DevOps Operation & Software Quality Assurance Department is looking for DevOps Architect

In Activate, we are developing DevSecOps practices to empower our organization with continuously deepening cloud expertise, aiming to become a cloud-first System Integrator aligned with our Business Unit. As part of the Solution delivery team, you will lead a dedicated DevSecOps team in identifying and achieving our business objectives through digital engagement and partner co-selling. You will also have the opportunity to work collaboratively and engage directly with customers alongside the sales team. As the Lead of DevSecOps, you will be accountable for all activities of the Cloud and CI/CD team business and serve as a technology advocate across the organization. This role requires continuous innovation and evolution of our solution offerings and execution strategy while remaining centered on the customer.

To be successful, you must have a deep understanding of Cloud technology and CI/CD practices, especially in the Singapore Government context. You should be a cheerleader for cloud-centric approaches and an energetic partner engager, all aimed at upselling/cross-selling Activate's services/products and deepening customer relationships. You will lead a team of Cloud operation experts to deliver presales targets aligned with various Business Units through proposal development. You will ensure consistent execution with the right level of resources to address customer needs and accelerate their digital transformation through partner engagement.

What will you do?

Leadership and Strategy

• Develop and implement a comprehensive DevSecOps strategy aligned with organizational goals and industry best practices.
• Lead and mentor a team of DevSecOps engineers, fostering a culture of continuous learning and improvement.
• Collaborate with senior management to define and achieve security and operational objectives.
• Recruit, develop, and retain talent to build the next gen DevSecOps team and ensure the staff has the skills and capabilities to meet development needs
• Engage and coordinate with Cloud partners like AWS, Azure, Terraform, and GitLab to increase organizational awareness and resolve technical challenges.

Technical Expertise

• Design and implement secure CI/CD pipelines, integrating security checks at every stage of the software development lifecycle.
• Oversee the implementation and management of cloud infrastructure, with a focus on AWS and Azure platforms.
• Implement and maintain security tools for vulnerability scanning, code analysis, and compliance monitoring.
• Develop and enforce security policies and standards across development and operations teams.

Process Improvement

• Continuously evaluate and optimize DevSecOps processes to improve efficiency, security, and quality of deliverables.
• Implement metrics and KPIs to measure the effectiveness of DevSecOps practices and drive improvements.
• Stay abreast of emerging technologies and methodologies in the DevSecOps space and evaluate their potential application within the organization.

Collaboration and Communication

• Foster strong relationships with development, operations, and security teams to ensure seamless collaboration.
• Engage in high-level discussions with C-suite executives, technical teams, and external partners to drive strategic initiatives.
• Provide regular reports and presentations to senior management on the status of DevSecOps initiatives and their impact on the organization.

• Expert-level proficiency in cloud technologies, with particular emphasis on AWS and Azure platforms.
• Proficiency in infrastructure-as-code tools such as Terraform, CloudFormation, or ARM templates.
• In-depth knowledge of CI/CD tools and practices (e.g., GitLab, AWS Code Pipeline, Azure Pipeline, Bamboo, and GitHub).
• Solid understanding of security principles and best practices in cloud environments.
• Experience with containerization technologies (Docker, Kubernetes).
• Familiarity with compliance standards (e.g., ISO 27001, SOC 2, HIPAA) and their implementation in cloud environments.
• Essential knowledge of Singapore Government Commercial Cloud (GCC) architecture and compliance requirements.

• 7+ years of experience in DevOps or related roles, with at least 3 years in a leadership position.
• Extensive hands-on experience implementing cloud-based agile development methodologies throughout the entire project lifecycle.
• GCC and SHIP-HATS experience highly desirable.

Duties listed are at the full performance level at the GS-08. If selected at the lower level, you will have the opportunity to learn to perform these duties and receive training to develop in the position.

• The position is demanding because the safety and security of the facility, staff and offender (including the offender care and control) are directly dependent on the officer's skills in the following areas: 1) booking and release procedures; 2) inmate behavior management; 3) leadership; 4) crisis prevention and intervention; 5) inmate health care and medication; 6) demonstration or fairness in all dealings with offenders through policy and procedures; 7) observation and supervision of inmates; 8) service referrals for programs and services; 9) documentation, logs and reports on inmate incident and management; and, 10) Transportation of inmates to court, medical, and other facilities.
• Enforces standard rules and regulations provided in Title 25 of the Code of Federal Regulations (CFR), 69 Bureau of Indian Affairs Manual (BIAM), Department of the Interior (DOI), Departmental Manual (OM) 446, governing the operations of the detention facilities and programs, and the confinement, safety, health, and protection of criminal offenders.
• Provides preliminary Interviews for physical and mental health with classification assessments.
• Upon admission provides criminal offenders with an orientation into the facility's rules and operating procedures through the Inmate Handbook.
• Coordinates, and supervises offender services, activities, and programs, (i.e., access to medical care, courts, mail, recreating, library, work programs, religious, food, laundry, and counseling services).
• Observe and supervise offender movement, conduct welfare checks and physical counts of inmates, maintains discipline and prevents the introduction of contraband in the facility and completes proper documentation.
• Instructs offenders in housekeeping, sanitation and in the proper use and care of tools and equipment used in sanitation and in the proper use and care of tools and equipment used in performing unskilled or semi-skilled work Inside or outside of the facility.
• Manages inmate behavior of offenders in need of supervision. This includes utilizing effective verbal interpersonal communication skills and proper documentation. Will make proper referrals to appropriate resources.
• Transports to court, medical and other facilities. Provides close supervision of the offender throughout the transport.
• Implements all safety aspects of facility emergency management plans to include fire and emergency evacuations.
• Provides for vehicle safety and security by providing defined offender supervision, searches, transportation, classification, and counts, along with maintaining fire safety, key control, perimeter security, and compliance with offender rules.
• Ensures that offenders are released from the facility according to established regulations and operational descriptions.
• Completes facility observation on maintenance that is needed by reporting and documenting to the supervisor that a repair is needed.
