The Director of Institutional Research and Assessment is responsible for developing, leading, and managing a comprehensive institutional research and assessment program at the college level. As the program lead for institutional research, assessment and accreditation, he or she provides direction for data governance strategies and policies, assessment policies and practices, accreditation compliance and institutional reporting. More specifically, the Director will:

Institutional Research

1. Contribute to the management of the program for data analytics;

1. Support institutional assessment of NDU's effectiveness in attaining learning outcomes;
2. Develop and execute assessment policies and coordinate assessment activities within a program and across the university, including data collection, analysis, and reporting;
3. Develop and implement assessment plans in collaboration with faculty and leadership to measure and ensure achievement of Program Learning Outcomes;
4. Summarize, present and report highly complex assessment data results appropriate to audience and purpose;
5. Contribute to curriculum development by assisting faculty and leadership in developing/identifying learning outcomes, selecting and developing assessment techniques, designing and developing rubrics, collecting and analyzing data, and using results to make curricular improvements;
6. Maintain currency in best practices in assessment (direct and indirect); and support faculty/curriculum developers as the lead expert for developing rubrics to effectively measure achievement of Program Learning Outcomes;
7. Routinely provide technical and assessment/evaluation guidance and expertise to others.

1. Serve as the program accreditation expert, routinely providing expertise in accreditation standards, practices and procedures to others;

The Linguistics Program supports basic science in the domains of the structure, acquisition, and processing of human language, encompassing investigations of the phonological, morphological, semantic, and syntactic properties of human languages, their intersections with social and environmental contexts, and of language processing, including across diverse learning and interactional situations, such as first, second, or multilingual contexts. The program encourages projects that are interdisciplinary in theoretical perspective and/or methodological approach, and that address questions that cross disciplinary boundaries. Linguistics Program Directors also manage the Dynamic Language Infrastructure-Documenting Endangered Languages (DLI-DEL) program, a cross-agency program with the National Endowment for the Humanities, which supports research and infrastructure that advances the science of language documentation of endangered languages through the preparation of lexicons, grammars, databases, and the development of computational tools in support of language documentation.

The responsibilities of NSF Program Directors are dynamic and constantly evolving. Program Directors have an opportunity and responsibility to ensure NSF-funded research is at the forefront of advancing fundamental knowledge. In support of that, Program Directors are responsible for extensive interaction with academic research communities, as well as interaction with other Federal agencies that may lead to development of interagency collaborations. Within this context, Program Directors solicit, receive and review research proposals, make funding recommendations, administer awards, and undertake interaction with research communities in their fields.

MAJOR DUTIES AND RESPONSIBILITIES

PROGRAM PLANNING AND MANAGEMENT

• Maintain a healthy balance of support for all the needs of the research and education enterprise either through program, division, directorate, Foundation, or interagency activities.
• Manage program resources so as to provide optimal appropriate scientific judgment to ensure integrity and consistency in the grant/declination process without conflict of interests, and with balance among appropriate sub-fields and institutions, and participation of all qualified scientists. Incorporate cross-directorate responsibilities into program administration.
• Manage an effective, timely merit review process, with attention to increasing the size and quality of the reviewer pools and ensuring participation by women, minorities, and disabled scientists.
• Provide scientific expertise, evaluation, and advice for other programs in NSF, including international programs, other research programs, and cross-directorate programs.
• Advise and assist in the development of short- and long-range plans, establishing goals and objectives for research programs. Plan the budget for the program/programs considering past, present, and future fiscal years, allocate resources within that budget distributing scarce resources among major competitive programs, and manage post-award evaluation.

The Division of Financial Management (DFM), situated within the NSF Office of Budget, Finance, and Award Management (BFA), is responsible for the financial management aspects of the CFO Act of 1990. The division is responsible for NSF's financial reporting, financial management, grantee business office relationships and outreach, payment of vendors and managing NSF's financial management systems, and coordination of the annual financial statement audit with BFA Offices, Program Directorates, OD, and OIG external stakeholders to maintain internal control over financial reporting and improper payment oversight.

The incumbent serves as the Deputy Division Director (DDD) for DFM and serves as a principal advisor to and participates fully with the DFM Division Director (DD) and Deputy Chief Financial Officer (DCFO) in the overall management of the division. The DFM DDD is also an advisor to the BFA Front Office, Division of Acquisition and Cooperative Support, Division of Budget, Division of Institution and Award Support, Division of Grants and Agreements, and the Research Infrastructure Office on financial oversight and operational matters related to financial assistance and contract administration.

The incumbent is responsible for developing, coordinating, recommending, advising on, and overseeing matters affective DFM financial management operations, as well as evaluation of internal controls, and implementation of policies and procedures for NSF staff and awardee institutions, contracts, and facilities. The Directorate for Geosciences (GEO) is offering a detail opportunity to serve as the Interdisciplinary (Supervisory Program Director) within the Division of Earth Sciences (EAR). • Responsible for health hazard assessments and responses to inquiries from health authorities, health care professionals, and legal on safety issues. Prepare safety data for health authority review boards.
• Provide medical and scientific guidance to local affiliates on safety issues.
• Provide medical and scientific input to the clinical development program for assigned projects/brands. This includes input to Data Safety Monitoring Board and Safety Adjudication Committee activities, as required.
• Provide integrated safety input into all regulatory documents required during active product development.
• Ensure timely communication of safety information to Qualified Person for Pharmacovigilance for applicable product portfolio.
• Prepare and present safety issues to Alcon Boards and other meetings.
• Provide guidance on safety topics, initiate and maintain productive cross-functional collaborations internally with R&D colleagues, business partners, and externally.
• Ensure support for business development and licensing activities, regulatory inspections/audits, and market action activities.
• Foster an innovative culture, ensuring a collaborative, high performing SMT.
• Provide resource coverage and support project activities across therapeutic areas to ensure timely safety deliverables, when needed.
• May function as a deputy for Head, Medical Safety and Compliance for assigned activities.

WHAT YOU'LL BRING TO ALCON:

• Bachelor’s Degree or Equivalent years of directly related experience (or high school +18 yrs; Assoc.+14 yrs; M.S.+7 yrs;
• PhD+6 yrs)
• The ability to fluently read, write, understand and communicate in English.
• 10 Years of Proven Experience
• 6 Years of Proven Leadership

• M.D./D.O.
• PhD.
