Oversees compliance, plans, and conducts By-Law, Special Emphasis Items (SEI), Special Interest Items (SII), Command Interest Items (CII) and nuclear assurance inspections as outlined by requirements from the DoD, DAF, NGB, and G-MAJCOM. Routinely required to interpret and incorporate complex laws, and guidance from all levels for the creation of inspection plans throughout the wing. Develops and communicates a continuously evaluated Risk Based Sampling Strategy (RBSS). The RBSS is designed to provide commanders a tool to use when determining resource allocation to areas of concern to help identify undetected non-compliance. Authors and approves IG inspection reports, which communicate to commanders at all levels the status of compliance within their organization as well as the unit(s) ability to accomplish their tasked mission(s). Delivers post-inspection assertions directly to the Wing Commander for grading, performance, and compliance for all inspection activities in a formal written report with detailed deficiencies, recommendations, and strengths. Develops and incorporates inspection strategies that are utilized throughout the wing, incorporating multiple systems, including but not limited to, Management Internal Control Toolkit (MICT), Inspector General Enterprise Management System-Classified (IGEMS-C), IGEMS, and readiness reporting tools. Oversees gatekeeper functions are being accomplished and continuously communicated to Higher Headquarters (HHQ). Continuously analyzes inspection processes, and procedures to ensure commanders intent is being achieved, autonomously adjusts processes as required. Provides direction and oversight of internal and external inspections, audits, evaluations. Oversees the preparation and adequacy of wing inspection team (WIT) members tasked to assist with inspections.
2. Applies an extensive knowledge of installation operations and DoD, DAF, and G-MAJCOM guidance to direct complex strategic planning and exercise efforts. Utilizes qualitative and quantitative analytical techniques that frequently require modification to fit a wide range of variables to determine the unit's ability to accomplish the mission(s). Reviews the adequacy and currency of installation exercise policy guidance and instructions, and updates as necessary to incorporate program changes or to address areas where improvement is required. Works directly with commanders at all levels to determine scope, scale, rigor, relevance, recurrence, and reporting (S2R4) of unit exercises. Constructs exercise scenarios that challenge each unit to test their capability to complete their mission essential tasks (METs) in different stages of degradation. Oversees exercise scenario development which may include G-MAJCOM(s), state and wing exercise participants to meet G-MAJCOM(s) and/or combatant command(s) force-wide exercise requirements. Directs inputs and simulation injects regarding the environment, scenario, and operational ability to keep exercises realistic to meet mission objectives. Research and develops creative exercise techniques, often, leading to the use of external units and other services to help achieve mission driven objectives. Leads coordination efforts across multiple units and services to leverage their strengths and capabilities to enhance unit exercises. Coordinates with exercise partners to find methods and scenario injects to enhance guest units' training/exercise opportunities. Develops and incorporates evaluation strategies that are utilized throughout the wing, strategies will leverage multiple methods of observation to include written and oral questions, to hands on observation. Authors and approves exercise reports, which is written to communicate to commanders the level readiness within their organization as well as the units' ability to accomplish their tasked mission(s). Trained in derivative classification; utilizes security classification guides to determine classification level of inspection and exercise material and ensures appropriate use of IGEMS-C. Develops and manages the after-action report (AAR) process, which are designed to capture lessons learned and strengths after each exercise is concluded whether internal to a unit or wing wide. Directs the actions of exercise evaluators, providing appropriate guidance and control over exercise planning, conduct, execution, and reporting processes. Oversees Gatekeeper functions are being accomplished and continuously communicated to Higher Headquarters (HHQ).

6. Collaborate with IT Vendor Management to ensure that cloud service providers and technology partnerships deliver on performance expectations and contribute value to the business.

7. Align cloud infrastructure and platform engineering initiatives with the overall IT strategy, ensuring that cloud adoption supports business goals and digital transformation efforts.

8. Ensure compliance with regulatory and accreditation requirements, leveraging cloud solutions to enhance data protection, privacy, and cybersecurity posture.

9. Lead the financial planning and budget management for cloud infrastructure and platform engineering initiatives, aligning investments with strategic priorities and ROI expectations.

MINIMUM QUALIFICATIONS

Bachelor’s Degree in Computer Science, Information Technology, or a related field, or equivalent level of education and experience.

A minimum of eight years of progressively responsible experience in Information Technology, with at least five years in leadership roles focused on cloud technologies and platform engineering within a healthcare environment or similar complex industry. A minimum of ten years of experience managing public cloud platforms (AWS and Azure) and expertise in cloud operating models, cloud security, solution development, and cloud reference architectures.

Proven experience in leading cloud transformation initiatives, with a strong background in managing cloud-enabled consumer API services and cloud platform engineering practices.

Experience with infrastructure as code (IAC) and automation tools, such as Terraform, CloudFormation, or Ansible. Demonstrated ability in leading DevSecOps and CI/CD implementations, with a solid understanding of cloud-native development practices.

PREFERRED QUALIFICATIONS

Advanced degree in a relevant field.

Relevant certifications in cloud technologies, DevOps, and cybersecurity are highly desirable. Direct management experience in a large-scale, cloud-first technology environment.

Deep understanding of cloud migration methodologies and hybrid cloud solutions.

Exceptional communication skills, capable of engaging with executive leadership, technical teams, and external partners to drive cloud strategy and innovation.

Additional related education and/or experience preferred.

POSITION SUMMARY
This position is responsible for planning directing, organizing, coordinating, and evaluating divisional financial operations in a manner consistent with company strategies and initiatives. This position serves as a key advisor to the divisions' senior leadership on matters relating to operating strategies and financial outcomes. Specific responsibilities include establishing and achieving long-range goals, monitoring and achieving financial outcomes, and providing leadership to direct reports. The position works collaboratively with other divisions within the company and with system financial leadership to ensure the financial viability of the division’s operating units and to consider system-wide solutions and approaches where appropriate. Participates in various system level teams to accomplish company strategic initiatives and participates in M&A, JV and other work with leases and affiliations.

CORE FUNCTIONS
1. Provides leadership in the development, implementation and oversight required to achieve desired business outcomes, to realize optimal financial and operating performance for the division and in accordance with the interests of the organization as a whole. Provides leadership and oversight of division standards, programs, and/or systems in order to achieve desired and integrated strategic business initiatives, objectives, and outcomes including, but not limited to, growth, accountability and patient care.

2. Coordinates and evaluates an effective and efficient financial and management reporting infrastructure that provides the foundation to facilitate sound financial and operating decisions for each component of the division's delivery system, and for the delivery system as a whole. This coordination will require optimal use of people, process, and technology to maximize reporting capabilities, accessibility, and timeliness.

3. Evaluates and provides recommendations on divisional capital acquisition proposals to ensure the proper deployment and utilization of Banner assets within the delivery system; maximizes return on capital investments, facilitates sound capital acquisition and replacement strategies, and coordinates effective and efficient asset evaluation processes.

4. Participates in maintaining an effective internal control environment to ensure that assets are safeguarded, policies and operating procedures are followed, necessary controls are effective and efficient, proper compliance with existing laws and regulations achieved, and operations comply with the legal and regulatory parameters in which it operates.

5. Holds management staff accountable for achieving plans and performance targets. Works with them to identify and resolve issues and problems impacting financial performance and operations. Acts as a catalyst for change to support the adoption of new initiatives that lead to improvements in care and service. Develops staff to ensure continued professional growth and the availability of future finance leaders. Articulates and demonstrates an expectation for continuous quality improvement utilizing processes that include consideration of all stakeholders. Fosters an environment of trust that focuses on processes and outcomes.

6. Maintains relationships with various regulatory bodies, industry leaders, and others as appropriate to ensure proper compliance with existing laws and regulations and to help maintain viable operations and ensure proper representation of company interests and safeguarding of assets.

7. Reviews, prepares, analyzes, and presents reports and recommendations to senior management regarding operations and/or other applicable areas of interest in order to provide concise and accurate information that aids in decision-making.

8. This position is accountable for leading, developing and maintaining an effective financial infrastructure for the region. Has latitude to determine how to best accomplish defined goals for the organization. This position requires the skill to influence management at all levels in the creation of an environment of choice in a fast-paced, growth-oriented healthcare system. Strategies and services must support the company’s mission, vision and values, strategic initiatives and standards of performance. May also be required to represent Banner on various affiliated Boards.

MINIMUM QUALIFICATIONS
Must possess strong business acumen as normally obtained through the completion of a master’s degree in business, finance, accounting or other related degree or equivalent level of education and experience. Membership in industry organizations or other credentials that show ability to network and obtain peer acceptance.

Depending upon assigned area of responsibility, position may require applicable certifications and/or licensures, including but not limited to: RN; MD or DO; Driver’s License; Certified Healthcare Protection Administrator (CHPA); Certified Protection Professional (CPP); Chartered Property Casualty Underwriter (CPCU); Associate in Risk Management (ARM); CPA; SPHR; Registered Health Information Administrator (RHIA); Registered Health Information Technologist (RHIT); Certified Healthcare Facility Manager (CHFM); Certified Facility Manager (CFM); Certified Coding Specialist (CCS); Certified Professional Coder (CPC); JD from an American Bar Association accredited school; admission to a State Bar Association.

Requires a strong knowledge of finance as normally demonstrated through eight or more years of progressive leadership, plus consultation experience in a large multi-operational corporate environment in complex industries similar to health care. Requires a strong knowledge of revenue cycle operations including coding, billing & collection strategies. Requires extensive financial planning expertise including M&A, capital planning, & service line growth/exit. Demonstrated ability to provide leadership in a way that reinforces the organization’s mission, vision and values.
