The USGS National Wildlife Health Center (NWHC), within the Midcontinent Region of the USGS, provides technical assistance and leadership for addressing health issues involving resources under Department of the Interior stewardship, and fosters partnerships with federal, state, and other agencies to address wildlife health as a component of ecosystem health. The Center investigates infectious diseases and other diseases affecting a broad spectrum of wildlife by a multi-disciplinary team of specialists who provide an integrated program of disease diagnosis, field response, technical assistance, research, training, and support services. The Center's research focuses on understanding the ecology of wildlife disease to identify connections between affected host species, the disease agent, and environmental factors. Our programs aim to use this information to develop effective disease prevention and control strategies to assist resource managers to improve the health of wildlife populations.

The NWHC provides diagnostic investigation services to determine causes of wildlife morbidity and mortality events. These services include expertise in pathology, microbiology, virology, parasitology, and toxicology; and use microbiological, molecular-biological, and descriptive techniques to identify and characterize agents of infectious disease in wildlife. The effects of emerging wildlife diseases are global and profound, and can cause economic and agricultural impacts, loss of human lives, declines in wildlife populations, and ecological disturbances. The NWHC works to safeguard our Nation's wildlife- by studying the causes and drivers of wildlife disease threats, and by developing strategies to prevent and manage them.

As a Veterinary Medical Officer (Pathologist) within the National Wildlife Health Center, some of your specific duties will include:

• Serves as a member of a multidisciplinary team to investigate, diagnose, and resolve wildlife morbidity/mortality events.
• Conducts postmortem examinations of wildlife submitted for cause-of--death investigation.
• Conducts microscopic examination of animal tissues, records and interprets histologic findings, and reviews and interprets lab test results.
• Determines significance of findings and prepares diagnostic reports appropriate for submitter and other relevant Center partners.
• Independently performs or provides support to studies including a focus on the pathology of wildlife diseases. Projects address critical science problems related to wildlife population health, disease control, and prevention.

Physical Demands: The work requires some physical exertion such as bending, stooping, stretching, reaching, or similar activities. The work requires above average ability, dexterity, and attention to detail. Laboratory activities involve the need to conduct postmortem examinations for several hours at a time and to process large numbers of specimens during wildlife disease events that trigger surge capacity.

Work Environment: Work is performed in both an office and laboratory. Work requires compliance with safety guidelines and operational procedures established within the Center. The potential exists for exposure to disease agents transmissible to humans. Postmortem examinations expose the incumbent to unpleasant odors, blood, feathers, hair, and other animal parts. A variety of biological reagents and chemicals are used in conducting the work, as are syringes/needles, scalpels, knives, and other medical instruments required for postmortem examination and collection of samples. Compliance with biological containment guidelines is required. Work involves mandatory clothing changes and showers when using specific portions of NWHC facilities. The incumbent is required to participate in the Center's Health Monitoring Program and to receive appropriate immunizations.

Starting at $103,409 Per Year (GS 13)

• The incumbent will be part of a team of USDA-ARS, university, and industry collaborators who are examining the value of alfalfa in dairy cow rations. Specific research objectives for the incumbent include:
• 1) Evaluate the inclusion of alfalfa in the diets of high-producing dairy cows on performance, nutrient digestibility, and environmental impact.
• 2) Evaluate the impact alfalfa quality in the diets of high-producing lactating cows on production, nutrient digestibility, and nutrient excretion to the environment.
• 3) Compare these in vivo results with estimates of results predicted by in vitro laboratory analyses to better define forage quality.

Starting at $72,553 Per Year (GS 11)

Core elements of performance include knowledge and active participation in the unit/program level quality improvement process and initiatives as well as customer service programs.

The Primary Care RNCM works with the Primary Care and Specialty Services to develop and implement comprehensive patient care for adult/geriatric patient population assessing, planning, implementing and evaluating activities and programs. The RN/Care Manager:

• Provides support to providers daily: coordinating dual care with community and other VA facilities: ensuring all needed records, tests and other information is available to provider at time of appointment to allow provider to focus on treatment plan and Veteran questions in an appropriate and timely manner.
• Responsible for PACT coordination, including panel management, triage of patients, patient education, monitoring of patient progress toward predetermined goals and timely follow-up.
• Utilizes and follows Primary Care Nurse Protocols and clinic process SOPs to improve efficiency and care delivery.
• Works closely with other VA Medical Centers and community facilities to remove obstacles that would impede the Veteran from utilizing the service of those medical centers not available to our facility.
• Participates in clinic for setting patient goals of care as part of the interdisciplinary team. Utilizes the nursing process in managing, developing, implementing, and evaluating each patient's individual plan in collaboration with the interdisciplinary care team to attain specific clinical outcomes in outpatient clinic settings.
• Participates in clinic for setting patient goals of care as part of the interdisciplinary team. Participates in activities which meet the performance standards contract for the Medical Center.
• Participates in the development and implementation of recommended policies and procedures as related to Care Management and/or designated clinical area.
• Provides for the educational needs of the healthcare team regarding Care Management and/or topics specific to Primary Care.
• Maintains and upgrades own knowledge base and skills regarding Care Management and/or specific clinical areas and applies this knowledge to nursing practice.
• Participates in clinic research/EBP within designated area and/or related to Care Management.
• Establishes effective networking relationships with peers and professionals within the community as related to Care Management.
• Receives alerts for reassigned new patients to Primary Care, assist with ordering and coordinating appropriate tests, obtaining outside reports and communications with specialty and local medical doctors to expedite patient appointments.
• Uses Clinical Reminders model and VISTA reports to manage, coordinate and optimize the care for Veterans.
• Collaborates with clinic staff to ensure patients are given timely appointments and expedite new patient consults.
• Follow up with patients monitoring and ensuring adherence to treatment plans, intervene in accordance with prescribes clinical guidelines and provide reports on all cases.
• Documents all patient interaction in the electronic medical record timely following the Patient Records Policy and Primary Care PACT Telephone Care Guide.
• Provides clinic care and care management to Veterans in Primary Care clinics.
• Delegates to PACT Team care members and extended primary care members in accordance with Nurse Practice Act.
• Triages and applies a collaborative team approach in identifying, analyzing, and resolving care problems for scheduled and unscheduled encounters (via phone or face to face) within Primary Care, and Specialty.
• Communicates and collaborates with the interdisciplinary team to develop and coordinate the treatment plan for Veterans in the outpatient setting.
• Facilitates and leads HRO clinic huddles with clinic staff.
• Serves as a resource for other team members and participates in planning for program improvements at the local level.
• Participate in nontraditional care methods such as telephone, VA Video Connect (WC), - online communication via secure messaging, Shared medical and Group medical appointments.

Major Duties:

• Assists with/performs under the direct supervision of the recreation/occupational/physical therapist therapeutic and diversion activities for patients.
• Obtains blood pressure, pulse, respiration, and blood glucose (finger stick) and records them appropriately in the medical record. Is able to distinguish significant variances in vital signs and finger sticks and reports them to the responsible RN.
