Incumbent actively engages in assisting IPRO management with administrative and technical support for the annual Office of Inspector General audit of VA's compliance with the Payment Integrity Information Act of 2019, VA's annual reporting to paymentaccuracy.gov of its payment integrity activities, and any required annual reporting to VA's Congressional committees for noncompliance with legislation. The Management Analyst performs as a Contracting Officer's Representative for VA's Payment Oversight Program (POP) services contract. Incumbent also assists with administrative functions within OBO, IPRO, and FSICO. Incumbent works closely with management analysts and OBO Managers on the Director's staff and other administrative personnel to ensure efficiency in operations and maintain a consistent approach to the overall management of the Office of Business Oversight. Incumbent works in administrative support of the entire organization on budget, reporting, and functional activities.
Duties include:
- Complete all phases of program/projects to include conception, planning, research, development, evaluation, and maintenance and/or distribution. Gather, analyze, develop, and evaluate information relating to program and project operations.
- Prepare and/or present original presentations on special projects and organization-specific topics to management officials.
- Analyze specific management and productivity improvement initiatives, monitors the implementation of approved management initiatives, and recommends changes, when necessary, based on follow up evaluation(s).
- Provide support for coordinated and complete end of year reporting on VA's payment integrity activities to paymentaccuracy.gov. Supports the development of reporting templates and coordinates with points of contact in affected VA Administrations and Staff Offices and concurrences to ensure legislatively required reporting to VA Congressional committees occurs timely and includes all required information and data.
- Act as the COR on VA's Payment Oversight Program and services contracts utilized by OBO, and VA Administrations, which includes ensuring deliverables are reviewed by Subject Matter Experts for quality and accepted timely, invoices are paid accurately, and is fully responsive to questions from the Contracting Officer and other CORs.
- Track, analyze, and provide oversight of a variety of administratively related special projects, which may be specifically requested by management or self-initiated.
- Maintain confidentiality as an advisor to senior management on staff disciplinary actions and subsequent agency policy requirements.
- Analyze and evaluate the effectiveness of administrative functions and operations in meeting established goals and objectives.
- Coordinate and prepare administrative staff reports, briefings, etc., as requested by staff personnel for Directors and Associate Directors.
- Provides advice and recommendations on the pros and cons of proposed office strategies, develops, and recommends changes in program objectives, methods of operation and emphasis.
- Adjust resource utilization to correct deficiency situations, extend merit situations, and provide the necessary balance in the overall efficiency of the office operation.
- Coordinate ad hoc team efforts in conducting comprehensive studies or projects dealing with significant changes in workforce distribution, positions, or related organizational structures.
- Conduct studies of employee/organizational efficiency and productivity, and recommending changes or improvements in organization, staffing, work methods and procedures.
- Participate in the formulation, presentation, execution, and analysis of the organizations' budget. Participates in developing the annual budget formulation and/or execution process. Evaluates financial trends and determines compliance with agency guidance.
- Review and control costs of Departmental operations and reviews and evaluates justifications for major expenditures for improving operations including personnel and equipment in close liaison with the OBO budget officer and senior leadership.
- Ensure travel, training, and contract costs are included in budget proposals and are monitored to ensure fiscal management.
- Administer a Records Management Program for the IPRO and FISCO organizations, a single mission program consisting of related functions. Develop tools promoting effective coordination of a Records Management Program.
