• Responsible for interpreting and administering accountability procedures for personal property and special property such as historical artifacts.

The difference you will make as a Regional Property Manager

The role holder will manage the delivery of the Building Safety Inspection service, leading and managing a team of Property Managers. Act as the nominated Regional Property Manager for a number of mixed tenure shared spaces within a designated geographical patch, managing the property inspections to identify and respond to defects, prioritising and ensuring actions are undertaken in a timely manner by removing hazards and ensuring any installed equipment is operational to ensure people are safe and the building is working effectively.

You will improve our services and provide focus on the safe homes and clean and well-maintained shared spaces., in accordance with Tenant Satisfaction measures and Riverside standards.

As well as ensuring we meet our statutory or regulatory requirements and enable effective defence of any liability claims and to provide a due diligent defence against a claim for breaches. You will be required to undertake regular property inspections of our high-risk buildings, the role will be a mix of site and office/home based

About you

We are looking for someone with

• Minimum of 2 - 3 years experience of undertaking Building Safety inspections or property management function to a number of mixed tenure shared spaces within a designated geographical patch
• NEBOSH (National Examination Board in Occupational Safety and Health) Fire Certificate/Diploma or Certified in Applied Fire Risk Assessment (previously FRA (Fire Risk Assessment) and Fire Safety Management) or equivalent with ability to meet the proposed Accountable person role competence requirements under the Building Safety Act.
• Hold or be willing to consider development role - NEBOSH Fire Certificate/Diploma or Certified in Applied Fire Risk Assessment (previously FRA and Fire Safety Management) or EQF level 3-4 i.e. Level 4 Diploma in Fire Safety or equivalent, ASFP Level 3 in Passive Fire Protection or equivalent

Typical day as an Asset Building Surveyor

• Undertake building surveying and inspections, providing creative solutions to maximise asset performance, which might range from complicated defect issues, non-trad stock, existing schemes which require re-configuration to new viable uses.


• Analysing existing stock data, collecting additional information from specialist consultants and preparing long term investment plans.


• Delivering bespoke projects from initial findings through spec, appointing project teams and driving forward to completion.


• Ensuring we have a good commercial understanding of our assets by evaluating and carrying out financial appraisal of schemes.


• Attending site meetings regularly to perform the function of the client, keeping our project teams and other key stakeholders informed of any variations.

You have

• Experience of working on projects (private or public sector) as a Building/Projects Surveyor, from inception to completion including appointing the project team and securing all approvals. You’ll have experience of the planning system and implementing compliant and approved schemes including decent homes plus.


• Expert in investigating, diagnosing and conducting complex property conditions surveys, carrying out inspections, specifying remediation works and working with external partners.


• A MRICS or MCIOB, accredited Building Surveying degree or equivalent strong experience built up through your working profession.


• A current knowledge of building construction, design and CDM requirements. Good knowledge of relevant codes of practice, building regulations, legislation, standards and materials.


• Experience in the creation of tender and construction documentation schedules of work, specifications, drawings produced using AutoCAD Lt, and MS project.

Typical day as a Senior Asset Building Surveyor

• Delivering our programme of housing, refurbishment and remediation works to properties, ensuring, governance approvals are in place, budget control and objectives are fully met. You’ll successfully lead a team of Surveyors, guiding, developing and making it a great place to work for them.
• Reviewing our portfolio and ensuring investment plans are in place for each individual site and estate, liaising with internal colleagues and key stakeholders to work up programmes and budgets.
• Developing our long-term survey requirements so we can meet future business needs including supporting survey programmes, property inspections and ensuring quality assurance is high and data collected is accurate.
• Ensuring we have a good commercial understanding of our assets by reviewing, evaluating, and carrying out financial appraisal of schemes, achieving the best possible outcome with realistic solutions.
• Driving positive working relationships with contractors, influencing appropriately to ensure a win-win outcome around complex schemes.

You have

• Experience of working on projects (private or public sector) as a Building/Projects Surveyor or similar including investigating diagnosing and conducting complex property condition surveys, inspections, specifying remediation works and working with external partners. Experience of managing surveying teams and working within a construction environment.
• A proven ability to keep work demands on track and within budget through motivating others and working at pace. You can balance competing priorities, take information from others and analyse to help inform a decision.

As a PROPERTY BOOK OFFICER at the GS-2001-12 some of your typical work assignments may include:

• Provides oversight of all Joint Staff Hand Receipt Holders Accounts, by managing the inventory schedule of Hand Receipt Holder Accounts and the proper maintenance of all accountable property records.
• Exercises property accountability using the Defense Property Accountability System (DPAS) to accurately account for all non-expendable property.
• Receives and issues non expendable property items to Primary Hand Receipt Holders (HRHs) or designated representatives.
• Reviews credit card purchases to assure proper authorization and all accountable property is properly entered into DPAS as required by regulation.
• Prepares inventory lists, assists HRHs as required in conducting inventories, and adjusts property records as required to ensure accuracy.
• Processes Financial Liability Investigation of Property Loss (FLIPL), DD Form 200, investigations, and collection vouchers in a timely and efficient manner, complying with processing time lines as determined by regulation.
• Serves as the Contracting Officer Representative (COR) for property contracts.
• Serve as Fleet Vehicle Manager for GSA Vehicles.
• Applies program/project management principles to manage property management programs.
