• Incumbent will perform as a radio net controller and transmit and receive law enforcement communications traffic. Your duties will include, but are not limited to:
• Operate a multi-frequency and multi-agency radio console with several paging systems, cross-frequency patching, and phone patching.
• Coordinate, monitor, and assist with operations via telephone and radio between a variety of agencies and personnel.
• Record and maintain all radio transmissions and significant telephone situations.
• Determine priority of response and initiate appropriate response of law enforcement.
• Responsible for operating within a number of public safety computer networks.

• Protects the rights of Indian People regarding their trust property.
• Provides technical assistance to the Tribe in the self-determination process, and coordinates with the monitoring of Tribal contracts and grants through the Self-Determination Specialist.
• Serves as the line officer in charge of administration of Indian Affairs for the Agency.
• Maintains a close working relationship with the Tribal government(s) and Tribal organization(s).
• Provides leadership and support to the Western Region's program management teams.
• Provides positive direction and implementation of supervisory and managerial activities related to equal employment opportunity, and ensures merit-based practices in the recruitment, selection, training and recognition process.

• Responsible for a trust real estate services program to accomplish the timely and efficient processing of applications for patents, removal of restrictions, disposals, acquisitions, rights-of-way, surface and subsurface leasing and permitting.
• Continually analyzes and evaluates the overall effectiveness of the entire program, initiating action necessary for more efficient operation.
• Reviews progress of realty programs to make recommendations as necessary to meet operational requirements and establish priorities; i.e., GPRA, ABC, A-123.
• Directly supervises the work of Regional realty staff; plans and carries out training and development; evaluates work performance; and recommends selections, promotions, status changes, awards, disciplinary actions, and separations.

This position is located with the Office of Justice Services, District 3 -Truxton Canon Agency in Peach Springs, Arizona. The incumbent contributes to this mission by performing assigned job responsibilities in a manner consistent with total quality management principles that promote peak performance and services delivery to our client Indian population. This position serves in a Law Enforcement Communications Center that provide the following services:

• Provide full services 24-hours/day, seven days a week.
• Maintain full on-site access (query and input) to NCIC/NLETS criminal history repositories.
• Is a public emergency answering point for an Agency area with full emergency response responsibility.
• Provide Emergency Medical Dispatching (EMD) by personnel certified by a nationally recognized entity.
• Serve multiple jurisdictions and/or agencies.

• The position is demanding because the safety and security of the facility, staff and offender (including the offender care and control) are directly dependent on the officer's skills in the following areas: 1) booking and release procedures; 2) inmate behavior management; 3) leadership; 4) crisis prevention and intervention; 5) inmate health care and medication; 6) demonstration or fairness in all dealings with offenders through policy and procedures; 7) observation and supervision of inmates; 8) service referrals for programs and services; 9) documentation, logs and reports on inmate incident and management; and, 10) Transportation of inmates to court, medical, and other facilities.
• Enforces standard rules and regulations provided in Title 25 of the Code of Federal Regulations (CFR), 69 Bureau of Indian Affairs Manual (BIAM), Department of the Interior (DOI), Departmental Manual (OM) 446, governing the operations of the detention facilities and programs, and the confinement, safety, health, and protection of criminal offenders.
• Provides preliminary Interviews for physical and mental health with classification assessments.
• Upon admission provides criminal offenders with an orientation into the facility's rules and operating procedures through the Inmate Handbook.
• Coordinates, and supervises offender services, activities, and programs, (i.e., access to medical care, courts, mail, recreating, library, work programs, religious, food, laundry, and counseling services).
• Observe and supervise offender movement, conduct welfare checks and physical counts of inmates, maintains discipline and prevents the introduction of contraband in the facility and completes proper documentation.
• Instructs offenders in housekeeping, sanitation and in the proper use and care of tools and equipment used in sanitation and in the proper use and care of tools and equipment used in performing unskilled or semi-skilled work Inside or outside of the facility.
• Manages inmate behavior of offenders in need of supervision. This includes utilizing effective verbal interpersonal communication skills and proper documentation. Will make proper referrals to appropriate resources.
• Transports to court, medical and other facilities. Provides close supervision of the offender throughout the transport.
• Implements all safety aspects of facility emergency management plans to include fire and emergency evacuations.
• Provides for vehicle safety and security by providing defined offender supervision, searches, transportation, classification, and counts, along with maintaining fire safety, key control, perimeter security, and compliance with offender rules.
• Ensures that offenders are released from the facility according to established regulations and operational descriptions.
• Completes facility observation on maintenance that is needed by reporting and documenting to the supervisor that a repair is needed.

• Serve as an experienced leader exercising supervision and leadership for and executing fire management activities in fire preparedness, fuels management and prevention, and fire suppression, monitoring, and post-fire.
• Provides oversight during initial and extended attack fires, directs fireline activities and tactics of dispersed firefighters, resources, equipment and aircraft.
• Provides technical expertise during helicopter operations; and plans/directs directs helicopter operations to meet fire management or other resource objectives.
• Leads in initial and extended attack/large fires support wildland fire line operations, to include providing aerial and ground fire assessment, development of control strategy and tactics.
• Supervises and participates in direct suppression of fires; and completes fire line briefings, fire size-ups, fire reports, and fire personnel performance evaluations.
• Serve as liaison between the contractor, the local Fire Staff and Contracting Officer's Representative on contract requirements.

• Work directly with beneficiaries, lessees, and other land-owners about the process of realty documentation.

• Develops/reviews and recommends approval complete contracts, grants and cooperative agreements packages to the Approving Official.

• Conducts pre-award/pre-construction conferences with contractors/grantees to clarify requirements and provide the necessary technical assistance to help the tribe or tribal organization in correcting deficiencies in their contract, grant cooperative agreement proposals and agreements.

• Analyzing requests for use of Indian owned trust assets to determine the compatibility of proposed uses with agency mission and owner needs

• Create, review, and update inter-agency policies and develop and revise operational standards, policies, procedures and guidelines for a BIA-wide detention/correction and rehabilitation program and ensure that the program is compliant with Department and National Corrections and Jail Associations practices and regulations. Implement change to support the mission and goals of the BIA.
• Develop, plan, coordinate and implement a detention/correction and rehabilitation program in Indian Country. Initiate actions for necessary changes that impact the overall operation of the program.
• Provide technical assistance to tribes, BIA and the Department in regards to negotiating and reviewing contractual agreements and will serve as the Contracting Officers Technical Representative (COTR) managing all contract beds in the district, conducting site visits, program reviews, annual reports, preparing budgetary estimates of construction/renovation projects as well as operation and maintenance expenditures, etc.
• Prepare instruction and information for field personnel for the creation and implementation of standards, policies, procedures and post orders. Prepares forms and bulletins to be used in the detention/correction and rehabilitation program. Inspect field programs and facilities to assure maximum coordination between BIA and the Department.
• Maintain an effective liaison with Federal, Tribal, State and local officials in promoting and enhancing cooperation and understanding of the BIA detention/correction programs mission and agenda.

• Plan, organize and direct a trust Real Estate Services program involving Indian trust lands.
• Negotiate complex leases and other land use documents for residential, agricultural, rights-of-way, acquisition and disposal, and commercial/industrial purposes.
• Provide guidance on environmental compliance issues
• Determine the need for an environmental assessment or environmental impact statement in accordance with National Environmental Policy Act
• Perform the final review of executed leases prior to approval to determine proper execution, legality, and conformance with applicable laws, regulations, policies, and procedures.
