Key responsibilities:

An Audit Senior will be expected to carry out any or all of the following tasks:

• You will be responsible for a variety of auditing functions (statutory and special audit) including audit planning, system review documentation, audit fieldwork, and preparation of statutory accounts and cash flow statements.
• Prepare group consolidation of accounts and related schedules.
• Ensure compliance with all relevant internal requirements, industry regulations, and government legislation.
• During the course of the assignment, you will interact with external advisors, company directors, and internal accountants as needed.
• Deliver quality statutory audits in collaboration with team members.
• Work closely with managers and team members on client management and practice development.
• In this role, you will be responsible for guiding and supervising Audit Assistants.
• Handle tax compliance matters for corporate clients as needed.
• Assist with other audit matters and projects as needed.
• Ensure timely completion of audits and billings in accordance with the monthly budget and completion of assigned assignments.

Requirements:

• A recognized degree in Accountancy or equivalent professional qualification in Accountancy such as ACCA, CPA.
• At least 2 to 3 years of audit experience, preferably in an audit firm.
• Familiar with regulatory and reporting requirements in audit consultancy.
• Cultivate an engaging work environment that promotes a shared commitment to excellence for the firm’s quality, client service, people, and financial objective
• Ability to work independently, communicate effectively, and possess strong interpersonal skills and client relationship skills.
• Proficient in Microsoft Office applications and drafting email replies to clients.
• Willing to travel overseas on audit and related assignments as and when needed
• Good working knowledge of IFRS / consolidation of accounts/ bookkeeping is advantageous.

As a Accounting Technician, GS-07 you will perform the following duties:

• Managing processes for accuracy, compliance with regulations.
• Preparing documents for input into the accounting system.
• Reviewing documents for accuracy, compliance with regulations, and proper approval prior to entering information into the financial system.
• Utilizing multiple databases to ensure transmitted transactions and processes are accomplished timely and accurately.

• Incumbent keeps abreast of current IT technology in order to provide technically accurate recommendations for solving complex problems expediently.
• Reviews, validates, and standardizes problem resolutions for inclusion in the problem resolution database.
• Researches, evaluates and provides feedback on problematic trends and patterns in customer support requirements for new or modified systems and services based upon an analysis of business needs and practices.
• Validate appropriate Configuration Management controls are in place to ensure that only authorized and acceptance tested changes get promoted to production.
• Plans finance and accounting system operations activities, including release of code to production, maintenance of the configuration management repository, test environments, Operational Readiness Reviews and resolution of production issues.
• Serves as first line of support for resolution of production issues.
• Performs release management and serves as the primary support for resolving production and/or batch cycle related issues.
• Coordinates with the hosting provider for planning purposes and resolution of issues.
• Perform system restore and refreshes. Coordinates with database administrators and programmers as required.

Duties may include, but are not limited to:

• Maintains control accounts and subsidiary accounts and processes accounting transactions for a wide variety of functions.
• Performs either the FMS obligator or payer function.
• Classifies accounting transactions, maintains and reconciles accounts, closes accounts and prepares reports and statements, analyzes accounting data, and examines accounts.
• Provides assistance and training to fund control point contacts.
• Participates in the internal audits of Fiscal programs, vulnerability assessments, systematic internal reviews, quality assurance programs, safety inspections, control point audits and many other program audits.
• Requires in-depth or broad knowledge of a body of accounting, budge or other financial management regulations, practices, procedures, and policies related to the specific financial management functions.
• Designates employees assigned work with standing instructions on objectives, priorities, and deadlines and provides guidance for unusually involved situations.
• Establishes procedures and specific guidelines in the form of agency policies and procedures, Federal codes and manuals, specific related regulations, precedent actions, and processing manuals are readily available for doing the work and are clearly applicable to most transactions.
• Utilizes judgment to interpret guidelines, adapt procedures, decide approaches, and resolve specific problems.
• Analyzes the results of applying guidelines and recommends changes.
• Performs various accounting, budget, or financial management support related duties or assignments that use different and unrelated processes, procedures, or methods.
• Applies conventional practices to treat a variety of problems in accounting, budget or financial management transactions.

• Serves as a staff expert regarding the operational accounting functions and the application of generally accepted accounting principles, policies, and procedures.
• Provides professional accounting advice and assistance to supported organizations and lower graded accountants and/or accounting technicians in the resolution of diverse, complex, or controversial accounting problems.
• Proposes new procedures and methods or modifies existing procedures and methods to resolve current problems and enhance the validity, accuracy, and integrity of accounting processes.
• Assists in the implementation of new procedures or policies to ensure compliance with established financial accounting requirements.
• Reviews, analyzes, and evaluates the status of performance measurement and financial management information indicators for assessing the health and effectiveness of accounting operations.

This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-7. At the GS-6 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-7. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds.

Duties will include, but may not be limited to the following:

• Evaluates/examines daily the accuracy and validity of the documentation gathered.
• Gathers information daily of the financial/administrative nature from multiple financial sources and accounting systems, both internal and external.
• Compiles data into understandable forms and reports for management.
• Presents forms and reports by way of spreadsheets, word documents, and PowerPoint presentations.
• Audits and maintains financial accounts, and accounting data, as well as classifying accounting transactions.
• Receives, evaluates, processes, and reconciles payment vouchers, vendor invoices, beneficiary travel invoices, departmental billings, employee reimbursements and field service receipts.
• Researches, interprets, and audits which accounts a document and subsequent accounting transaction will affect.
• Documents financial transactions to assure a proper audit trail.
• Contacts insurance companies and other third-party payers to expedite collections and inquire on denial of payments.
• Helps establish payment plans, reviews payment plans and accepts or rejects proposed payment plans in accordance with policy.
• Analyzes, initiates and forwards the analysis of collections to various agencies which involves communication and problem solving with various individuals.
• Serves as principal point of contact for medical center clients/customers regarding accounts receivable and payables.
• Performs other duties as assigned.

• Ensures the accuracy and timeliness of accounting documents submitted by assigned activities.
• Maintains assigned subsidiary ledgers for Accounts Receivable, Accounts Payable, customer deposits, unearned income, annual leave payable, equipment, prepaid items and central storeroom accounts.
• Determines that all transactions are properly processed and that total activity agrees with predetermined control tables.
• Analyses and reviews reports and machine listing to assure they are in balance and in proper format and sort sequence, that accounting data is valid and that it adheres to prescribed regulatory manuals and procedures.
• Classifies erroneous conditions referring complex errors/problems to the accountant.

• Provides professional accounting advice and assistance in the application and compliance of generally accepted accounting principles, policies, and procedures
• Reviews, analyzes and modifies operating programs, practices, and procedures related to receiving, controlling, validating, recording, and reporting accounting transactions affecting asset, liability, revenue, expense, and budgetary accounts
• Assists in establishing and monitoring internal controls to identify problem areas, determine actions required to improve operating program effectiveness, and ensure and maintain the integrity of financial and accounting information
• Applies knowledge and understanding of automated data processing systems as they apply to accounting systems and "feeder" systems and the ability to deal effectively and logically in solving program/system issues
• Performs special audits, studies, reports and/or, analysis to evaluate the status of the financial health and/or position of accounting operations based on balanced scorecard measurements or indicators
• Duties will be developmental in nature while performing below the full performance level (GS-11)

• Analyzes, plans, and evaluates directorate functions to determine validity, propriety, accuracy, and adequacy of work processes.
• Reviews and analyzes a variety of reports received from internal and external sources, including reports produced by automated systems.
• Performs quality control examinations of operations, policies, procedures, and internal controls including the analysis of data and information with the objective to prevent and detect deficiencies in the operation of functional area systems.
• Receives special projects pertaining to improperly processed transactions resulting from newly legislated and implemented entitlements.
• Interprets applicable guidelines and regulations to assist in implementation of approved/directed internal procedural changes to accomplish financial management objectives.
• Examines a wide variety of documents, records, and related reports, and processes, to determine whether performance has been in accordance with GAO procedures and appropriate regulations.

• Performs broad in-depth analysis on multiple management systems and applies this information to complicated precedent type cases to resolve including processing actions within accounting systems.
• Reconstruct inaccurate accounts, gathers and organizes information for inquiries and resolves problems referred by managers, employees, congressional inquiries, etc.
• Uses fiscal accounting and related interfaced systems to provide input/adjustments to the fiscal accounting database of record
• Uses computer master file systems, document processing and the effects of transactions on existing records to modify normal automated processes in existing accounts while protecting historical data.
• Uses fiscal accounting and related interfaced systems to provide input/adjustments to interoperable feeder systems of logistics, contracting, pay, travel, accounts payable, disbursement and interfund automated systems.
• Performs other duties as assigned.

• Serves as the Supervisory Auditor in a branch or resident office responsible for the supervision, conduct, and accomplishment of a segment of the audit program. Leads a major segment of the total audit program plan.
• Serves as a team leader and member of a participative work team (PWT) consisting of professional auditors. Establishes annual goals complementary to region/agency goals and objectives.
• Reviews audit programs, working papers, progress on the audit assignment, and draft audit reports. Ensures that quantitative methods and computerized auditing techniques are being utilized as appropriate in the audit process.
• Communicates DCAA audit services and maintains audit liaison with acquisition officials.
• Counsels and advises employees. Evaluates performance, recommends and approves training and development, recommends recognition and promotion, and initiates appropriate remedial action for performance or conduct deficiencies.
