• Monitor securities programs to reduce the incidence of fraudulent activity. The employee will place a hold on an account if potential risk is identified. Once the employee determines the account is legitimate, the hold is released allowing the transaction to be processed. The employee ensures that completed work is compliant with accepted Automated Clearing House (ACH) policies and Treasury securities regulations.
• Gather risk-related data from internal or external sources to analyze, resolve, and reconcile accounting records and questions related to online sales of securities. The data is used to correct fraudulent transactions and ensure accuracy of customer accounts in automated systems. The employee completes documentation to write off debts or letters to initiate debt collection.
• Document and ensure communication with management regarding key risks associated with improper or fraudulent securities programs transactions. Information analyzed by the employee results in suggestions and solutions to management on improving the safekeeping of securities programs and trends affecting the program and/or users. Depending on the severity of the risk, consistent communication with upper managerial levels is maintained.
• Responsible for the development and maintenance of logs and records of information used to monitor fraudulent activity. The data is obtained by detecting irregularities in securities programs. The employee uses the information to propose further investigation if fraud is suspected or to provide testimony if called as a witness.
• Develop and implement new procedural methods and practices or system on ways to control or reduce risk. Recommendations are used to close loopholes that may permit fraudulent activity and in preparing functional descriptions of system requirements. Advice is provided on how to manually correct encountered issues. The employee keeps current on online security measures, tendencies, and fraud, which leads to the development of new or updated procedures.

Specific duties are as follows:

• Serves as an Authorizer reviewing all required work of other Veterans Service Representatives when a second signature is required.
• Reviews and approves work for technical accuracy, clarity, thoroughness, and sensitivity of notification.
• Ensures that notices of decisions are prepared with an empathetic tone and are complete and phrased in terms that the claimant can understand. The VSR (Authorizer) must be familiar with rating procedures to ensure proper notification to the claimant.

• Explains a final decision if a veteran expresses an indication of dissatisfaction with a determination (filed in person, by telephone, or by mail). The VSR (Authorizer) will explain the decision in question in an effort to gain acceptance of the determination, and also explain the post-decision review process.
• Uses electronic data processing (EDP) systems for inputting data related to claims adjudication, processing, monitoring, and correspondence preparation.
• Acts as an advocate for veterans and their beneficiaries in their dealings with other VA elements and organizations that affect their claims.

1. This is a developmental position. The next full performance target level (FPL) for this career ladder assignment is Information Technology Specialist (CUSTSPT) GS-2210-11, D2526P01. The incumbent performs GS-2210-09 duties under closer than normal supervision. Must complete at least 12 months of specialized work experiences at this grade to successfully achieve the GS-2210-11 competency. The GS-2210-09 position task assignments become progressively more difficult until the target level GS-2210-11 is reached.

1. Addresses problems; installs, configures, troubleshoots, and provides maintenance and training in response to customer requirements or inquiries (e.g., tiered-level customer support). Typically provides initial incident information to the Incident Response (IR) Specialty. Provides Tier II support for end-user hardware failures. Responds to a variety of failures to devise recovery plans for system failures. Re-images customer workstations as needed and resolves complex problems. This includes developing and/or using programs and techniques to isolate causes of problems and user errors. Detects damaged or lost files, optimizes disk management, measures system performance, controls system security, and/or extends system capabilities to support local requirements.
