Software Architect

· Evaluate current architecture and technology stack, which includes system design and recommend architectural solutions to align with business goals, technical requirements and Government policies;

· Manage technology refresh and End-of-Service (EOS) product replacements, including planning, product exploration, recommendations and. implementations.

· The scope of technology management includes developing and maintaining technology roadmaps, as well as overseeing, providing guidance and supporting Authority’s appointed contractors throughout the delivery, setup, testing, and deployment phases;

· Define technical standards, best practices, and guidelines for software development;

· Conduct product and technology evaluation, including making recommendations;

· Review existing architecture documentations to ensure all documentations are kept up to date. If required, to develop and maintain system architecture documentations;

· Conduct knowledge sharing and training when necessary;

· Collaborate with stakeholders to gather and analyse project and architectural requirements;

· Monitor system performance and scalability, making recommendations for improvements on a need-be basis; and

· Architecting and solutioning for new systems, including designing high level system architecture and developing solution and recommending implementation approaches, ensuring alignment with the Authority’s objectives and Enterprise Architect (EA).

The Software Architect shall have at least 3 years of experience as a Software Architect or equivalent position and the following experiences and qualifications:

· Bachelor’s degree in computer science, Software Engineering, Information

Technology or equivalent would be preferred;

· Relevant recognition and/or certification of his/her competency as an Architect;

· Strong knowledge of software architecture principles and design patterns;

· Track record of design and implementing large scale systems;

· Experience with on-premises, cloud or hybrid architectures;

· Knowledge on IT Governance frameworks such as ITIL, COBIT.

Experience and skills in the following would be advantageous:

· Setup and implementation or technology refresh for system infrastructure such as server, network, storage, middleware, monitoring tools, etc.;

• Recruit, develop, and retain talent to build the next gen DevSecOps team and ensure the staff has the skills and capabilities to meet development needs
• Engage and coordinate with Cloud partners like AWS, Azure, Terraform, and GitLab to increase organizational awareness and resolve technical challenges.

Technical Expertise

• Design and implement secure CI/CD pipelines, integrating security checks at every stage of the software development lifecycle.
• Oversee the implementation and management of cloud infrastructure, with a focus on AWS and Azure platforms.
• Implement and maintain security tools for vulnerability scanning, code analysis, and compliance monitoring.
• Develop and enforce security policies and standards across development and operations teams.

Process Improvement

• Continuously evaluate and optimize DevSecOps processes to improve efficiency, security, and quality of deliverables.
• Implement metrics and KPIs to measure the effectiveness of DevSecOps practices and drive improvements.
• Stay abreast of emerging technologies and methodologies in the DevSecOps space and evaluate their potential application within the organization.

Collaboration and Communication

• Foster strong relationships with development, operations, and security teams to ensure seamless collaboration.
• Engage in high-level discussions with C-suite executives, technical teams, and external partners to drive strategic initiatives.
• Provide regular reports and presentations to senior management on the status of DevSecOps initiatives and their impact on the organization.
• Expert-level proficiency in cloud technologies, with particular emphasis on AWS and Azure platforms.
• Proficiency in infrastructure-as-code tools such as Terraform, CloudFormation, or ARM templates.
• In-depth knowledge of CI/CD tools and practices (e.g., GitLab, AWS Code Pipeline, Azure Pipeline, Bamboo, and GitHub).
• Solid understanding of security principles and best practices in cloud environments.
• Experience with containerization technologies (Docker, Kubernetes).
• Familiarity with compliance standards (e.g., ISO 27001, SOC 2, HIPAA) and their implementation in cloud environments.
• Essential knowledge of Singapore Government Commercial Cloud (GCC) architecture and compliance requirements.

• Professional certifications such as AWS Certified DevOps Engineer, Azure DevOps Engineer Expert, or Certified Information Systems Security Professional (CISSP)
• GitLab or GitHub based certification highly desirable.
• 7+ years of experience in DevOps or related roles, with at least 3 years in a leadership position.
• Extensive hands-on experience implementing cloud-based agile development methodologies throughout the entire project lifecycle.
• GCC and SHIP-HATS experience highly desirable.
