• Serves as a Chief, Training Branch in the Leadership Academy, Defense Contract Audit Institute (DCAI).
• Serves as a DCAA expert on audit learning theory.

Duties may include, but are not limited to:

• Maintains control accounts and subsidiary accounts and processes accounting transactions for a wide variety of functions.
• Performs either the FMS obligator or payer function.
• Classifies accounting transactions, maintains and reconciles accounts, closes accounts and prepares reports and statements, analyzes accounting data, and examines accounts.
• Provides assistance and training to fund control point contacts.
• Participates in the internal audits of Fiscal programs, vulnerability assessments, systematic internal reviews, quality assurance programs, safety inspections, control point audits and many other program audits.
• Requires in-depth or broad knowledge of a body of accounting, budge or other financial management regulations, practices, procedures, and policies related to the specific financial management functions.
• Designates employees assigned work with standing instructions on objectives, priorities, and deadlines and provides guidance for unusually involved situations.
• Establishes procedures and specific guidelines in the form of agency policies and procedures, Federal codes and manuals, specific related regulations, precedent actions, and processing manuals are readily available for doing the work and are clearly applicable to most transactions.

Responsible for assisting the Business Administrator with oversight of budget and accounting support for the financial management program.

Responsible for the accuracy of all financial obligations to ensure compliance with established regulations.

Monitors various financial reports generated by the system and serves as the institution Certifying Officer for all disbursements.

Along with all other correctional institution employees, incumbent is charged with responsibility for maintaining security of the institution. The staff correctional responsibilities precede all others required by this position and are performed on a regular and recurring basis.

As an Accounting Officer, GS-0501-12, you will:

Provide financial accounting advice, analysis, and assistance to the Financial Manager, USPFO, and all organizational elements of the respective state NG regarding the development of accounting policies, systems, and operating procedures. Plan, execute, and install all new and/or improved accounting systems within the division. Design, develop, adapt, revise, evaluate, and implement systems including those utilizing automatic data processing equipment. Study accounts, reports, and procedural instructions within the broad area of assignment and, as necessary, any legislative and program background pertaining to this program; hold discussions with program officials, employees, supervisors, etc., to learn the details of work processes and procedures; draft instructions, procedures, manuals, etc., to implement the proposed system or to correct deficiencies in the accounting system uncovered during the study. Render advice to management on the effects of accounting changes approved and perform related duties necessary to the development of balanced recommendations. Monitor work operations to assure full compliance with procedures and published directives. Make formal presentations of completed systems packages including the acceptability of the data processing system applied to higher management levels for final approval. Act as catalyst between various office segments and assures smooth continuity of operations. Provide financial advice and expertise to other organizational elements of the state ARNG during the development of integrated accounting systems.

Provide both professional accounting assistance and systems design support in the development of automated accounting systems and operating procedures for the Financial Manager. Provide all resource management functional areas with technical assistance during all phases of the development, establishment, and maintenance of integrated accounting systems.

Serve as a professional accountant administering accounting systems. Perform duties involving: receipt and distribution of funds throughout the state; maintaining the standard general ledger reporting system; analyzing report data which records transactions within the system for the purpose of correcting errors, recommending action on unfavorable trends, and preparing financial schedules for briefings, etc.; revising the system structure to implement new reporting requirements; and advising and assisting financial analysts in supported organizations on these matters. Apply professional accounting principles, analysis, theories, concepts, and practices to unique situations; employ accounting policies/standards in the resolution of unprecedented problems/situations; and utilize non-conventional methodologies as required. Implement policies and procedures encompassing different facets of accounting, i.e., general fund accounting, cost accounting, and reimbursement accounting and working capital funds. Study interrelationships of systems encompassing the entire spectrum of the Army financial arena (e.g., Standard Army Financial System (STANFINS), Integrated Army Travel System (IATS), The Commercial Accounts Processing System (CAPS), Standard Procurement System (SPS), Defense Joint Military Pay System - Reserve Component (DJMS-RC), Standard Army Intermediate Logistics Systems (SAILS), Joint Services Software (JSS), Standard Army Civilian Payroll System (STARCIPS), and Command Unique Systems. Assignments also require an understanding of the characteristics and capabilities of the accounting software architecture and Enterprise Data System (EDS) for Financial Management.

As the Accounting Officer, supervises the work of the Fiscal Accounting Branch within the Comptroller Division. Provide technical supervision of the work of numerous accounting technicians. Plan subordinates' assignments and distribute workload according to priorities and work complexity. Provide counsel and instruction on work problems and administrative matters. As the Senior Accountant in the division, assist, guide, direct and oversee all professional accounting work of the division.
