• You will provide engineering support in the field of construction contracts between the organization and private contractors.

This is a bargaining unit position. This position is represented by AFGE. Please note that as provided for in the AFGE/VA Master Agreement the FIRST area of consideration for this position will be permanent employees of the local facility in which this position is being filled, the SECOND area of consideration will be all other eligibles.

The incumbent operates a tract-mounted excavator, a front-end loader, backhoes and 124 HP diesel engines and other miscellaneous industrial tractors with attachments. Operator must be skilled in the safe economical and efficient use of specialized equipment such as buckets, blades and other attachments to accomplish interment and renovation activities. The incumbent has the responsibility of acting work leader. The incumbent is responsible for performing task to control and eliminate damage as well as wear and tear to equipment. Performs a variety of tasks relative to interment. Occasionally operates 5 ton dump trucks at 30,000 GVWR and below, forklifts and other equipment. May be required to layout gravesites using cemetery layout maps and perform other related duties as assigned in keeping with the overall operation of the cemetery. Performs some equipment and facilities maintenance. Performs preventative maintenance on vehicles and equipment.

Work schedule: May be required to work Monday through Friday to include occasional weekends. Due to the mission of the National Cemetery, the cemetery cannot be closed for more than 2 consecutive days at any given time. Additionally, when a Federal holiday falls on a Monday or Friday, staff may be required to work on that holiday or a Saturday. All staff is required to work Memorial Day each year. Staff will be required to work overtime, weekends and holidays when necessary to meet the needs of the cemetery. Occasionally staff may be called back to the facility to perform emergency overtime work.

Plots results of all field surveys and prepares them for tracing and reproduction.

Completes plans for proposed projects, such as new structures, building alterations, and shop work to be performed at the local level with institution funds.

Prepares such working drawings as required to enable personnel engaged in construction projects to proceed with their work.

Furnishes additional instructions as requested by employees and inmates about work steps and assists journeyman mechanics in the interpretation of blueprints when necessary.

Collects construction data and samples for testing and analysis.

Along with all other correctional institution employees, incumbent is charged with responsibility for maintaining security of the institution. The staff correctional responsibilities precede all others required by this position and are performed on a regular and recurring basis.

• Operates engineering and construction equipment such as bulldozers, angle dozers, motor graders, front-end loaders, backhoes, trench diggers, etc.
• Responsible for carrying out the day to day details of seasonal road maintenance operations.
• Assists mechanics, as required, in the overhaul/repair of equipment.

• You will monitor construction activity to ensure compliance with contract plans, specifications, and scheduling.
• You will manage the technical submittal process to ensure submittals meet contract requirements.
• You will manage the change order process required to address unforeseen conditions, differing site conditions, design deficiencies, etc.
• You will review construction project parameters (e.g., integration, scope, time, cost, quality, communication, procurement, risk management) to recommend changes that will improve the overall project results.
• You will negotiate design modifications with representatives to verify operational agreements satisfy the interests of facilities programs and projects.
• You will apply professional knowledge of engineering/architectural principles and theories consistent in type, scope, and depth with that acquired through completion of a bachelor's degree in engineering or architecture.
• You will apply general knowledge of the various types of construction contracts, project delivery methods, and regulations governing Federal contract administration.

• You will perform technical administration of designs, design management, and coordination efforts with other engineers and architects involved in multi-discipline projects.
• You will plan and lead conferences and on-site design charrettes/Functional Analysis Concept Development (FACD) to determine functional requirements and develop concept designs for assigned projects.
• You will develop complex designs and analyses utilizing advanced civil engineering software.
• You will make site investigation field trips to project sites, as required, to collect all pertinent data and refine or develop project scope by inspection of existing conditions and through meetings with sponsoring activity.
• You will perform design analyses and calculations for civil projects and prepare the final detailed working drawings, comparative cost analysis, Request for Proposals (RFPs), and specifications for a wide variety of facilities.

• You will conduct on-site assessment of Facility Support Contracts to observe work performance and methods employed to ensure compliance.
• You will review requests submitted by the contractor for contract modifications and change orders.
• You will establish assessment schedules based on review of contract clauses and conditions, contractor work schedule, nature of the work to be performed.
• You will review contract specifications for compatibility with the administration of performance assessment methods and procedures.
• You will serve as a liaison between the Contracting Officer’s Representative, the Contractor, and the Contracting Officer.

• You will create written documents such as specifications, test requirement documents, independent government cost estimates, and drawings for civil engineering projects.
• You will complete design drawings, calculations, and specifications with design and drafting software.
• You will prepare civil engineering designs for new construction and investigate existing conditions to develop recommendations for necessary repairs and modifications.

QUALIFICATIONS

• 7+ years’ experience in Information Technology with experience related to application development, IT operations management, cloud infrastructure management, project/program management, or technology consulting
• 7+ years experience in implementing Merchandise Planning and Allocation and Finance technology solutions (Allocation, Demand Forecast, ERP, MFP, Vendor Management, PO Management), providing a secure, cohesive, consistent experience across all customer touchpoints
• Experience with vendor platforms including O9, Blue Yonder, JDA, Oracle Retail, and Oracle ERP a plus
• Experience in building highly productive engineering teams responsible for delivery, uptime, stability and operations of all applications and systems in a high-growth, omni-channel retailer
• Expertise in formulating and implementing operating processes, procedures and routines, such as incident management, automated monitoring and alerting, capacity planning, build versus buy decision making
• Expertise in open-source software development languages & frameworks such as Python, Java, Spring, NO-SQL DB’s, Spark, Kafka, Databricks, and Cloud computing
• Experience in Governance, Risk and Compliance management, specifically around implementing automated controls, security monitoring, enabling audit trails, securing data and complying to company’s SOX and audit policies
• Expertise in building and deploying secure applications in a multi-cloud footprint (AWS, Azure, GCP or Oracle cloud)
• Expertise driving efficiencies across the application footprint through automation leveraging CI/CD and DevSecOps (shift-left) methodologies
