About the role

The Housing Property Team are responsible for delivering core business functions to a multi-million-pound Housing Service providing a systematic approach to the governance of property (maintenance, investment and health and safety) including the realisation of value from the housing property asset (whole life cycle costs).

Responsibilities

• This role is to inspect, and project manage the rectification of properties. You will carry out inspections of homes to prioritise repairs (major/minor), adaptation and improvement work. As part of this Housing Surveyor role, you will be responsible for; The health, safety, and condition of council owned dwellings by identification through inspection of void properties, and analysis of defects leading to project managing cost effective works to time, quality and budget. The planning, preparation, procurement, delivery and management of revenue and capital works programmes to time, budget and quality from inception to completion.
• Management, administration, procurement and supervision of contractors delivering inspection, risk assessment, renovation, servicing and maintenance to council owned property. Taking part as required in emergency planning. Carrying out surveys and inspections of council owned property to diagnose repair defects and order effective remedial works. Prepare strategies, reports, and feasibility studies into specific related subjects. Occasional desktop diagnosis of customer repair enquiries offering effective remedial works to reduce the number of site inspections of council owned property completed by colleagues.
• Working with CBC's Contractors, placing orders for remedial works to void properties, managing the works & monitoring from start to completion, revenue and capital budget monitoring, attending contractor meetings and occasionally supporting other teams with surveying tasks.
• The role will be to ensure that on site delivery standards are high; achieving value for money and customer satisfaction and will involve extensive liaison with external contractors including budget management, design, agreement of specifications, procurement, contract administration, financial monitoring, Stock Condition / HHSRS surveys, building pathology and interaction with tenants and leaseholders.
• You will be HND or degree qualified, or, alternatively have relevant experience in an appropriate profession. You will have some experience of manging capital and revenue works ideally in a social housing environment, with an understanding of housing, procurement, project management and budget management.
• The ideal person would be able to manage their own workloads, often to defined timescales, on a range of projects. This is your chance to find your own personal greatness in this role where you will take the lead on the design, procurement and administration of various projects, refurbishment, responsive repairs and cyclical maintenance on behalf of Central Bedfordshire Council's Housing Property team.

The Construction Assurance Manager will play a key role in the delivery of National Highways Capital Investment Schemes by representing the companies interests on civil engineering construction and maintenance sites. Reporting directly to the Construction Manager, you will actively ensure construction schemes are delivered in line with time, cost, quality and safety standards, and customer experience is not adversely impacted. What you'll be leading on

• Assuring the completion of planned works to agreed standards and escalate any concerns to the Construction Manager, in line with agreed governance requirements.
• Ensuring that all works are constructed in line with: CDM regulations, HSE Legislation, Chapter 8 requirements, Design Manual for Roads and Bridges (DMRB) and Manual of Contract Documents for Highways Works (MCHW).
• Ensuring Project Managers receive regular and timely feedback on scheme construction progress, risks, early warnings, design related issues, and act as the initial point of escalation for any on-site issues that need to be resolved.
• Acting as liaison between all key supply chain partners and co-ordinate the delivery programme, ensuring buildability reviews are carried out on all projects.
• Maintaining good liaison with Project Managers and Commercial & Procurement colleagues, providing relevant and timely information on Early Warnings and Compensation Events

To be successful

• Proven highways/structures maintenance/construction experience; experience of working on high speed Trunk Road/Motorway Networks is desirable
• Knowledge of site-based processes, relevant legislation, practices and polices for health & safety, environmental and quality management, including good understanding of the DMRB, MCHW, Chapter 8 of the Traffic Signs Manual and CDM Regulations.
• Institution of Occupational Safety and Health (IOSH) or Site Management Safety Training Scheme (SMSTS) preferred.
• Excellent communication and interpersonal skills including stakeholder management, with a strong customer focus and managing geographically dispersed teams.
• Experienced in using the NEC 4 ECC form of contract.

Position Sought: Freelance Senior Quantity Surveyor

My client, who is a well established Tier 1 Civil Engineering and Rail contractor, is currently looking for either a Project or Senior QS to independently manage a £13m Bridge refurbishment project based in the Bedforsdhire area as part of a billion pound railway framework.

The scope of works will mostly consist of steel work repairs, structure enhancements, grip blasting and painting. This is an ICC contract with a fixed price option. Currently, the design/procurement phase is complete with the enabling works due to start imminently.

The successful candidate will be independently be running the job, from site, and reporting into the Regional Commercial Lead. The candidate will be responsible, and therefore will need to have a good understanding, of subcontractor management, change management and dealing with variations, cost reporting and understanding of extension of time.

This is a long term freelance role with the option to work on hybrid basis which will be split between site (Bedfordshire) 2 days a week, head office (London) 1 day a week and from home 2 days a week.

Requirements:

• Minimum 8-10 years experience within a Quantity Surveyor position
• Experience working on projects related to Bridges
• Must have experience working on NEC forms of contractor or ideally ICC contracts
• Good technical knowledge of construction, bridges and structures
• Experience with cost reporting, extension of time and change management
