• Analyzes and resolves tax processing problems using research methods beyond information submitted by the
  taxpayer to manually reconstruct and compile tax records in determining tax liability or refund entitlement.
  Identifies, accepts, or rejects claims. Identifies, relates, and cites tax law and case actions.
• Adjusts current and prior year tax accounts involving complex account interrelationships or codes to override
  controls, retrieve data, and construct records from frozen accounts. Calculates taxes, penalties, and interest.
• Identifies gaps in internal procedures and processing methods.
• May serve as a technical advisor, OJT coach, classroom instructor, or reviewer; and provides technical assistance
  on systemic problems and inconsistencies in IRMs.

• Reviews incoming cases for needed documents, statutes, development of issues and completeness of supporting documents, and transcripts. Obtains and/or develops the necessary documents and information to resolve complex issues and close cases when possible.
• Reviews, analyzes and evaluates information provided by the customer regarding the problem or issue. If the taxpayer provides no information or insufficient information, elicits additional information that may be necessary to clarify/ resolve the problem. Contacts Appeals, Taxpayer Advocate, Technical Support W & I or SBSE Operating Divisions, and other agency offices for verification/clarification/action as necessary.
• Elicits sensitive personal financial information, i.e. income and expenses. Analyzes the data given along with the information that is currently available to the IRS. Based on the analysis of the financial condition of the taxpayer, makes a determination of appropriate case action.
• Completes contacts/interviews with a wide range of individuals who have varying degrees of understanding or with third party representatives, e.g., CPAs, practitioners, attorneys, who possess a professional understanding. Presents taxpayers and/or representatives with available options and courses of action, explains consequences of actions taken. Communicates consequences of non-compliance to taxpayers as necessary. Presents the government's position, explains proposed settlements and expeditiously secures the taxpayer's consent. Explains rights of resolution in regard to Appeals Procedures and explains course of action if case is forwarded to Appeals.
• Resolves inquiries received by Appeals that deal with a variety of technical and/or complex issues. Composes responses for the appropriate official's signature, explaining the issues, citing applicable tax laws/resolution alternatives when necessary, and the methods, techniques, or customer action used/needed to resolve the case.

• Processes individual or small business returns and cases that involve relationships among different accounts that span more than a single tax period. Assign Employee Identification Numbers (EIN) and temporary Social Security Numbers (SSN). Requests and interprets taxpayer information. Perfects documents and initiates research to correct missing or inaccurate account information, inquiries to third parties, and changes to taxpayer accounts to correct errors.
• Compiles and maintains functional and/or assigned area records or reports to provide status of work.
• May serve as a technical advisor, on-the-job (OJT) coach, classroom instructor, or reviewer to provide technical assistance on systemic problems and inconsistencies in the Internal Revenue Manuals (IRM).

• Elevates procedural/policy issues and provides technical recommendations through TAS Systemic Advocacy leadership channels to identify taxpayer issue trends and improve case processing methods.

Leads the team in identifying, distributing, and balancing workload among employees in accordance with skill level in coordination with the manager and suggesting adjustments in the workload to ensure timely completion of the case work. • Serves as a classroom instructor, On-The-Job Instructor and coach as well as Subject Matter Expert as needed in development of training material and training classes. Works with each employee to develop individual technical training plans and tailor existing training to meet the needs of the group or the individual. Applies creativity in exploring different training methods and coordinates all training in the group with other groups and offices as needed.
• Performs individual reviews and provides feedback to employees on accuracy, timeliness, advocacy and professionalism and coach employees on advocacy and resolving a case or cases accurately and efficiently. Such reviews may include but are not limited to, early intervention reviews, OAR reviews, 100 day case reviews, OJI reviews, inventory management reviews, and pre-closure reviews.
