Summary

• Community Liaisons are responsible for connecting with residents of Baltimore City to provide information, resources, and services, as well as resolving any issues and concerns. A critical responsibility of this position involves brainstorming and creating engagement methods for the Mayor to increase his visibility and awareness of his commitment to the residents of Baltimore City.
• Liaisons are often the first point of contact for community associations presidents, residents, business owners, and faith-based institutions. Liaisons are responsible for ensuring the effective and efficient delivery of city programs, services, and updated policies.
• This position will collaborate with various city agencies who provide services, programs, and resources to assist with coordinating and executing events that are beneficial to the Mayor and the administration.

Job Description

Core Duties and Responsibilities

• Attend and present at community associations and neighborhood group meetings to raise awareness of the programs and services provided by the Mayor’s Office and other city agencies and identify and assist residents in resolving issues with city services.
•  Oversee and implement under the direction of the Director of the Mayor’s Office of Community Affairs, public events such as but not limited to roundtable meetings, town halls informational sessions, community walks, clean-up, etc.
• Attend internal meetings of various city agencies that provide services, programs, or activities to residents of Baltimore City, ensuring that there is no duplication of services, and allowing MOCA to be aware of any initiatives, or outreach plans.
• Collaborate and participate with other city agencies-sponsored events and outreach activities to inform communities and/or residents related to the  Mayor’s initiatives and pillars. This also includes participation with stakeholders, state and federal government representatives, and agencies, who provide programs and services.
•   Respond to community inquiries assisting with issue resolution, negotiation, and/or mediation of community concerns and brief the Director and Deputy Director of MOCA and other officials on matters of public interest, issues, and concerns
•   Establish, build, and maintain strong relationships and partnerships with community leaders, non-profit organizations, key corporate partners, and other internal and external third-party constituencies.
• Maintain accurate records and prepare reports on the goals and objectives of  MOCA’s outreach and community engagement plan and all activities related.
• Participate in workshops, conferences cultural meetings to promote the Mayor and MOCA when invited or requested.
• Required to staff the Mayor at various events, meetings, and press conferences when assigned.
• Represent the Mayor at events and activities that may require a certificate, proclamation, or memorandum when the Mayor is unable to attend due to scheduling conflicts.
• Develop and maintain a resource manual of services to provide information for the MOCA Liaisons to use for training and resource guidance.
• Meet biweekly with the Director and Deputy Director of MOCA and or others to update, plan, or discuss any issues or concerns.
• Plan and participate in Mayor’s Office events, such as Spring and Fall Clean-ups, Christmas Parade, neighborhood canvasing, community engagement/safety Walks, Mayor’s Back to School Events, and other events as scheduled.
•  Perform various projects or administrative tasks as assigned by the Director and Deputy Director of MOCA
• May be required to work evenings and weekends.

• Knowledge of city government structure, city agencies, and policies that impact city government business and progress knowledge and experience in working with diverse communities

DIGITAL COMMUNICATIONS SPECIALIST

SUMMARY:

As a key member of the larger Mayor’s Office of Communications, the Digital Communications Specialist is responsible for utilizing digital platforms, social media, and web content to communicate the Mayor’s Office vision and work on behalf of residents across Baltimore.

They will help craft and execute digital communications plans, coordinate with counterparts across City Government, and maintain the Mayor Office social media presence and message in the digital space. The Digital Communications Specialist reports to the Director of Communications.

Primary responsibilities include:

• Develop and execute Mayor’s Office strategic communications goals across digital platforms and assisting in the coordination of digital communications efforts for a portfolio of agencies, offices, and departments;
• Maintain Mayor’s Office social media accounts, website content, and digital engagement efforts directly with residents;
• Coordinate with public information officers and digital communications staffers across various City government agencies and offices, including CharmTV;
• Assist in executing Mayoral events, press conferences, announcements, and public engagements;
• Produce all digital content including social media copy, video content, photographs, newsletters, and other deliverables;
• Assist in crafting messaging and communications goals for digital engagement alongside rest of the Communications Office;
• Support other Communications Office projects and duties as assigned.

Qualifications:

• 3+ years related experience in public relations or communications with a digital focus, social media management, creative management or related fields;
• Excellent writing and editing skills designed for digital platforms, interpersonal skills, media knowledge required;
• Proficiency in all digital communications platforms, including social media, website content management systems, analytic tools, and graphic design tools;
• Experience with video production, video editing software, and livestreaming platforms;
• Experience crafting and executing communications strategies, including through earned media, digital platforms, and social media;
• Experience coordinating multiple team members to effectively execute strategic goals;
• Ability to communicate effectively across multiple diverse audiences;
• Ability to balance multiple deadlines and work well under pressure.

SALARY: $90,895.00 - $145,365.00 ANNUALLY

CLASS DEFINITION

Positions in the Operations Officer series contribute to the effective management of an organizational unit, e.g., section, division, or agency by supervising and/or managing staff, problem solving as an individual contributor, or project managing.

The City of Baltimore’s Department of Finance (DOF) is seeking its first-ever Communications Director. Reporting to the DOF Chief of Staff, the Communications Director will be responsible for overseeing all external communications and media requests for the Department and will serve as DOF’s official spokesperson. The Communications Director will create and manage all Department press releases, coordinate with the different DOF bureaus to respond to public inquiries, develop and recommend strategies to improve DOF’s public engagement, manage all Maryland Public Information Act (MPIA) requests, and work with other Public Information Officers and communications officials in the mayor’s office and other city agencies.

EXPERIENCE: Have and ten (10) years of progressively increasing responsibilities including four (4) years of supervisory experience is required. · Professional certifications may be required.
