In this position, you will serve as the Branch Chief leading and directing a branch responsible for the success of the Agency's learning management system and subordinate systems of learning. Typical assignments include:

• Directs and controls a branch team of training specialists who oversee the sustainment and maintenance of the Agency's learning management system.
• Provides support to FEMA employees and learning and development professionals to assist with all the major components of the learning management system and a learning management system helpdesk function to include system components: course library, course catalog, registration, course uploads and system operations, supporting tools, tests, quizzes, course credit management, and certification

This position is in the Office of the Chief Administrative Officer (OCAO), United States Capitol Police (USCP or Department).  The OCAO has central responsibility for the managerial and administrative operations for the Department.  The Chief Administrative Officer (CAO) leads the OCAO and is directly responsible for the human capital, information and technology, financial, procurement and acquisition, and general administrative services for the Department. 

The incumbent of this position serves as the Department’s Program Manager for Strategic Workforce and Human Capital Planning and reports to the CAO.  The incumbent is responsible for providing advice and guidance to top executives and managers on the impact of Department policies, proposals, and decisions on strategic human capital, workforce planning, and resource allocation.  Possesses broad and in-depth federal human capital technical expertise.   Plans, directs, and administers technical advice, assistance, and guidance to Department Bureaus and Offices on staffing strategies, resource allocation, workforce planning and modeling. This position exercises the full range of supervisory authorities and responsibilities in directing and managing the work of a subordinate staff. 

As Program Manager, the incumbent exercises delegated authorities on a regular and recurring basis.  As an expert on workforce planning, the incumbent practices a continual process used to align the needs and priorities of the organization with those of the workforce to ensure it can meet its legislative, regulatory, and service requirements and organizational objectives. This involves complex analysis and forecasting, along with  the application of statistical and operational research methods, management and organizational development theories and concepts, and human capital practices to fulfill USCP’s mandate and strategic objectives.

Analyzes and reports on the implications of alternative workforce models and out year plans, including impacts on budget formulation and execution, as well as hiring and training strategies and resource allocations. Activities involve sensitive issues, gaining the required commitment from competing interests, and fundamental changes to organizational alignment and other processes, which enhances the management of the Department’s workforce.

• Serves as the Corporation’s expert on Civil Rights, DEIA, Anti-Harassment, Reasonable Accommodations and EEO program matters

This role will work extremely closely with design and R&D to get the job done. As we continue to refine the solution in the field, this role will also be responsible to drive a notion of activation and retention ensuring close attention to common growth marketing tactics and careful consideration of the customer throughout that journey. Talents in both strategic and tactical work, comfort in both articulating strategy and diving into the data our solutions and result in tactical adjustments along the way.

Responsibilities

• Drive a definition as the CEO of the software and hardware interaction.
• A champion of a lean ethos. Driving a hypothesis approach within an agile / lean startup fashion.
• Applies subject matter expertise in growth/intrapreneurial marketing and acts as a conduit between marketing communications, design, and software R&D.
• Ability to drive and act on data evidenced results. Ensure a good market test with data capture, analysis and then resulting actions.
• Exercises significant independent judgement to formalize key performance indicators associated with hypothesis and business plans.
• Knowledge of understanding unit economics strategies and tactics such as cost of customer acquisition (COCA) and lifetime value (LTV).
• Influence third parties to enhance solutions capabilities.
• Regularly meet with customers or partners during the innovation process.

Education and Experience Required

• Bachelors Degree or equivalent in Business or Marketing.
• MBA preferred.
• 7+ years of work experience in product marketing.

Knowledge and Skills

• Experience in intrapreneurial product marketing both strategy and tactics.
• Experience in data-evidenced decision making.
• Experience in working collaboratively with cross-functional teams to develop appropriate analytical models and identify opportunities to increase engagement.
• Provide thought leadership in growth marketing and the emerging field.
