The major duties of the Environmental Protection Specialist position include, but are not limited to, the following:

• Restoration Project Manager for assigned projects Service-wide, providing guidance, support, and tracking of project accomplishments and funds for Park staff to ensure compliance with SURPA, NEPA, ESA, NHPA, and other applicable laws and regulations.
• Provides technical assistance as needed to planning groups, contracting office, consulting firms, park and regional staff, and other federal and state trustee agencies.
• Serves as an assistant to the Damage Assessment Case Officers, working as required with other DOI bureaus, federal and state agencies, and responsible parties to conduct NRDA activities in accordance with NPS, DOI, and Federal government policies and procedures.
• Upon designation as a COR, assumes responsibility for execution and monitoring of contract work by developing products such as task orders and scopes of work, monitoring professional performance, reviewing invoices, and ensuring timely and professional execution of the projects.
• Participates and assists in response or damage assessment activities during emergency situations such as oil spills and chemical releases.

This is a term position (more than 1 year) with an initial appointment expecting to last at least 13 months but may be extended up to a total of 4 years, or more based on any changes to regulations governing the number of years term appointments may last, without further competition. Term positions do not convey permanent status in the Federal service.

Some of the duties you will perform will include, but are not limited to:

• Applies professional knowledge and expertise to research, prepare and coordinate the writing of the cultural resource sections of resource management plans and specific action plans governing the management and protection of cultural resources.
• Prepares compliance and assessment of effect findings, with supporting documentation, for National Historic Preservation Act (NHPA) Section 110/106 and National Environmental Policy Act (NEPA) projects.
• Develops and maintains liaisons and effective working relations with related groups, individuals, agencies, park staff and management.
• Carries out program management duties by developing and managing work plans and schedules, scopes of work, cost estimates, and budget proposals and/or grants to justify funding requests and accomplish goals.
• Performs or directs substantive, project-oriented work involving archeology, history, or cultural anthropology programs found at the park(s).
• Collects, analyzes, and synthesizes scientific information from research, monitoring, resources management actions, and other sources of information and prepares reports for specific projects.
• Incorporates appropriate Geographic Information Systems (GIS) technology into job to provide comprehensive and scientifically sound answers to inquiries from managers and others.
• Uses automatic methods of data collection, analysis, or illustration and inputs data into digital form and uses computer applications for data research, analysis, manipulation, and presentation.

• Performs simple and routine maintenance and repair of grounds, exterior structures, buildings, equipment, and related utilities.
• Assists higher graded maintenance workers or tradesmen in the performance of their work.
• Performs minor carpentry repairs using simple measures and hand tools on such tasks as replacing broken planks on picnic tables; broken windows using precut stock; minor adjustments or replaces hinges, latches, and catches.
• Performs minor painting using brush and roller according to specific instructions on projects where appearances are not critical such as staining picnic tables and trash barrels.
• Performs minor plumbing repairs such as tightening or replacing in-kind fittings and fixtures which do not require custom fitting or solder joints; replaces faucet washers; unplugs drains using a plunger; replaces liquid petroleum gas bottles.
• Receives, unloads and processes incoming shipments according to established procedures. Reports discrepancies and damage to others responsible for such items.
• Performs routine maintenance on campground sites and trails using hand tools to re-grade and reset barriers to restore areas to original appearances. Collects trash.
• Operates a light truck to pick up supplies and to transport materials to and from work sites while assisting on project work.
• Cleans and services chemical toilets, restrooms, and other campground or visitor facilities. Makes minor repairs as needed and refers problems to higher graded workers.
• Operates a forklift to load and unload supplies and light equipment not requiring special rigging.

• Utilizes FMSS and related software programs to compile, organize and track all data collected to support the Park's Asset Management Program.
• Collects and analyzes data from a variety of maintenance programs such as FMSS, Project Management Information System (PMIS), Administrative Finance System (AFS), and Planning, Environment, and Public Comment (PEPC).
• Works closely with project developers to prepare accurate work orders and cost estimates using the Cost Estimating Software System (CESS).
• Prepares, reviews, and evaluates reports prepared from computerized and manual data management programs.
• Establishes, maintains, and updates a computerized inventory of fixed property and schedules condition inspections.

Major Duties:

• Serve as field crew lead for archeological monitoring surveys and excavations, including recording the location of sites, recording archeological and environmental data, and writing summary reports.
• Maintain field notes, field and excavation descriptions, drawings, maps, photographs, and video recordings related to archeological work
• Perform archeological research.
• Use computer software and digital photography. Use related databases, spreadsheets, forms, maps, and files. Use the Interior Collections Management System (ICMS) to catalog artifact collections.
• Understand Southeastern archeology, prehistory, and history sufficient to reliably identify and record cultural remains in the field and in the lab.

• Coordinate investigations and develop and administer policies and programs related to all federal land management law enforcement matters
• Develop and manage basic and advanced law enforcement training programs for the Service, including developing policy and guidelines related to law enforcement training and certification
• Direct the activities at the Law Enforcement Training Center, including budget development and execution and development of organizational strategic goals
• Represent the Service with external partners, such as the Department of Homeland Security, or on inter- or intra-agency task forces to recommend new or modified policies or courses of action on law enforcement employee development initiatives
• Ensure the safety and wellness of all Service employees and trainees assigned to the Federal Law Enforcement Training Center

• Serve as Lead Budget Analyst for the Great American Outdoor Act Legacy Restoration Fund, Line Item Construction, and other fund sources
• Extract data and prepare in-depth analysis using financial management systems to monitor obligations by fund sources, projects, and programs.
• Provide financial planning advice to leaders and prepare a variety of reports to help in the development and execution of budgets.
• Monitor and oversee assigned funds to ensure funding advices, program allocations and obligations meet required laws and guidelines in order to monitor obligations and report on program status.

• Incumbent provides primary support related to the Service's financial system in areas of requisition management for FBMS goods and services; good and services receipt oversight for contracts and agreement completion actions, as well as financial reporting.
• Serve as the Regional FBMS Account Controller responsible for controlling financial system access, assigning user roles and permissions, and ensuring proper segregation of duties are maintained in FBMS.

• Apply policy regarding Federal statutes and regulations for required economic analyses
• Apply research methods, analytical techniques, and peer-review processes in economics.

The duties for this position include, but are not limited to:

• Coordinates scientifically credible protection, mitigation, and restoration projects to minimize impacts of outdoor lighting.
• Analyzes data and product specifications, writes scientific reports, and makes recommendations to staff.
• Develops and maintains liaisons and effective working relations with related groups.
• Represents NPS on regional task groups or similar. Makes presentations in parks, public gatherings, and professional meetings.
• Conducts outdoor lighting measurements using established procotols.
