This position is located within the Department of the Interior, Office of the Secretary, Office of the Assistant Secretary-Policy, Management and Budget (PMB), Office of Environmental Policy and Compliance (OEPC), Environmental Response and Recovery (ERR) Division and is located in Washington, DC.

At the full performance level (GS-15) the major duties of this position include, but are not limited to the following:
1. Serves as the Environmental Response and Recovery Division Chief to provide national leadership in interagency environmental efforts especially as related to oil and hazardous substances incident response and Departmental policy on natural resource damage assessment.
2. Designs, analyzes, evaluates and recommends courses of action, develops policies and other guidance covering natural resource damage assessment and related matters.
3. Develops and provide advice and guidance and coordinates with senior management officials, technical specialists and experts both within and outside the Department in obtaining the necessary information, developing chains of communication and/or working out solutions regarding highly complex and critically sensitive issues, particularly those related to pollution control, assessment of damages to natural resources, as well as the Department's response to releases of oil and hazardous substances.
4. Represents the Department in a variety of forums, panels, task forces, workshops, etc., seeking sources of information and policy expertise, and identifying and analyzing and resolving Department and interagency policy and coordination issues with other governmental, State and private interests.
5. Functions as principal advisor to and collaborator with the Director on environmental response and recovery responsibilities, assessments. May assume the Director's duties during their absence.
6. Supervises staff which may be assigned and/or detailed from time to time to assist in specific tasks or projects.

OS has determined that the duties of this position are suitable for telework and incumbent may be allowed to telework with supervisory approval.

Driver's License required to attend meetings at locations other than regular duty location as well as temporary duty (TDY) travel to get in/around TDY locations for meetings/trainings/site visits.

Occasional weekend work required to respond to emergencies such as oil/hazardous substances spills or
environmental response to disasters.

Salary Information
Salary Range Information GS-15 Washington DC: $163,964-$191,900 (Per Annum). *First time hires to the federal government typically start at the beginning salary in the range for their respective grade level.

This position is located within the U.S. Department of the Interior, Office of the Secretary, Assistant Secretary-Policy, Management, and Budget, Deputy Assistant Secretary - Chief Human Capital Officer, Office of Human Capital (OHC), Workforce Relations Division (WRD) in Washington DC.

This position is being advertised as both location negotiable after selection and with a duty station(s) of Washington, DC with the option of telework. If applying to "negotiable after selection", this means that your duty station will be based off your home address and you will be a full-time remote worker. If selectee lives in the local commute area (LCA) of Washington, D.C., selectee may not be remote, but eligible for telework only.

The major duties of this position include, but are not limited to the following:

1. Serves as the technical expert on all Labor Relations matters and is responsible for developing and implementing Department-wide policies and/or initiatives. Represents the Department on various interagency workgroups.

2. Provides advice, guidance, training, and development of policy/resources on the full scope of labor relations matters including coordination of statutory agency head review, negotiability issues, bargaining and contract matters, grievances, unfair labor practices, representation proceedings and other third-party matters.

3. Manages and advises a community of practice comprised of labor relations practitioners across the Department.

4. Identifies conditions of employment changes and consults with the headquarters office of national labor organizations holding national consultation rights with the Department as well as with Labor Relations community of practice to fulfill labor management obligations, as necessary and appropriate. Establishes and maintains effective relationships with all stakeholders, including labor organizations representing Federal employees.

5. Analyzes legislation to determine impact on the Labor Relations program and prepares agency response to labor relations data calls and other requests for information. Reviews and develops recommendations on necessary changes to Agency/Federal policy and guidance.

Washington, DC Salary Information:GS-14: $139,395 - $181,216 per annum

This position is located within the Department of the Interior, Office of the Secretary, Office of Congressional and Legislative Affairs located in Washington, DC.

At the full performance level (GS-07) the major duties of this position include but are not limited to the following:

1. Establish and maintain correspondence files and official Departmental legislative history files using an established filing system as well as new electronic filing systems.
2. Maintain supply room, prepare conference rooms, complete large collating and copying projects, and process incoming and outgoing routine office mail.
3. Utilize the legislative tracking system to accurately ensure all legislative issues and proposals are collected, processed, and referred to the appropriate subject matter experts.
4. Drive the Director or others to meetings on Capitol Hill or at other government agencies.
5. Maintain daily trip logs and prepare monthly vehicle management reports.
6. Hand-carry special material to other agencies, Congressional and Executive Offices and secure appropriate signatures.

Major duties include but are not limited to the following:

1. Serves as principal advisor to the NIGC on matters relating to the overall management and control of building a diverse workforce, ensuring equal opportunities for applicants and employees and creating an inclusive workplace throughout the NIGC
2.
