• • Apply professional expertise to strengthen the intelligent client-side capability and capacity to maintain the relationship and contract performance with the PFI partners and lead contract and performance reviews ensuring the contractors meet their day-to-day responsibilities plus meet the need for effective strategic planning.

· Actively work with hospital operational teams and PFI service providers to identify operational improvements, optimisation of asset management and use and efficiencies that represent value for money to the NHS over short, medium and long term to minimise unnecessary expenditure across multiple sites but mitigate risk of savings being at expense of longer-term value.

· Implement processes and governance to deliver effective strategic plans that ensure the assets are in fit for purpose condition, perform as intended and fully support delivery of safe, effective and timely care and working priorities of the hospital.

· Construct, maintain and manage a dedicated operational team and resilient expiry team with the technical capability, capacity, knowledge and skillsets required to deliverthe agreed day to day needs and transition programme leading to safe handover of each NHS hospital, formed from a blend of directly employed and specialist consultants and are independent of the operational PFI management team

This post will be responsible for the leadership and oversight of a broad portfolio of work encompassing both short/medium term transformational projects/assignments and business as usual responsibilities such as ongoing provider management. The post holder will hold oversight of system partners plans for their estates albeit noting that providers remain operationally responsible for their assets. The post holder must ensure that the ICB strategic plan is aligned with acute, community and mental health Trusts plans to enable delivery of their services. They are also responsible for development and delivery of the Primary Care estate strategy and should have a good understanding of contract law and lease management, particularly with respect to LIFT. The post holder should ensure that the ICB can meet the NCZ requirements as set out by NHSE as part of the estate strategy. This will include alignment with Trust sustainability strategies and will be expected to give strategic direction on backlog maintenance/listed buildings and conditions including asbestos management, RAAC, accessibility etc across the whole ICB portfolio. Key responsibilities for the post holder will include: Operational and strategic development and delivery: Develop and implement strategies within the assigned work area(s), incorporating borough- and sector-level requirements and working in conjunction with partner organisations. Use deep knowledge of portfolio area to support the identification of opportunities and potential future priorities, and lead the engagement with stakeholders to refine and prioritise delivery plans. Achieving NCZ obligations is included as above. Planning and organisation: Input into wider organisational and pan-sector strategies on behalf of the programme/borough, ensuring that key priorities for the post holders work area are integrated with and aligned to broader objectives.
