As a Human Resources Specialist (Human Resources Development), you will:

• Oversee and manage the planning and delivery of Bureau training and development programs, activities, and services.
• Collaborate with managers, supervisors, and program staff in planning, administering, and assessing training and development programs and functions for the Bureau.
• Serve as an internal consultant to senior managers and participate in sensitive planning and decision-making deliberations and discussions with Bureau executives and supervisors.
• Develop and implement comprehensive training programs for the Bureau in a broad range of areas, such as career development and mapping, leadership development, communications, team building, customer service, and technical competency.
• Serve as the President's Management Council (PMC) Coordinator for the Department of the Treasury and partner directly with the Treasury Chief Human Capital Officer (CHCO) to identify the best suited candidates for the program.

Duties include but not limited to the following:

• Independently researches and develops specific SES or Senior Professional policies or participates with supervisor in broader policy development activities.
• Writes and develops CSEMO Standard Operating Procedures (SOPs), as appropriate, or assists Subject Matter Experts in writing and developing SOPs.
• Reviews manuals, documents, OPM and VA guidance to maintain current knowledge of pertinent laws and new developments in senior executive and senior professional HR programs, activities, and operations.
• Advises supervisor and management officials on the technical aspects of SES program management policies.
• Prepares options and recommendations on the application of these policies to sensitive and controversial personnel issues.
• Participates with management officials in developing solutions to specific problems associated with changing requirements or business needs, and in the design, development, and evaluation of ongoing and/or emerging CSEMO issues.

Major duties include but not limited to the following:

• Review recruitment processes and submissions verifying all legal and regulatory requirements are met, including proposed Executive Qualification Requirements, Executive Core Qualifications and ERB operations.
• Utilize automated recruitment systems to include USA Staffing, HR Smart, Executive & Schedule C systems, Vacancy tracking, etc.
• Develop vacancy announcements and assess minimum qualifications of applicants using OPM and SES qualifications standards.
• Facilitate rating panels and advise on procedural/regulatory requirements governing the merit staffing process.
• Generate various documents to provide advice, guidance and solutions for complex issues.
• Effectively communicate orally and in writing.

As a Human Resources Specialist (ER/LR), you will perform the following duties:

• Manage major management functions, including concepts, laws, and public policy issues.
• Assess the political and institutional environment; analyze and relate complex variables to a specific policy issue and frame feasible options.
• Research, recommend, and implement policies that lead directly to the accomplishment of major programs.
• Serve as a technical advisor on all aspects of labor relations and prepare and provide required correspondence/information/documentation for case preparation involving third-party review.
• Provide expert advice and counseling regarding complex conduct and discipline issues; grievances and appeals; adverse actions; performance management; leave administration; reasonable accommodation; labor relations; merit system principles and prohibited personnel practices.
• Prepares disciplinary and adverse actions, performance-based actions, and other management-initiated non-disciplinary actions.
• Conducts investigations into employee allegations of misconduct and harassment.

As a Supervisory Human Resources Specialist, you will:

• Manage complex human resources programs for highly technical occupations and organizations whose mission is to charter, regulate, and supervises all national banks and federal savings associations as well as federal branches and agencies of foreign banks. Develop and administer talent acquisition programs and operations and ensure that associated human resource activities serve the critical needs of OCC management while fulfilling all legal and regulatory requirements.
• Develop, assign and approve goals and objectives for subordinate organizations; approve multi-year and longer-range work plans developed by subordinate managers; and direct the overall work to achieve broad strategic goals and objectives for OHC and OM.
• Provide expert staff advice and guidance on highly complex talent acquisition matters. Exercise delegated authority to address unique, sensitive, and potentially controversial issues with broad operational impact on key strategic OCC goals, objectives and organizational performance.
• Evaluate adequacy of current Human Capital policies for its ability to achieve overall OCC goals and objectives, to improve productivity, and to promote state-of-the-art or emerging concepts regarding the delivery of Human Capital employment, staffing, and position classification services.
• Oversee the analysis and implementation of new Human Capital programs and recommend changes in policies, procedures, and Human Capital guidelines based on new legislation or Federal regulations.
• Establish objectives and goals in support of the OCC strategic plan. Develop short and long-term plans; establish priorities for the organization. Provide planning and resource management to ensure that activities of the organization support OCC's objectives and goals.
• Oversee subordinate managers and staff who perform day-to-day recruitment activities including activities of National Recruiters, as well as analysis of complex recruitment data, trends, and the ability to meet district and national recruitment goals and objectives. Oversee OCC's continuing relationship with colleges and external organizations to improve diversity for OCC's applicant pool.

• Prepares the Water Supply Outlook Report (WSOR), and other products monthly through the winter and spring.
• Assists with making technical and scientific recommendations and decisions for the State Snow Survey Program.
• Provides leading technical assistance and review of data for streamflow, reservoirs, snow courses, and Snow Telemetry (SNOTEL) sites.
• Produces and disseminates data reports, news releases and other information relating to the snow survey program.
• Provides briefings, presentations, and other outreach to the public and partners on the Snow Survey Program.
• Assists with maintaining working relationships with federal, state, local, and tribal partners. This includes managing agreements with partners within the Snow Survey Program.
• Assists with the installation and maintenance of snow courses and Snow Telemetry (SNOTEL) sites within Washington.
