The Capital Programme Division reports to the Deputy Chief Executive and is responsible for developing and delivering Major and Minor Capital Programmes across the City. The construction projects undertaken by the service are diverse and some of the current and previous projects that we have been involved in include both refurbishment and new build works to schools, universities, civic buildings, leisure facilities, heritage buildings, galleries, town centre regeneration and public realm works.
The Division is looking for an Assistant Framework Manager to work within the North West Construction Hub (NWCH) Team. The NWCH was formed in 2009 to improve efficiencies within the public sector construction industry across the North West Region. It has its own corporate branding and delivers through collaborative procurement public funded construction schemes and professional services commissions. The NWCH works with public sector organisations, professional services consultancies and private sector construction companies providing best value for Clients through the management of a number of construction and professional services frameworks.
The Assistant Framework Manager will report into one of the three Framework Managers but will be expected to work across the whole of the Team providing support as required to the Framework Lead as well as the Framework Managers.
The post holder will be primarily responsible for supporting the Framework Managers in advising internal and external Clients in achieving “value for money” and cost reductions through the development, introduction and management of procurement processes for the provisions of goods and services.
In addition, the post holder will be expected to contribute to promoting the NWCH through its website (northwestconstructionhub.org)and social media channels. There will be the opportunity to work at a national level through the development of effective relationships with the National Association of Construction Frameworks (NACF) sharing best practice.
There will be an expectation to take a proactive role in the ownership and leadership of Special Interest Groups typically driving the sustainability, carbon reduction and biodiversity agendas at a local and national level.
We require an enthusiastic individual with basic construction related knowledge to assist in the delivery of the core NWCH construction and procurement related services across a diverse and varied portfolio.
The successful candidate will be qualified to degree level or an equivalent qualification and experience. You must be a team player, passionate about procurement and construction, competent in analysing data, possess a good working knowledge of current construction issues, have a proactive approach to marketing and confident to represent the NWCH at a local and national level.
