The position is located in the Department of the Interior (the Department), Office of Hearings and Appeals (OHA) and serves as the Information Technology (IT) Program Manager for OHA under the direction and supervision the Deputy Director. The incumbent exercises management and oversight over information technology resources for OHA and has responsibility for planning, organizing, and executing all IT program activities and projects.
At the full performance level, GS-15, the major duties of this position include but are not limited to the following:
1. Leads the development of an integrated program to develop, coordinate, and manage IT assets and projects as well as develop and manage IT budget, capital planning (CPIC), staffing, and acquisition strategies. Tracks all OHA IT assets including warranties and determines refresh cycles.
2. Advocates innovative uses of technology to ensure acquisition of information resources maximizes value and manages risks and develops an understanding of the organization's mission and proactively identifying technology that would serve to modernize and make processes more efficient.
3. Performs project implementation and troubleshooting functions that include: planning, coordinating, implementing and monitoring the rollout of projects that have an IT component (including hardware such as copiers, mail machines as well as the deployment or updating of software).
4.Plays a leadership role in the development and deployment of IT systems or software, communicating regularly with all OHA employees affected and the Department's OCIO and providing regular updates on the status of deployment with OHA leadership. Monitors issues with external users of IT systems, identifies trends.
4. Manages and works with OCIO IT support on all OHA software or hardware system, particularly OHA main system that provides for e-filing and case docket management; develops a command of its technical function as well as an understanding how the system supports OHA's mission.
5. Serves as a Contracting Officer Representative on acquisitions of software or hardware with a significant IT component and provides contracting support on contracting efforts with any IT component. Serves as a technical lead. Follows through during development of major IT systems Serves as a key contact on Interagency Agreements related to IT. Works with OCIO to ensure acquisitions meet DOI requirements and will function with DOI systems.
6. Provides IT expertise in evaluating the organization's need for software, hardware, or other IT systems or assets; applying project management expertise to all aspects of the organization's IT operations and plans.
7. Communicates with organizational employees, establishing a network of contacts throughout the organization, and meeting regularly to discuss ongoing IT issues and provide solutions and feedback, coordinating deployments of IT software/hardware. Keeping the OHA website up to date.
8. Identifies possible improvements and troubleshoots IT issues that arise with the Office of the Chief Information Officer (OCIO) and the IT Helpdesk; creates "how to" instructional sheets to assist employees with IT, communicating with the Administration Division on Property management and inventory as well as contracts with an IT component, and tracking and alerting employees of upcoming IT updates and deployments.
9. Serves as the key organizational contact on IT matters, represents the organization and participates in Departmental IT meetings, responds to IT data calls, and coordinates with OCIO on reimbursable service agreements for IT services.
10. Provides organization-wide change leadership for crucial initiatives and to revitalize and modernize operations through collaboration with OCIO, coordinating, implementing, and evaluating the effectiveness of IT policies, procedures, and systems to ensure effective and cost efficient information resources management.
Salary Range Information (Per Annum): $163,964 - $191,900
*First time hires to the federal government typically start at the beginning salary in the range for their
respective grade level.
