This position as a Biologist, GS-0401-11/12, with the Colorado Ecological Services Field Office will serve as the office's lead technical expert on environmental contaminants and pesticides as they relate to effect of wildlife, fish, plants and their habitats. Duties will include but are not limited to the following:

• Plans, investigates, conducts, and reviews on-site ecological investigations on a wide variety of the most complex and diverse actual or suspected contaminant sites to determine their effects on fish and wildlife resources and their habitats, with special emphasis on rare, candidate, proposed, and federally listed threatened and endangered species, and aquatic systems, including wetlands and other habitats of concern.
• Prepares objective and complete written reports and other documents and delivers oral presentations to Service, professional, and public groups as to investigations conducted, and results of such investigations with regard to impacts of environmental contaminants on fish and wildlife resources.
• Serves as field office technical expert on environmental contaminants and pesticides as they relate to effects on fish and wildlife resources for assigned area of duty. Negotiates with project proponents and Federal/state agencies concerning measures, standards, and procedures to protect, restore, and enhance fish and wildlife resources adversely affected by contaminated sites and discharge permits.
• Provides technical assistance to other Service project leaders relative to environmental contaminant related issues and opportunities, and provides guidance on proper implementation of policies, procedures, standards, and guidelines. Reviews existing, new, and proposed regulations, legislation, and statutes pertaining to environmental contaminants and fish and wildlife resources. Recommends appropriate procedures for implementing provisions of these mandates and establishes key contacts with other agencies.
• Plans, investigates, conducts, and reviews on-site ecological investigations on a wide variety of the most complex and diverse Federal land and water resource development proposals to determine their effects on fish and wildlife resources, with special emphasis on rare, candidate, proposed, federally listed threatened and endangered species habitat, riparian habitat, wetland ecology and management, and other habitats of concern in the affected area.

The Lead AMSA is responsible for the coordination of AMSA assignments and workflow found in the Care in the Community (CITC) unit. The Lead assists the unit with complex and non-standard procedures, including clinical flow processes related to access to care across multiple clinics, specialties, and/or community resources. Incumbent intervenes to resolve difficult problems and diffuses potential dissatisfaction with VA services. Serves as technical advisor and liaison with contacts at all levels. Incumbent must be thoroughly versed in and be able to explain complex regulations and eligibility criteria concerning veteran entitlements and VA benefits, priorities for care, access to care and advanced clinic access. Incumbent plays a significant role in determining the perceptions veterans have concerning quality of VA services and of their individual treatment by VA health care providers. A high degree of tact, professionalism, and diplomacy must be used when dealing with veterans who may have multiple health problems and may be frustrated with the diagnostic process.
