This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-9. At the GS-7 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-9. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher-level work, and availability of funds.

• Provides administrative authority, guidance, and decision making to Medical Officer of the Day (MOD), Nursing Officer of the Day (NOD), and other similarly named Nurse and Medical positions in charge after hours, and all other clinical staff concerning administrative matters necessary for operation of the medical center during other than normal tours.
• Provides orientation and situational technical advice to physicians regarding VA policies and procedures.
• Assists medical center staff with medically related problems, including involuntary commitments, orders of protective custody, and management of unruly or severely disturbed patients.
• Performs for administrative matters as the MOD does for clinical matters, working as a team to carry out top management responsibilities during other than regular working hours.
• Directly intervenes with problems regarding patient activity, directing and advising clinical staff of appropriate administrative action.
• Assists in responding to emergencies, determines priorities and nature of action to be taken; authorizes services, supplies, and personnel; notifies authorities as situation dictates.
• Implements search plan for missing patients; informs next-of-kin of search status, as appropriate.
• Observes for safety, potential problems, and takes corrective action.
• Oversees determination of applicants' eligibility; obtaining income and insurance information for appropriate nonservice-connected applicants; counseling nonservice-connected veterans to determine ability to defray costs of medical care elsewhere.
• Acts as an advisory resource to all personnel assigned to other than normal tours of duty, such as medical clerks, telephone operators, file room personnel, admitting and clinic clerks and Contact Representatives.
• Maintains current bed inventory utilizing BMS (Bed Management System) software and ensures the accuracy of the program for national reporting purposes; obtains bed availability for treatment needs.
• Provides daily report/log of all activities occurring during tour of duty and briefs on-coming shift of pending events or the current status of any administrative issues.
• Conducts analytical studies on operational processes, issue topics, or related special projects as assigned. These may include access, consultations, travel, enrollment management, Medical Center Memoranda or Policies or other topics related to the flow of patient care related to health administration processes.

Duties include, but are not limited to:

• Performs budget administration functions.
• Monitors, reviews, and checks requests for allotment of funds from approved operation budgets.
• The incumbent utilizes knowledge of financial management policies, guidelines, and best practices to provide overall budgeting and financial management for the service.
• Incumbent independently prepares and maintains the annual budget plan for all service control points.
• Through analysis of program goals, priorities, current resources and program data, the incumbent makes recommendations regarding the need for additional budgetary resources, contracts, and equipment.
• Responsible for coordinating and facilitating the function of all services, clinical and administrative, which interface with the service.
• The incumbent serves as the primary point of contact (POC) to these services and makes decisions regarding programs and projects as they relate to these areas.
• Plans, develops, and executes assigned clinical service administrative management program needs.
• Oversees a variety of functions that includes incoming/outgoing correspondence, records management, publications/forms management, administrative standard operating procedures, administrative internal controls, and organizational files management.
• Assures that internal systems and procedures for carrying out the clinical service organization's administrative functions meet the requirements of balancing costs, benefits, productivity, and effectiveness.
• Serves as Action Officer between the Human Resource Management Office and the organization pertaining to all aspects of personnel management, reorganization/realignment, organization structuring, position management, and manpower utilization.
• Analyzes mission, management objectives and organizational goals, to determine current and projected personnel needs and potential placement issues.
• Provides advice and assistance to management in such areas as; recruitment initiatives to replace loss of skilled employees, recruitment and hire lag problems, mission or workload expansion, change or decrease, merit promotion requirements/procedures, requirements and procedures to determine employee placements and to effect a variety of placement actions such as reassignments, reduction-in-force, realignments, non-competitive promotions, and details.
• Conducts a variety of administrative information flow studies, administrative work processes reviews, procedural reviews, improvement studies, etc. to provide management with recommendations for insuring optimum utilization of available resources.
• Manages the organization Training program, assuring all employees are in full compliance with all mandatory training requirements.
• Serves in the capacity of Contracting Officer Representative (COR).
• Develops initial acquisition documents; writes and defends the requests for funds and conducts all aspects of the contracting process from beginning to end; including market research, statements of work (SOW).
• The incumbent draws upon knowledge of contracting and acquisition procedures to draft and/or review contract proposals and agreements to assure accurate budgetary, personnel and administrative arrangements.
• Provides advice to management and staff on contracting and procurement policies and issues.
• Functions in the capacity of Agency Government Purchase Card (GPC) holder.

Major Duties Include:

• The incumbent provides overall administrative management for the P&LM Service. This includes interpreting administrative policies, developing and defining administrative requirements, providing advice on administrative systems and preparing administrative paperwork.
• Works closely with the P&LM Service leadership to collect and assemble data in support of Quality Improvement (QI) activities within the service.
• Incumbent is responsible for tracking training needs of P&LM Service staff to ensure compliance with VA, CAP, JC and other regulatory agencies (e.g., VORP, OSHA, OIG, FDA).

Perform the following duties and responsibilities:

• Monitor and track obligations, expenditures for base/mission support functions throughout the execution phase of the annual operating budget.
• Identify potential resource needs, facilitate acquisition of additional resources, and establishes criteria to evaluate effectiveness of additional resources.
• Provide administrative planning, oversight for a variety of special and/or continuing programs such as the Savings Bonds, Combined Federal Campaigns, the Freedom of Information Act, and the Privacy Act.

Primary duties provide direction and oversight in the execution of administrative functions to include administration, human resources management, budget and finance, management and program analysis, office support services, document control, logistics and a variety of related administrative matters.

Duties include, but are not limited to:

• Provides full staff assistance on administrative matters affecting patient care and clinic policy.
• Collaborates with management staff within the Emergency and Inpatient Care Service as well as staff affected by the operations of the service.
• Maintains various aspects of the Service including budget and fiscal management, supply, personnel and workforce utilization, and space utilization.
• Reviews data supporting clinical in/outpatient performance measures and potential recommendations for improvement.
• Participates in the analysis and interpretation of workload and other data used in resource planning.
• Coordinates the internal gathering of data to ensure that all providers in the Service are meeting performance standards, completing mandatory annual training, and completing workload in a timely manner.
• Responds to difficult patient and staff issues including issues requiring preparation of appropriate written responses and recommendations.
• Maintaining records and documentation required for the Joint Commission (JC) and Veteran Emergency and Inpatient Care Service (VHA) regulation.
• Provides full administration of reporting, evaluation, and fee requirements associated with the Accreditation of the organization and performs audits necessary for continued accreditation.
• Ensures required licensure of staff are current, initiates purchase orders for payment of annual fees for accreditation and participates in annual site inspection.

• Serves as a Process Improvement expert and resource to the service and Health Care System to improve operations and facility resource stewardship.
• Applies the process of discovery that involves the diagnosis of a problem or issue, identification and gathering of relevant information, formulation and evaluation of alternative solutions or courses of action, and selection or recommendation of the preferred solution or course of action.
• Serves as the Contracting Officer Representative for the Service
• Conducts and directs special studies and analyses of complex problems in relation to staffing requirements, space, equipment utilization, organizational alignment, and other areas of concern both within the service and Health Care System wide.
• Formulates policies and operating procedures, ensuring compliance with VA regulations, statutes and the standards and requirements of various internal and external review bodies.
• Analyzes and evaluates the effectiveness of existing programs in meeting established program goals and objectives.
• Monitors expenditures and proposes reallocation of funds based on shifting program needs.
• Manages service and equipment related contracts.
• Identifies need for and recommends major equipment acquisition and replacement.
• Maintains a constant surveillance of service compliance with standards of the Joint Commission on Accreditation and Healthcare Organizations and other accrediting and regulatory agencies.
• Ensures compliance with all applicable accrediting organizational standards.
• Develops procedures for assessing, evaluating, and monitoring programs or projects for compliance with Federal laws, regulations, and guidance.

The Director, Administrative Officer (AO) for Research Service is directly responsible to the Associate Chief of Staff (ACOS) for Research & Development (R&D) and through to the Chief of Staff for the oversight of the administration of the Research and Development programs at the Loma Linda VA Health Care System.

Duties encompass administrative aspects for comprehensive support and evaluation of administrative efforts of the VA Loma Linda HCS (VALLHCS).

The VALLHCS Research Program is a large, multifaceted investigator-initiated operation comprised of around 200 active projects funded by federal, private enterprise, non-profit, pharmaceutical sponsors, and academic sponsors. An average of 90 principal investigators, and approximately 250 individuals (VA salaried employees, WOC appointees, medical care staff, IPA's and trainees) are involved in the research, which includes biomedical laboratory, clinical, health services and rehabilitation fields.

Responsibilities include, but may not be limited to the following:

• Ensures that the VA Research program is administered efficiently and in compliance with a variety of policies and laws.
• Manages a variable portfolio of funding.
• Ensures adequate resources are available to investigators and staff.
• Assists investigators and prospective investigators in their effort to carry out VA's Research mission.
• Improves communication within the facility, the office of R&D, the individual research programs, and the principal investigators.
• Effectively manages risk in the Research Program.
• Ensures all compliance related aspects regarding the conduct of approved research are met.
• Provides good "customer service" by being available, and supportive to investigators, and other relevant personnel within the area of responsibility.

• Advises and guides the administrative activities of multiple subordinate research teams within multiple disciplines, which requires an in-depth knowledge of general research systems, programs, and practices of the VHA, NIH and other funding entities.
• Ability to communicate, negotiate, and collaborate with researchers as well as those from other organizational segments to assure maximal program achievements.
• Develops internal monitoring end tracking systems to ensure that researchers and research staff comply with VA guidelines, regulations, policies, and procedures (as well as those of other applicable federal agencies) to protect sensitive information, including veteran's personal identifiers and health information.
• Reviews research proposal submissions for budgetary adequacy, compliance with agency format requirements, administrative completeness.
• Maintains up to date knowledge of internal VA policies as well as external to the agency policies and laws impacting the conduct of VA research.
• Develops and maintains systems to manage the oversight and the coordination of investigations into issues of project management which include appropriate committee reviews, research committee management, liaison with committees such the Institutional Review Boards and Institutional Animal Committee, Biosafety and Conflict of Interest.
• Reviews letters of intent and research proposals to ensure program relevance and conformance with published guidelines.
• Manages the equipment for Research Service ensuring that it is maintained in useful condition and properly assigned/ accounted for.
• Assigns work based on priorities taking into consideration task difficulty, requirement of assignment and capabilities.
• Maintains continuous liaison with the VAMC human resources office in areas of personnel recruiting, promotion, training, equal opportunity employment disciplinary action, performance evaluation, and other areas.
• Prepares a variety of complex, analytical reports for use by Research leadership and facility management in support of policy making and planning efforts.

Major Duties and Responsibilities

• Directs the personnel management program for the organization, performing or overseeing the full range of human resources requirements.

• The incumbent supervises and oversees a variety of administrative programs relating to the business functions of both the clinical, non-clinical, and research sections of the Radiology Service.
• Performs budget execution functions to ensure that expenditures are consistent with budget formulation plans as the fiscal year progresses.
• Directs administrative support services to the Staff Radiologists, Chief Radiology Administrator, Business Manager and Line-Chiefs, to ensure that inquiries, correspondence, and actions for the area of responsibility are addressed appropriately.
