Summary: The primary purpose of this position is: To function as the base Test Control Officer (TCO) and primary Test Examiner (TE) in the administration of the military personnel testing program, to perform technical, specialized work in support of Total Force education and training functions.

Duties:

• Manages and oversees the installation's military personnel testing program for accession and aptitude testing, promotion testing, and proficiency, and career development and progression testing.
• Provides support in verifying, maintaining, and updating promotion eligibility status, education and development levels, and training records in multiple office automation software and databases.
• Performs routine and miscellaneous clerical work to include processing incoming mail, maintaining electronic files and posting updates as necessary, and preparing/maintaining office forms of various types.
• Assist in providing informational and academic advisement to military personnel of all ranks, their dependents, and/or civilian personnel pursuing undergraduate/graduate, vocational, technical and professional development opportunities at various levels.

1. This position will support the Federal Government's response efforts to COVID-19. Performs hazard and risk assessments and conduct a complete incident analysis.

2. Drives and operated firefighting vehicles, such as pumpers, aerial ladder trucks, and Airport Rescue Fire Fighting (ARFF) vehicles.

3. Performs crash-rescue, and firefighting duties involving air traffic or support operations where hazardous conditions are such that the expectancy for the fire is high and potential for becoming destructive is great.

4. Performs structural firefighting duties for a variety of facilities, which may include large multistoried buildings, industrial areas, and/or base storage facilities.

5. Performs rescue of personnel and a variety of first aid measures to alleviate further injury and prepare the victims(s) for transport to a medical facility.

6. Maintains firefighting equipment and fire station facilities. Complies with health, safety, and environmental rules and procedures and performs work in a manner that enhances the safety of the work environment.

• Directs and manages the 49 WG Protocol Office. Provides policy and procedural guidance for the 49th Wing Commander and other applicable agencies as the host wing to the largest Remotely Piloted Aircraft (RPA) Formal Training Unit (FTU), AETC's 54th Fighter Group F-16 FTU, AFMC's 96th Test Group, and the German Air Force's Flying Training Center (FTC) concerning proper protocol requirements for visiting dignitaries, military ceremonies, conferences, official meetings, briefings, etc.
• Serves as protocol advisor to 49th Wing Commander, staff, and functional base level points of contact. Plans, designs, and arranges or provides protocol advice to the Commander on a wide variety of formal and informal ceremonies, meetings, receptions, and other functions in support of ACC, AETC, and AFMC's diverse local missions. Prepares a recommended guest list for review and approval. Prepares and sends invitations and tracks responses. Meets with club staff and determines appropriate menu, refreshments, escorts, and seating arrangements for the functions.
• Manages the Wing Commander's Contingency Fund and use of Non-appropriated Funds. Authorizes and commits government funds within the area of responsibility and makes authorized payments. Assists in the justification, preparation and submission of protocol budget according to guidance provided by the budget office. Prepares funding requests to support official visits. Submits detailed vouchers following each visit that is paid in full or part from the contingency fund. Tracks all gifts and recipients and provides input to status of report of funds activities. Accomplishes research and advises as to the propriety of expenditures to ensure compliance with Air Force and DOD directives.
• Directs the submission and maintenance of protocol rosters, reports and correspondence. Directs the data collection and preparation of reports for distribution to 49th Wing senior staff and tenant unit organizations upon request. Oversees the development and updating of informal visitor brochures. Oversees the development and maintenance of visitor and other protocol information files. Ensures the development of various protocol correspondence to include requests for funding, letters of appreciation, letters of invitations, etc., for the Commander's signature.

• Provides official/personal mail service in accordance with DoD 4525.6-M, DoD Postal Manual and DoD 4525.8-M, DoD Official Mail Manual; DoDI 4525.8/AF Sup 1; Official Mail and Distribution Management; and Cost Control Program. Processes annually more than 4 million pieces of official and personnel mail at three official mail centers JBSA Ft Sam Houston, Lackland AFB and Randolph AFB Official Mail Centers (OMC), six postal service centers, Randolph Postal Service Center (PSC), Lackland Postal Service Centers (PSC #2, #3 and #7) and a Student Mail Center (SMC) and Benner Barracks at JBSA-Fort Sam Houston.
• Accountable Mail: To provide accountability and control of classified communications; to provide document security services; and to provide office automation and clerical support for the Operations Flight. Receives, records, sorts, transports, controls, and processes all incoming and outgoing special services mail, i.e. registered, express, certified, insured, and other various extra service articles personally through the window to the addressee/authorized agent and to various organizations and mailrooms designated mail orderlies and mail clerks.
• Provides expedient and complete mail like matter services sent via commercial carriers. Responsible for securely receiving, controlling and processing commercial carrier parcels (i.e. UPS and FedEx parcels).
• To provide first-line defense of Mail Security for JBSA customers and serviced activities. Responsible for knowing the characteristics of suspicious mail items and the proper procedures for handling and reporting suspicious mail items to the proper authorities.
• Maintains and Operates as a Unit Mail Clerk. Responsible for assigning and withdrawal of receptacles for TDY, student and permanent party postal lock boxes, changing combinations/keys, redirecting undeliverable mail.

Administers surveys, collects data, tabulates responses, and assist the Marketing Director in analyzing results. Keeps the Marketing Director informed of consumer trends and their application to the activities. Makes recommendations to the Marketing Director on program modifications and enhancements. Attends major FSS Squadron events and provides constructive marketing feedback to the activity manager. Assists in conducting advertising/publicity campaigns. Obtains information on upcoming events and special programs from activity managers. Assists the Marketing Director in developing communication strategies to determine the most effective and efficient method of reaching the target market. Makes recommendations to activity managers on the design of effective advertising vehicles and appropriate media mix. Assists in planning marketing campaigns designed to enhance participation in FSS activities by considering the characteristics or the target audience and the media mix necessary to reach them. Assists in conducting media relations with on- and off-base media in concert with the Public Affairs Office. Provides or arranges for photographic support for FSS functions. Prepares and presents briefings to base functions such as newcomers' orientations and Commander's Calls. Through subordinates, produces necessary and appropriate FSS publicity to include: FSS newspaper supplements, FSS publication, brochures, booklets, flyers, posters, etc. Supervises personnel in the site marketing department and effectively plans schedules, assigns, directs the work of others in an equitable manner. Makes supervisory decisions that will result in obtainable goals and well -balanced marketing of the FSS activities. Effectively performs supervisory personnel administrative responsibilities, initiates personnel actions and participates in the interview/selection process or new employees to fill vacant site positions, schedules and grants leave, deals effectively with employees on employee suggestions, complaints, grievances, and other matters involved in the day-to-day administration of the office. Identifies training opportunities. Provides budget input (appropriated and non-appropriated) to the Marketing Director. Oversees financial expenditures for the site office . • Provides complex operational weather support to Air Force, Army, Reserve, Guard, and other DOD customers.

Conducts investigations of crimes and complaints covering a wide range of subjects and allegations that are not within the scope of Air Force Office of Special Investigations (AFOSI), as determined by the Security Forces Squadron (SFS) and AFOSI detachment commanders and described in AF Instructions.

2. Serves as liaison to, coordinates with, and assists other investigating agencies to include local, federal, and military on issues concerning investigations affecting the base.

SUMMARY: The primary purpose of this position is to provide appropriate, specialized developmental care and instruction for children in the Child Development Center (CDC). In addition, performs basic oversight and supervision for a designated classroom for ages 6 months through 5 years. The incumbent may be designated as the supervisor on duty, as needed, whenever the Child Development Center (CDC) Director is not physically in the facility

DUTIES

• Designs, implements, and reviews activity plans.

Manages goals and objectives that integrate organizational and flight objectives. Establishes, revises, or reviews policies, procedures, mission objectives, and organization design for the staff, as necessary to eliminate work problems or barriers to mission accomplishment, promote team building, implement quality improvements, or in response to concerns with regulatory compliance and/or customer requirements.
• Represents the Force Support Squadron with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with other base organizations, senior leadership, representatives from other military services, Department of Defense (DoD) agencies, and other related civilian organizations regarding services provided.
• Participates in special projects and initiatives and performs special assignments to include long-term planning, functional/technical advice and guidance, and continuity of management. Identifies the need for special projects and initiates milestones and goals.
• Administers the personnel security program for the unit and assists security managers in implementing security education programs. Establishes procedures for processing requests for security clearances for civilian personnel.

- Operates several complex work stations or a portion of a large fuel storage and dispensing system to transfer fuel to aircraft and refuelers.
- Receives incoming petroleum fuel and cryogenic product shipments by truck, tank car, or pipeline.
- Issues petroleum products to containers and refueling units through fillstands. Operates motor vehicle system.
- Inventories and inspects the storage/distribution system and the condition of the products received and issued.
- Performs operator maintenance of the fuel storage and dispensing equipment. Utilizes safety practices and procedures following established safety rules and regulations and maintains a safe and clean work environment.
