Job Purpose

• Take the strategic lead for development and delivery of a range of internal audit work, including management of a team, for a specified area of responsibility in line with Public Sector Internal Audit Standards.
• Identify improvements in internal control, governance, risk management and operational effectiveness and efficiency, liaising and dealing with all levels of employees across the organisation to agree the changes necessary to drive that continuous improvement.
• Provide a source of expert advice/consultancy, including attendance at relevant boards, on a wide range of internal control, corporate governance and risk management arrangements. Principal Internal Design, implement and maintain the systems required for delivering the objectives of your function to support the Combined Authority in achieving its vision.
• Take a pro-active corporate role in the management of your function including participating in delivering your directorate's objectives.
• Demonstrate commitment to corporate processes and ensure these are delivered at all times.
• Be a visible and enthusiastic manager, encouraging partnership working across the organisation.
• Influence, develop and motivate your team, taking a positive approach to their development.

You will be able to demonstrate:

• CCAB or CMIIA qualified
• Practical experience of successfully performing in a similar role.
• Comprehensive knowledge and understanding of audit techniques, practices, procedures and statutory regulations and their application.
• Comprehensive knowledge of relevant legislation and policies associated with controls, risk management and governance processes in local government.
• Comprehensive knowledge and understanding of systems of internal control, risk management and governance processes across public sector services

Essential Skills & Experience:
Proven ability to solution complex ideas directly with product development and technology teams.

Experience in supporting functions for existing and new client deliveries end to end – from initial scoping and quoting through implementation and post-production support.

Strong business analysis aptitude together with an ability to understand technical and analytical concepts and articulate their value in layman’s terms.

Ability to assess and understand local Regional architectural landscape across a number of product platforms and the ability to expand that understanding across more Regions to support identification of common challenges and common solutions.

Ability to foster enterprise relationships directly and successfully navigate a matrix organization.

An understanding of the credit risk life cycle, its products and regulatory constraints.

Ability to problem solve; work with little formal guidelines and direction; recommend decisions using the appropriate level of information; provide appropriate guidance to others; balance external and internal requirements.

Expert knowledge of software development lifecycle principles and quality assurance.

Ability to tell a story or present a problem with facts, data, and provide solutions options.
