The primary purpose of this position is to facilitate preventive, remedial, and support services to optimize psychological health and readiness of National Guard (NG) military members and their families. As part of the Office of the State Surgeon, the incumbent exercises technical oversight of behavioral health (BH) programs and supports the development of an annual program strategy to determine priorities, gaps, needs, and means to achieve annual goals. Serves as a state liaison to the Army National Guard (ARNG) and Joint Surgeon BH programs; ensures timely and accurate state BH reporting and represents the state on ARNG BH Work Group. Major duties focus on coordination and implementation of BH programs and processes encompassing: (1) outreach and education, (2) population health surveillance, (3) command consultation, (4) screening and evaluation, (5) crisis intervention, (6) physical profiling, (7) treatment referral networks, (8) case management efforts, and (9) quality assurance. This position is located in the Military Personnel Office (MILPO), of an Army National Guard (ARNG). The primary purpose of this position is to develop, evaluate, coordinate and deliver comprehensive, target group oriented preventive education and training and administrative support in administering the Resilience, Risk Reduction and Suicide Prevention Program (R3/SPP). The primary objective of resilience is to help Soldiers, families and units develop the resiliency to overcome and respond positively to adversity. The primary objective of risk reduction is to identify units and individuals with high risk profiles, and to provide low risk decision making education to increase the readiness of the soldier. Work requires knowledge of the methods and techniques of education and training in such areas as instruction, development and/or evaluation of curricula, instructional materials and aids. The incumbent also coordinates with the Counter Drug Office or State Alcohol and Drug Chemical Officer (ADCO) to provide soldiers treatment that is recommended for substance abuse issues.

• S/He develops and manages strategies and approaches that enhances support for the Department and closely tracks legislation, policy, and management issues of interest on Capitol Hill, reporting in a timely and responsive manner.

The SES Candidate Development Program (CDP) offers a comprehensive series of developmental experiences aimed at preparing high-potential individuals for roles within the Senior Executive Service (SES). This demanding program requires participants to complete the curriculum while managing their regular job responsibilities. Developmental experiences include formal classroom training, seminars, and a 120-day executive-level assignment outside of the participant's current Directorate/Office or chain of command, designed to build the competencies necessary for successful SES performance. Throughout the program, participants will collaborate with an Executive Mentor to create a personalized Executive Development Plan, which will guide their development throughout the program. In addition, tuition costs are the responsibility of the candidate's organization.

SES CDP PROGRAM CURRICULUM:

• Program Duration: The program is an intensive leadership development program which lasts 18 months. Applicants selected to the program from within DOC will remain in their full-time position of record while completing program requirements.
• Orientation Session: The SES CDP begins with a mandatory one-day virtual orientation. The required orientation will occur in Spring/Summer 2025.
• Executive Mentor: Candidates must identify an Executive mentor who will assist in clarifying their developmental objectives and identifying developmental assignments and activities.
• Executive Development Plan (EDP): The EDP is used to identify, track, and document completion of competency-based needs of the participants.
• Interagency Learning: 80 hours of formal interagency development over the course of the program, focusing on the Executive Core Qualifications and their relevance to SES positions across the federal government.
• Developmental Assignments (DA): Candidates will complete a minimum 120-day executive-level DA outside the candidate's current Directorate and or chain of command.
• Supplemental Activity: Candidates will be required to complete a minimum of two supplemental activities.
• 360 Assessment and Coaching: Each candidate will be required to complete a 360-degree assessment, which is designed to determine the competencies which will be developed during the program and also required to complete all coaching hours.
• Qualifications Review Board (QRB) Certification: Candidates who successfully complete the program and receive certification of their executive core qualifications by an Office of Personnel Management (OPM) Qualifications Review Board (QRB) under the criterion of 5 U.S.C. 3393(c)(2)(B), will be eligible for initial noncompetitive appointment to the SES.

The applicant selected to fill this position will serve as a Special Agent in the Investigations Division, Protective Services Bureau in any of its two Sections: Criminal Investigations Section or Threat Assessment Section. The primary responsibility of this position is the investigation of violations of the D.C. Code and Title 18, U.S. Code to include allegations of criminal activity, terroristic activity, and threats or unusual direction of interests against Members of Congress and other statutory protectees of Congress that occur in the jurisdiction of the USCP as defined by 2 USC § 1966(a) & (f).
