Evaluates training programs and procedures manuals to ensure that they meet the requirements of the Federal Aviation Regulations.

Approves/disapproves designation of check airmen and makes recommendations on the appointment of designees.

Evaluates operations and facilities by on-site inspections and review of reports by geographic inspectors or others. Negotiates changes essential or desirable in their policies and procedures. Directs or participates in proving flight evaluations to determine compliance with 14 CFR. Recommends changes that will be required prior to approval.

Surveillance:

Monitors all phases of operations including training programs and records; base and station facilities; rotorcraft/helicopter external load operations; air tour operations; Helicopter Air Ambulance (HAA) operations; and route systems. Coordinates with and reviews reports from geographic inspectors and others to identify trends which indicate deterioration in the safety of operations. Directs or suggests changes required to correct such trends.

Monitors the activities of designated examiners, check airmen and instructors.

Starting at $88,520 Per Year (FG 13)

The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

1. Under the instruction and guidance of the pilot in Command, the incumbent co-pilots a variety of one or more of the following helicopters: Attack Helicopter (AH-64); Cargo Helicopter (CH-47); Utility Helicopter (UH-60 series), (LUH-72 series) and others when assigned.?Routinely operates with short takeoffs and landing capability and may be required to perform these duties in all types of weather, day, and night over a variety of terrains and open bodies of water. Flights are made using landing facilities ranging from modern, improved airport with paved runways and navigational aids to unimproved strips of remote, isolated villages. This position will be required to make reconnaissance and observation flights as needed. Makes test flights and checks all systems in connection with maintenance actions and takes necessary action to correct malfunctions. Participates in all-weather search and rescue operations as required utilizing a thorough knowledge of the terrain features of the geographical area. The ability to fly over unfavorable terrain primarily under visual flight conditions. Conducts flight checks following repairs, maintenance, or installation of approved aircraft system modifications. Responsible for transportation of cargo and transporting passengers, among a variety of familiar destinations (50%)

2. Under the supervision of the Pilot in Command, performs Maintenance Operations Checks (MOCs); completes general or limited test flights of aircraft upon completion of extensive disassembly, reassembly, and maintenance, repair, or replacement of parts where tests cannot determine the safe and or proper functioning of aircraft components or systems; and ensures the airworthiness component or aircraft systems. Assists in acceptance test flights of new aircraft when required. (40%)

3. May serve as a member of a board pertaining to aviation accidents, flight evaluation, collateral investigations, standardization, and federal recognition. (10%)

SUPERVISORY CONTROLS:

Receives general supervision on a regular and recurring basis from the Facility Supervisor or Commander and performs duties in accordance with established policies and procedures and verbal instructions. Plans work sequence and priorities with supervision, referring only unusual problems to supervisor for advice and guidance. Supervisor reviews work by observing activities performed, ability to meet schedule and quality of work performed. Incumbent may be required to work away from normal duty station without assistance or supervision for extended periods of time.

1. Organizes, administers and evaluates a segment of the fuels quality assurance program for the organization. Ensures responsibilities for product compliance inspections of all petroleum activities. Draws fuel samples for frequencies and exact testing following procedures listed in appropriate technical orders. Determines status and adequacy of actions taken on prior inspection items and prepares accurate reports for management use. Conducts statistical surveys of petroleum products in areas where trouble had been encountered. Analyzes defect data, isolates trends and recommends corrective action. Investigates problem areas, identifies causes, recommends and takes corrective follow-up action. Verifies quality through the application of audit and investigative methods to ensure compliance with established guidelines. 2. Directs, inspects, operates and maintains a complete fuel distribution system(s) to receive, store, transfer and issue both aviation and ground fuels in a Type III hydrant system. Operates petroleum products distribution equipment by initiating and controlling the movement and storage of supplies throughout complete pipeline or tank farm systems, using telephone communications, signal systems, a central control board, or similar facilities. Inspects systems for leakage, corrosion, faulty fittings, and inoperative components such as distribution lines, storage tanks, hydrant pits/outlets, oil/water separator, pumps, automatic/manual valves, meters, and system control rooms. Performs operator maintenance to include checking components for operation, adjustment, pressures, and external leakage under pressure, removing/cleaning/inspecting receipt and dispensing strainers, calibrating additive injectors, draining water from lines, tanks, filter separator vessels and dike/containment areas. Reports more extensive repairs/needs. Receives and transfers fuel by coupling and uncoupling hoses, closing and opening valves, starting and stopping pumps, monitoring gauges, meters and filter separators. (30%)

3. Operates one or more types of special purpose design aviation and ground fuel tank truck vehicles having a capacity of up to 6,000 gallons and gross vehicle weight of 70,000 pounds used for fueling/defueling various types of aircraft and ground fuels applications such as AGE, power production, heating and engine test cells. Transports fuel from the bulk storage area to the flightline issue point, positions the vehicle for the refueling/defueling task as required. Monitors vehicle mounted main control panel, gauges, meters and instruments. Operates deadman control safety system and coordinates with personnel at the aircraft or receiving point. Exercises safety precautions during fueling/defueling operations. (15%)

4. Operates, inspects and performs all required maintenance and repair on 400-5,000 gallon storage tanks. Troubleshoots, tests, and repairs all aspects of mechanical & electrical systems and their subcomponents to include AC generators, complex wiring harnesses, regulators, automatic relays, AC and DC power generation circuitry, electrically controlled solenoids. As a results of such tests and diagnosis, and make necessary repairs and adjustments to obtain maximum operating efficiency. Utilizes electrical test equipment such as multi-meters to monitor system functionality and make repairs. Inspects, maintains, performs operator maintenance, and minor repairs to support equipment and cryogenic samplers to include the following: air purging units, vacuum gauges, vacuum pumps, portable efficiency meters, portable samplers and other support equipment that is required to maintain the cryogenic storage tank in a ready condition to receive, store and transfer LOX or LIN. Applies safety or precautionary procedures required in handling fluids. Analyzes, isolates, and corrects system malfunctions. Performs preventive maintenance on components and tanks, to include inspections. This includes routine maintenance/servicing of components such as compressors, safety valves, hand operated valves, pressure disks, filter/strainer assemblies, gauges, and various moving mechanical parts by disassembling, cleaning, accomplishing minor repairing or adjusting, and reassembling components.(15%)

5. Assess, monitor and reviews assigned Self-Assessment Communicators utilizing the Management Internal Control Toolset (MICT) program. Uses and assures proper fit of required safety equipment and personal protective equipment (PPE).Plans, monitors and conducts On-The-Job Training (OJT), for assigned Fuels Management Flight personnel. Maintain effective communication of patient care and other essential information with the internal/external members of the nursing and multi-disciplinary team. Be able to communicate difficult, sometimes complex and emotive information e.g. breaking bad news etc. effectively and, when appropriate, support and coach junior staff in doing the same. Communicate effectively via verbal, written and electronic routes and maintain robust processes to ensure the cascade of information to the team and the engagement of team members with plans and objectives. Ensure accurate and legible record keeping in accordance with local policies and NMC guidelines within own practice and sphere of responsibility. Work closely with the members of the neurodevelopmental pathway team in developing, implementing, and monitoring services provided to children, young people and their families. Be a key member of the ADHD multidisciplinary team, working collaboratively with Consultant Paediatricians and other health professionals. Work autonomously across Birmingham, taking the lead in preliminary assessments of new referrals using the agreed assessment tools and analysis of the resulting information. Undertake and record observations within schools, clinics, and home settings. To act as an Advanced Nurse Prescriber for ADHD related medicines, in line with NMC, NICE and national guidelines around safe prescribing. Implement a family centred care approach, which captures the voice of the child and promotes involvement in the decision-making process. Work closely with patients, families, and the multidisciplinary team to provide comprehensive inclusive and expert assessment of children referred with symptoms and comorbidities based upon appropriate use, interpretation, and integrations of complex data from a variety of sources, including psychological assessments, self-report measures, rating scales, direct and indirect structured observations as well as interviews with the young people and their families. Be the first point of contact for queries, giving advice and signposting to outside agencies in supporting children, young people, their families/carers, schools, and other professionals, on a rota basis. Work with and liaise with parents and carers to resolve any complaints or concerns at local level before escalating to team leader. Work in line with the NMC Code of Conduct, NMC Standards and Proficiencies and Trust guidelines. Prescribe effectively and safely under a Clinical Management Plan, acknowledging own limitations and scope of practise. Maintain relevant pharmaceutical knowledge, critically appraise, and apply information in practise. Participate in and use National Prescribing Centre Competency framework to undertake regular audit and review of prescribing practise and medicines management. Work within Trust policies that impact upon non -medical prescribing practise. Exercise independent or supplementary prescribing rights using guidelines and protocols. Work with children and parents/carers to encourage uptake of medication and behaviour management programmes using a variety of communication strategies both verbal and written, to overcome possible barriers to understanding. Provide direct expert nursing judgement and treatment interventions based on highly developed skills as well as knowledge regarding clinical management and educational management of the children and young people with ADHD. Work closely with families, schools, and other agencies, using negotiation skills to encourage implementation of behaviour management programmes and administration of medicine. Liaise with external services such as CAMHS, Social Care and Health and education to provide a holistic approach to care. Work with the ADHD team lead in the design, development, and implementation of a rolling programme of parent education. Delivered both in groups and individually in a range of settings. The post holder will use a range of training approaches and communication styles to deliver complex information which meets individual needs and to overcome possible barriers to understanding. Undertake risk assessments and risk management for individual children, young people and families in accordance with clinical harms criteria. Use a range of computer programmes to analyse assessment tools and ensure patient administration systems are maintained and used proficiently throughout the team. Effectively manage ongoing care of children diagnosed with ADHD. Using the care pathway framework to continue the collection of activity and outcomes as part of clinical governance. Be aware of child protection policies, taking appropriate action where concerns are identified and the need to access ongoing safeguarding and clinical supervision and support in this area. To coordinate patient transition from team caseload to adult ADHD services, ensuring continuity of care. Utilise highly developed interpersonal skills to develop excellent working relations with all parties Involved, including young people and their families, so that effective communication is achieved. Work within scope of practice and competencies to meet caseload/ service user/community needs. Maintain contemporaneous clinical records in line with NMC guidelines and trust Clinical records Policy and attend mandatory training. Ensure that you and junior staff within the team have access to regular child protection supervision. Management and Leadership Responsibilities Provide clinical leadership, consultation, support, and supervision to other members of the ADHD service and the wider multidisciplinary team. Influence and contribute to the delivery of clinical governance and quality improvement agenda within the service. Represent the team at multiagency or professional meetings as required and to participate in case conferences where appropriate. To participate in regular audit of the service and participate in research projects as appropriate to promote and implement evidence-based practice. To assist in the induction programme for new staff as a mentor, so that new staff are aware of the role. Contribute to review and implementation of Trust policies and procedures in relation to the ADHD service. Escalate operational or staffing concerns to Team Leader, Operational Manager or Head of Service. Educational and Development Accountability to maintain professional development and maintain professional registration alongside requirements for NMC revalidation. Access regular clinical supervision from a medical mentor. Access continuing professional development opportunities relating to non-medical prescribing role. Provide a high level of skills and competencies and work towards development of areas of clinical expertise within the field of ADHD, complimenting other members of the team. Identify own learning needs and be responsible for own continuing professional development. Maintain and update professional knowledge and skills in areas of practice. Undertake mandatory training in line with Trust Policy and attend updates and study days as appropriate to the post.
