• Coordinates Campus Fraud Programs for both W&I and SB/SE and works with Headquarters, Campus
  Employees, Functional Fraud Coordinators (FFC), Exam Fraud Coordinators (EFC), SB/SE Campus Fraud
  Coordinators (CFC) Fraud Enforcement Advisors (FEA), Counsel, and Campus Managers to establish,
  monitor and maintain viable Fraud Programs within W&I and SB/SE campuses. Serves as a liaison with
  site/campus employees within both SB/SE and W&I, and with the Office of Fraud Enforcement. Coordinates
  with other operating divisions as appropriate.
• Reviews income tax returns which cover a diversified spectrum of individual and business taxpayers to
  include sole proprietorships, partnerships, small and medium size C Corporations, S Corporations,
  employment and excise tax returns, and entities having several operating subdivisions, including the more
  complex claims for refund, amended returns, Forms 1120X, and tentative allowance cases showing changes
  in tax liability. Identifies special audit issues of more than usual difficulty or complexity. Reviews and
  analyzes reports that relate to division/operation's work units, employee surveys, customer comments and
  feedback and other relevant data to develop recommendations and implement improvements. Provides
  leadership for assigned program areas to enhance the organization's business results, customer satisfaction
  and employee satisfaction. Reviews and takes appropriate action on potential fraud cases forwarded by
  campus employees.
• Serves as a technical advisor to various offices and other campus functions to resolve examination related
  problems. Meets with managers and examiners to provide advice/guidance in identifying and developing
  cases with fraud potential and determining when firm indications of fraud are present. Identifies possible
  trends among practitioners, industry patterns, pockets of noncompliance, and areas of specific training needs;
  provides training. Reviews potential fraud referrals for quality and compliance with IRM as well as local
  criminal criteria. Participates in and facilitates criminal fraud referral evaluation conferences and monitors
  the timetable of these conferences.
• Utilize personal computers, including laptop computers, to the extent necessary to complete duties in
  coordinating programs. Develops and instructs fraud training courses and annual CPE classes. Coordinates
  and conducts fraud awareness training. Tracks progress of case through the fraud development and referral
  process. Reviews all civil fraud cases for the campuses for technical accuracy and documentation to ensure
  appropriate, consistent application of the civil fraud penalty. Works with Area Counsel as needed.
  Recommends assertion of the civil fraud penalty when appropriate.

Operations & Maintenance Duties:
Responsible for the daily operations and maintenance program of major building infrastructure components including, but not limited to, mechanical and electrical systems, life safety systems, elevators/escalators, Uninterruptible Power Systems (UPS), cooling tower chemical treatments, plumbing systems, lighting control systems, lawn irrigation systems, decorative fountains, and architectural systems such as the roof, windows, flooring systems, doors, site drainage systems and parking lot surfaces, technical knowledge is required to minimize customer impact. Consults with managers to identify/define customer needs and requirements relative to building operations and maintenance, and responds to emergency building situations.
Initiates recurring repair projects to maintain Government assets. Reads and interprets construction drawings and equipment specifications. Consults and coordinates with other REFM sections on the impact of Agency initiatives and furniture installations or realignments on building services and building alterations projects. Consults and coordinates Building Delegation programs and responses with Safety and Mission Assurance (physical security) staff on a variety of security and health and safety issues including Indoor Air Quality, mold and radon testing, hazmat incidents, contractor access, OSHA investigations, security reviews, emergency conditions, disaster recovery drills and incidents, etc.

Construction Management Duties:
Prepares statements of work, assists in the development of construction drawings and government cost estimates for building infrastructure retrofit and repair projects. Maintains files of construction drawings, specifications manuals, samples catalogs, etc. On assigned projects, accepts/rejects contractor submittals. Maintains project files. Reviews construction drawings and specifications prepared by architects, engineers and consultants and provides comments, as required. Makes detailed inspections of work in progress, develops punch lists, meets with contractor project managers and/or GSA on progress reviews. Develops and monitors project budget. Initiates progress and final payments, as warranted. Coordinates construction projects with other related REFM functions and building customers. Provides formal presentations to management as needed or requested. Consults and coordinates with REFM HQ Buildings Delegation staff when alterations/construction involves work performed under the terms of the O&M contract for delegated sites and/or with GSA on building delegation programs and construction management progress reviews.

Contracting Officer's Technical Representative (COTR) Duties:
Acts as COTR on one or more alterations/construction contracts. Closely follows Procurement-initiated COTR guidelines on working with contractors. Obtains and maintains COTR certification, by completing courses timely. Maintains professional relationship with contractors. Initiates funding requests, writes the technical contract Statement of Work and Quality Assurance Surveillance Plan (QASP), prepares the Government Cost Estimate, works closely with the Contracting Officer throughout the solicitation process, develops and monitors timelines/milestones, leads or participates on contract technical proposal evaluation panels and prepares supporting documentation for decisions reached, and coordinates the phase in and closeout of contracts. On an on-going basis: initiates monthly automated receiving reports; budgets for and tracks available funding; monitors contractor performance, milestones and schedules to ensure O&M work is on-schedule; instructs government inspectors on QASP; reviews inspector-prepared QASP documentation of contractor performance; reviews and accepts/rejects contractor reports; makes personal inspections of services provided and building conditions; ensures contract employees have proper licenses, security clearances and certifications; and meets with various contractors and Contracting Officers to resolve problems.
