family Program components, installation volunteer coordinators, volunteer ambassadors, and community agencies. Conduct briefs, trainings, and presentations to internal and external customers and outlets. Coordinate, facilitate and execute plans and management initiatives to recruit, screen, track, train, evaluate and refer. Coordinate recognition ceremonies and public awareness efforts in conjunction with the Public Affairs Office (PAO) to promote volunteerism for MF.

• Provides primary sources of educational information to military personnel, spouses, dependents, DOD civilians and all others seeking information at the Lifelong Leaming Center. 
• Advises students on the educational opportunities at the colleges/ universities aboard Marine Corps Bases and in the surrounding area and available through distance learning programs. Provides information on standard check in/check out procedures and opportunities and requirements related to the Marine Corps Voluntary Education Programs. 
• Responds to all inquiries on availability of funding, scholarships, loans, grants, enrollment procedures, prerequisites, room locations, schedules, costs and non-traditional education instruments including Defense Activity for Non-Traditional Education Support (DANTES). Possesses familiarity with American Council on Education (ACE) guidebooks in order to advise students on credits received for military training. 
• Prints and reviews Sailor-Marine Corps American Council on Education Registry Transcripts (SMART) and assists military personnel in the preparation ofDD295 documents as needed. 
• Provides information on the College Level Examination Program (CLEP), DANTES and Excelsior testing programs. Collects and annotates Service members Opportunity College (SOC) agreements in student records.
• Provides students with information on TA policies and procedures individually or in group settings. 
• Assists military personnel with enrollment and completion of TA applications, registration, course drop/add and withdrawal forms required by the institutions. Assists students who drop, withdraw or fail courses and informs them of repayment and/or waiver policies and procedures. 
• Collects and reports grades to NCMIS as required. Responds to emails, faxes and telephone calls relating to tuition assistance. Provides assistance to those requesting information on Veterans Administration educational benefits. 
• Serves as Test Examiner as needed. Assists the Test Control Officer with conducting and administering DANTES (Defense Activity for Non-Traditional Education Support) and Military Classification Testing Programs. Compiles test report information and coordinates with HQMC representatives and local military commands. Assists the Test Control Officer with the proper administration and security of tests, in accordance with Marine Corps, DANTES, and DOD regulations and directives and approved educational testing techniques. Maintains DANTES materials in the Education Office. 
• Organizes meetings with colleges and universities to assist with establishing the final schedule and facility/classroom requirements. Works with off base colleges/universities to schedule special weekly education events and classrooms. 
• Provides administrative and technical support in compiling, correlating, and editing quarterly class schedules, briefings and education bulletins for printing and distribution. Assists in analyzing, researching, preparing and submitting articles and advertisements for educational opportunities to local media resources. Maintains administrative files that comprehensively reflect all educational events aboard the installation.
