Responsible for assisting the Business Administrator with oversight of budget and accounting support for the financial management program.

Responsible for the accuracy of all financial obligations to ensure compliance with established regulations.

As an Accounting Officer, GS-0501-12, you will:

Provide financial accounting advice, analysis, and assistance to the Financial Manager, USPFO, and all organizational elements of the respective state NG regarding the development of accounting policies, systems, and operating procedures. Plan, execute, and install all new and/or improved accounting systems within the division. Design, develop, adapt, revise, evaluate, and implement systems including those utilizing automatic data processing equipment. Study accounts, reports, and procedural instructions within the broad area of assignment and, as necessary, any legislative and program background pertaining to this program; hold discussions with program officials, employees, supervisors, etc., to learn the details of work processes and procedures; draft instructions, procedures, manuals, etc., to implement the proposed system or to correct deficiencies in the accounting system uncovered during the study. Render advice to management on the effects of accounting changes approved and perform related duties necessary to the development of balanced recommendations. Monitor work operations to assure full compliance with procedures and published directives. Make formal presentations of completed systems packages including the acceptability of the data processing system applied to higher management levels for final approval. Act as catalyst between various office segments and assures smooth continuity of operations. Provide financial advice and expertise to other organizational elements of the state ARNG during the development of integrated accounting systems.

Provide both professional accounting assistance and systems design support in the development of automated accounting systems and operating procedures for the Financial Manager. Provide all resource management functional areas with technical assistance during all phases of the development, establishment, and maintenance of integrated accounting systems.

Serve as a professional accountant administering accounting systems. Perform duties involving: receipt and distribution of funds throughout the state; maintaining the standard general ledger reporting system; analyzing report data which records transactions within the system for the purpose of correcting errors, recommending action on unfavorable trends, and preparing financial schedules for briefings, etc.; revising the system structure to implement new reporting requirements; and advising and assisting financial analysts in supported organizations on these matters. Apply professional accounting principles, analysis, theories, concepts, and practices to unique situations; employ accounting policies/standards in the resolution of unprecedented problems/situations; and utilize non-conventional methodologies as required. Implement policies and procedures encompassing different facets of accounting, i.e., general fund accounting, cost accounting, and reimbursement accounting and working capital funds. Study interrelationships of systems encompassing the entire spectrum of the Army financial arena (e.g., Standard Army Financial System (STANFINS), Integrated Army Travel System (IATS), The Commercial Accounts Processing System (CAPS), Standard Procurement System (SPS), Defense Joint Military Pay System - Reserve Component (DJMS-RC), Standard Army Intermediate Logistics Systems (SAILS), Joint Services Software (JSS), Standard Army Civilian Payroll System (STARCIPS), and Command Unique Systems. As the Accounting Officer, supervises the work of the Fiscal Accounting Branch within the Comptroller Division. Provide technical supervision of the work of numerous accounting technicians. Plan subordinates' assignments and distribute workload according to priorities and work complexity. Provide counsel and instruction on work problems and administrative matters. As the Senior Accountant in the division, assist, guide, direct and oversee all professional accounting work of the division.

Summary of This Role

Performs a broad range of accounting functions with responsibility for accounting records in a small office or organization department. Assigns transaction codes to documents. Ensures documents being processed are included in the appropriate accounting period. Posts, balances, and closes subsidiary ledgers. Follows up on delinquent accounts receivable customers. Analyzes and verifies internal consistency, completeness, and accuracy of account documents and makes adjustments.

What Part Will You Play?

• Performs more clerical accounting functions supporting the accounting department and other accounting associates to include entering routine travel expenses or invoice data into system, typing memos, scanning, filing, and providing documentation. Occasionally assists in verifying the accuracy of invoices and other accounting documents or records. Assists in performing simple balancing, reconciliations, corrections to rejections, and accounting errors, containing basic calculations, as directed.
• Functions as a first point of contact for internal clients, external clients, or vendors for routine accounting questions and inquiries. Assists in researching issues or complaints for client/customer disputes.
• Updates and maintains accounting journals, ledgers and other records detailing financial business transactions (i.e. disbursements, expense vouchers, receipts, accounts payable). Enters data into computer system using legacy computer programs. Compiles data and prepares a variety of standardized reports, as directed, to be reviewed by more experienced associates or management. Retains supporting documentation as defined by record retention guidelines, for audit purposes.
