You will serve as a/an Secretary (OA) and be responsible for performing a variety of administrative and office automation duties to relieve the Chief of Operations and the Technical Advisor of administrative requirements. Major duties and responsibilities include, but are not limited to:

• Reviews the maturity of technologies and develops options to reduce the overall cost of DoD programs associated with weapon system sustainment, and logistical systems.
• Monitors developments within and outside of the Department for opportunities to leverage technologies that could improve support to U.S. military posture, worldwide.
• Ensures the efficient use of the Department's logistics resources to maximize readiness of weapon systems and warfighter support. In this capacity, provides end-to-end supply chain policies, strategies, and procedures. Establishes integrated solutions for inventory management to provide desired levels of readiness to support the warfighter. Leads a Department-wide inventory management program and improvement efforts to achieve inventory efficiencies as reflected in the budgets, while sustaining and/or improving operational readiness.

• Leads, manages, and assists the ASD(S) on all matters related to materiel readiness, product support, and logistics matters.
• Assists the ASD(S), leads, and operates independently in the development of policy and Programs that support the President's Management Agenda, DoD Planning Guidance, Secretary of Defense priorities, and USD(A&S) goals.
• Reviews and evaluates the development of systems and metrics for DoD component plans and programs to ensure implementation of policies and standards to include appropriate education, training, and grant programs. Develops systems and standards for the administration and management of approved DoD plans, programs, and policies.
• Ensures Sustainment decisions and initiatives presented improve business practices, increases Department auditability, and supports the entire mission of the DoD.

The position is located in the Department of the Interior (the Department), Office of Hearings and Appeals (OHA) and serves as the Information Technology (IT) Program Manager for OHA under the direction and supervision the Deputy Director. The incumbent exercises management and oversight over information technology resources for OHA and has responsibility for planning, organizing, and executing all IT program activities and projects.
At the full performance level, GS-15, the major duties of this position include but are not limited to the following:

1. Leads the development of an integrated program to develop, coordinate, and manage IT assets and projects as well as develop and manage IT budget, capital planning (CPIC), staffing, and acquisition strategies. Tracks all OHA IT assets including warranties and determines refresh cycles.

2. Advocates innovative uses of technology to ensure acquisition of information resources maximizes value and manages risks and develops an understanding of the organization's mission and proactively identifying technology that would serve to modernize and make processes more efficient.

3. Performs project implementation and troubleshooting functions that include: planning, coordinating, implementing and monitoring the rollout of projects that have an IT component (including hardware such as copiers, mail machines as well as the deployment or updating of software).

4.Plays a leadership role in the development and deployment of IT systems or software, communicating regularly with all OHA employees affected and the Department's OCIO and providing regular updates on the status of deployment with OHA leadership. Monitors issues with external users of IT systems, identifies trends.

4. Manages and works with OCIO IT support on all OHA software or hardware system, particularly OHA main system that provides for e-filing and case docket management; develops a command of its technical function as well as an understanding how the system supports OHA's mission.

5. Serves as a Contracting Officer Representative on acquisitions of software or hardware with a significant IT component and provides contracting support on contracting efforts with any IT component. Serves as a technical lead. Follows through during development of major IT systems Serves as a key contact on Interagency Agreements related to IT. Works with OCIO to ensure acquisitions meet DOI requirements and will function with DOI systems.

6. Provides IT expertise in evaluating the organization's need for software, hardware, or other IT systems or assets; applying project management expertise to all aspects of the organization's IT operations and plans.

7. Communicates with organizational employees, establishing a network of contacts throughout the organization, and meeting regularly to discuss ongoing IT issues and provide solutions and feedback, coordinating deployments of IT software/hardware. Keeping the OHA website up to date.

8. Identifies possible improvements and troubleshoots IT issues that arise with the Office of the Chief Information Officer (OCIO) and the IT Helpdesk; creates "how to" instructional sheets to assist employees with IT, communicating with the Administration Division on Property management and inventory as well as contracts with an IT component, and tracking and alerting employees of upcoming IT updates and deployments.

9. Serves as the key organizational contact on IT matters, represents the organization and participates in Departmental IT meetings, responds to IT data calls, and coordinates with OCIO on reimbursable service agreements for IT services.

10. Provides organization-wide change leadership for crucial initiatives and to revitalize and modernize operations through collaboration with OCIO, coordinating, implementing, and evaluating the effectiveness of IT policies, procedures, and systems to ensure effective and cost efficient information resources management.

Salary Range Information (Per Annum): $163,964 - $191,900

The primary duties of this position are to function as the administrative process and policy expert to Mental Health & Behavioral Sciences on Human Resources (HR) management. Tasks are carried out without assistance before submission to the supervisor or Chief of MHBS for discussion and review.

Administrative/Personnel Management 50%

Provides administrative and technical work to the Chief of Mental Health & Behavioral Sciences regarding Human Resource Activities. This position is responsible for executing human capital management best practices and implementing applicable policy changes, employment procedures, and classification and compensation processes. Serves as the Human Resources Subject Matter Expert and liaison on behalf of MHBS. Performs duties and functions as a primary and independent liaison with the Human Resources department related to VHA's efforts to recruit and retain highly qualified mental health professionals and support staff. The position has delegated responsibility and authority to oversee the overall communication for Human Resources processes in MHBS. Facilitates planning, direction, and timely execution of policy, training, education, recruitment, evaluation, and/or data and surveillance projects/programs pertaining to Human Resources Activities. Utilizes at an expert level HR Information Systems including, but not limited to:

Training, Inventory, Data/Records Management 50%

Utilizes appropriate locality pay tables to determine appropriate salary for personnel. If necessary, readily identify need to create local pay scales.
Develop recruitment selection tools, rubrics, and other applicable documentation to determine best qualified candidates. Provides training and technical assistance on regulatory and legal requirements for hiring practices to the Chief of MHBS and other supervisors in MHBS. Explains these regulatory and legal requirements to Chief of MHBS and other supervisors. Manages monthly FTEE Inventory and Turnover Suspense's for MHBS Service Line, which is reported to Executive Leadership. Coordinates any emerging issues related to the topic of communication as necessary.
Uses an interactive approach that: identifies the type of information that is necessary; provides information on a timely basis; and tracks and assesses the response of all parties so that potential problem areas can be identified, avoided, and/or corrected. Develops and coordinates graphics requirements, including databases, tables, and spreadsheets to manage recruitment. Through proactive communication strategies, promotes partnership between MHBS and Human Resources to establish formal relationships to facilitate hiring and retention. Produces a wide range of documents using a variety of office automation technologies.
