• You will provide engineering support in the field of construction contracts between the organization and private contractors.

This is a bargaining unit position. This position is represented by AFGE. Please note that as provided for in the AFGE/VA Master Agreement the FIRST area of consideration for this position will be permanent employees of the local facility in which this position is being filled, the SECOND area of consideration will be all other eligibles.

The incumbent operates a tract-mounted excavator, a front-end loader, backhoes and 124 HP diesel engines and other miscellaneous industrial tractors with attachments. Operator must be skilled in the safe economical and efficient use of specialized equipment such as buckets, blades and other attachments to accomplish interment and renovation activities. The incumbent has the responsibility of acting work leader. The incumbent is responsible for performing task to control and eliminate damage as well as wear and tear to equipment. Performs a variety of tasks relative to interment. Occasionally operates 5 ton dump trucks at 30,000 GVWR and below, forklifts and other equipment. May be required to layout gravesites using cemetery layout maps and perform other related duties as assigned in keeping with the overall operation of the cemetery. Performs some equipment and facilities maintenance. Performs preventative maintenance on vehicles and equipment.

Work schedule: May be required to work Monday through Friday to include occasional weekends. Due to the mission of the National Cemetery, the cemetery cannot be closed for more than 2 consecutive days at any given time. Additionally, when a Federal holiday falls on a Monday or Friday, staff may be required to work on that holiday or a Saturday. All staff is required to work Memorial Day each year. Staff will be required to work overtime, weekends and holidays when necessary to meet the needs of the cemetery. Occasionally staff may be called back to the facility to perform emergency overtime work.

• You will perform technical administration of designs, design management, and coordination efforts with other engineers and architects involved in multi-discipline projects.
• You will plan and lead conferences and on-site design charrettes/Functional Analysis Concept Development (FACD) to determine functional requirements and develop concept designs for assigned projects.
• You will develop complex designs and analyses utilizing advanced civil engineering software.
• You will make site investigation field trips to project sites, as required, to collect all pertinent data and refine or develop project scope by inspection of existing conditions and through meetings with sponsoring activity.
• You will perform design analyses and calculations for civil projects and prepare the final detailed working drawings, comparative cost analysis, Request for Proposals (RFPs), and specifications for a wide variety of facilities.

• You will conduct on-site assessment of Facility Support Contracts to observe work performance and methods employed to ensure compliance.
• You will review requests submitted by the contractor for contract modifications and change orders.
• You will establish assessment schedules based on review of contract clauses and conditions, contractor work schedule, nature of the work to be performed.
• You will review contract specifications for compatibility with the administration of performance assessment methods and procedures.
• You will serve as a liaison between the Contracting Officer’s Representative, the Contractor, and the Contracting Officer.
