• Prepare reports developed by others for publication by making sure the material conveys what is intended to say, is arranged logically, presents facts to support the conclusions drawn, is in accordance with agency policy, and is written clearly and interestingly for the intended audience.
• Serve as a subject matter expert for all processes by overseeing the entire SOP within the various research programs.
• Work both collaboratively and independently to develop new and creative web design features as well as updating and maintaining essential information on the program's internal website.
• Participate in development and collection of critical data for high-level projects such as briefings, preparing presentations, and validating the accuracy and validity of presentation or dissemination material content.
• Develop written products that articulate, interpret, and explain highly complex, potentially controversial, and important program policies and findings.
• Apply a consistent set of style, grammar, and punctuation practices to all written correspondence.

In this Operations Research Analyst position, you will Conduct data analysis and visualization to inform decision-making and resilience planning.

This announcement is for a position as a CORE (Cadre of On-Call Response/Recovery Employee). CORE employees are full-time employees hired to directly support the response and recovery efforts related to disasters. Employees are hired under the Robert T. Stafford Act and are excluded from the provisions of title 5, United States Code, governing jobs in the competitive service. They can be hired under a streamlined process instead of a competitive process. After three years of continuous service, Stafford Act employees may be granted competitive eligibility to apply for permanent full-time positions at FEMA.

This position will be hired into a temporary 4 Years, excepted service appointment. Appointments may be renewed based on workload, funding, and supervisory approval.

This position has promotion potential to the 12. Promotions are dependent on your ability to perform the duties at a higher level, successful performance review displaying at least one year of experience at the lower grade, the continuing need for an employee assigned to the higher level, and management approval.

The Role

As a Field Research Manager, you will be responsible for managing and growing a team of full-time researchers capturing data that supports CoStar Group products.  CoStar Group researchers collect data, research, and imagery on assigned commercial properties to capture the features and highlights of each building.  CoStar Group customers rely on our team to offer content that drives real estate transactions.  As a Field Research Manager, you will be responsible for ensuring that researchers are always meeting both production and quality standards.  Meeting deadlines for our internal clients is a critical part of your responsibilities.  Working in the field with each of your researchers throughout the month to ensure best practices are implemented and provide coaching and mentoring is required. This role will be based in market.

Responsibilities:

• Build, train, mentor, and coach a growing team of 8-10 professional field researchers.
• Daily review of the team’s production measured against KPI metrics.
• Spend quality time in the field with local and regional team members to demonstrate best practice with data collection, time management and overall efficiency.
• Review incoming data and imagery to determine its quality relative to standards and guidelines.
• Provide constructive and actionable feedback to team members to meet both production and quality expectations.
• Create action plans to help team members grow, succeed, and maintain their engagement.
• Professional and effective communication with employees and internal partners to meet company objectives.
• Frequent travel within your region, and some travel to the Richmond, VA office is required.

Qualifications:

• Bachelor’s degree from an accredited, not-for-profit University or College
• 3-5 years’ direct operations management of 6+ employees, virtual management a plus
• Leadership and management skills, including the ability to prioritize and control the workload of a team, coaching, and mentoring through professional development.
• Experience with creating and managing effective KPIs, along with meeting performance metrics and being results-oriented.

• Ability to work in a collaborative setting.
• Success in building strong, cohesive teams by leading and motivating towards action/execution through influence and collaboration.
• Ability to articulate and execute corporate strategy, well-communicated with the ability to influence.

The Research & Development Technician I, will be part of a team developing new technologies related to aluminum production in electrolytic cells of various scales. This requires a diverse set of skills to be able to build and operate the test cells, along with maintaining records of observations, results, and data for each experiment. The Electrolysis R&D team consists of individuals of diverse backgrounds and expertise, and includes scientists, engineers, and technicians.

Major activities/Key challenges

• Assist with construction of test cells, including following safe work instructions, building to dimensions specified by drawings, taking direction from senior technicians.

• Autopsy of test cells, including methodical disassembly of cell, accurate separation of different constituents.

• Interaction with molten materials (sampling, transferring, etc.).

• Maintaining organization of collected samples.

• Assembly, disassembly, and reconfiguration of test cell furnaces.

• Complete tasks in noisy conditions and around equipment where fumes, dust, and chemicals exist (will be required to wear respirator for certain tasks).

• Conduct work safely and in line with Alcoa’s policies and procedures.

• Perform work in crouching, kneeling, and stooping positions.

• Operation of cranes and fork trucks.

GENERAL OVERVIEW:  

Coordinate, execute and disseminate primary research projects in order to provide insights and information regarding markets, competitors, customers, and effectiveness of campaigns. Research will be conducted and managed in a way that supports business decisions, measuring performance, and provides strategic guidance to the organization at a department and overall level.   

ESSENTIAL RESPONSIBILITIES: 

• Manage and coordinate the entire research process of each assigned project to assure that the research methodology, instruments and vendors are the best fit for achieving results.  
• Evaluate, negotiate with, contract, coordinate and manage vendors and temporary services on continuous project-by-project basis.
• Coordinate quantitative and qualitative research projects (focus groups, in-depth interviews, satisfaction surveys, etc.) throughout the entire process, which includes managing the recruitment process for participants through the development of recruiting guidelines and supervision of the recruiting process itself.  Responsible for the review and presentation of final deliverables to key stakeholders.
• Identify and monitor key industry trends and activities, as well as provide proactive research on competitor activity.
• Manage the preparation of reports developed from the research data collected, whether the information is qualitative, quantitative or both.   Analyze research results and develop insightful research reports based on the analysis.  Incumbents (case by case/level) may be required to provide recommendations to management.
• Act as subject matter expert with respect to key research findings.  Report on methodologies used and provide insight on findings.  May also act as lead project manager for high-profile projects, and utilize other department members to obtain/compile facets of the project. Manage ongoing, complex, long-term projects Identify need for implementing new processes/ongoing projects. 
• Establish and maintain a knowledge management process for the collection, synthesis, and dissemination of pertinent market, strategic, and competitor information.

QUALIFICATIONS:

Minimum

• Bachelor’s degree in Business or relevant experience and/or education as determined by the company in lieu of bachelor's degree
• Experience in Marketing Research*
• Prior experience with developing and presenting analysis of primary research data is essential

* Marketing research experience is defined as having worked as either a project manager or lead research analyst for a minimum of 5 years. Work on ether the client or vendor side of the research industry is acceptable.  Previous experience in marketing research with insurance is a plus.

Preferred

• Master’s Degree in Business Administration
• Prior experience in Health Care / Health Insurance
• Proven expertise in customer satisfaction research / programs

Knowledge, Skills and Abilities
