- Conducts a wide array of activities associated with negotiating small to large value changes with contractors.
- Compares government estimates against cost proposals submitted by contractors for proposed contract modifications with assistance.
- Based upon contractor proposal and estimate comparisons, and cost and price analysis, prepares pre-negotiation objectives and formalizes them into a clear, accurate, detailed, and well written Price Objective Memorandum.
- Reviews contractors' requests for changes and equitable adjustment for cost and time to determine the nature of change, extent of change and propriety of justification.
- Prepares government cost estimates for change orders less than the Simplified Acquisition Threshold (SAT) amount and provides input for other estimates above the SAT for proposed modifications and funding requests.
- Incorporates time extensions and recomputes contract required completion dates based upon actual placement data and compares against contract awards and issuance of contract modifications.
- Using the approved Price Objective Memorandum, negotiates with contractors on modifications.
- Prepares well written, clear, and accurate, Price Negotiation Memorandum to professionally document negotiation details, outcomes, and recommended agreements.
- Work closely with, and communicate effectively with, government construction personnel, contracting officers, district counselors, and project managers, and others, in the performance of responsibilities.
