The Admin and Document Controller oversee all administrative matters for the project; provides support in day-to-day functions related to document control maintenance; and provide administrative support to the project manager, project members, and client when required.

Essential Duties & Responsibilities:

• Creating, organizing and managing project documents in the EDMS (Electronic Document Management System)
• Processing day-to-day incoming and outgoing correspondences to and from contractors and client.
• Ensure proper archiving of project document throughout the project period.
• Reporting daily attendance and consolidating monthly timesheet to client.
• Provide weekly documentation report to project members and client.
• Arranging flights and accommodation for project members as required.
• Responsible for maintaining the office environment, including office supplies and equipment.

• Manage all technical aspects of designs for assigned projects, and implement, where appropriate, the latest (or as governed by contract) International and National Standards, Codes of Practice, software and requirements of ‘good engineering practice' for all work performed.
• Responsible for the execution of assigned work; meeting the Company's contractual obligations and the Client's needs and expectations, on time, and within budget.
• Ensure direct, effective, and timely communications of project requirements, routine reporting and sharing important information to Management, Heads of Department, the Project Manager, and all supervised staff, conducting routine and working meetings as appropriate. • Develop Project Execution Plan (PEP) using input from all discipline lead engineers. Revision, modification, and issuance of procedures related to the projects based on contracts.

• Working with the PM in charge and contract management, carrying out site supervision of contractors’ teams
• Enter the manhole or sewer for inspection, when necessary.
• Review Contractor submissions and assess progress claims with QS.
• Manage and work closely with RTOs, STOs, WSHOs and PROs assigned to the project
• Systematically manage and update daily data on all records of the programme.

To be a successful candidate you shall possess:

• Degree in Civil Engineering
• Possess RE certificate from the Institution of Engineers Singapore (IES)
• Minimum 5 years of relevant experience in site supervision of civil engineering, including a minimum 2 years of relevant experience in Water Main projects in Singapore
• Proficient in civil and structural design software and Ms Office Suite

We would like to welcome a Commissioning Engineer to be part of the Life Sciences business in the Singapore office. Main duties:

• Responsible for direct interface with construction personnel coordinating construction completion in areas and systems under assignment.
• Generates and maintains records of tests and other startup related activities
• Assist construction team in execution of required pre-commissioning activities.
• Maintains communications to ensure accurate and timely flow of information.
• Advises startup management of developments that may affect project costs, schedules, and client relations.
• Assists in the development of mechanical commissioning procedures.
• Reviews system turnover packages.
• Track and report on all issues affecting Mechanical Commissioning and promptly advising Lead Mechanical Startup Professional of issues that may impact achievement of project goals and objectives.
• Maintain a daily diary to permanently record all significant project facts, events, conditions, visitors, owner representative contacts, commitments, agreements and approvals.
• Provides input to the project Punchlist.
• Responsible for direct interface with and providing assistance to other discipline startup professionals.
• Ensure that spare parts and consumables necessary for operation of the assigned system are available.
• Request operator, construction craft or vendor assistance as necessary.
• Work with Construction Superintendent to ensure Startup Activities that require craft support are planned, communicated and completed.
• Provide direction, in conjunction with Construction Superintendent, to craft to support Startup Commissioning activities i.e. installation of temporary equipment, cleaning and replacing strainers, repair or replacement of deficient equipment.
• Provide direction and training to Operations staff during initial startup of plant systems and equipment prior to turnover.
• Conduct multidiscipline commissioning activities for one or a group of (Complex) systems within an installation (A, B, and C scope, through to conversion and start-up). The scope is defined by the project Completions manager.
• Ensure that the Completions database is adequately populated, and ITRs assigned for the equipment belonging to systems to be commissioned.
• Interface with procurement (package engineer) to prepare system’s commissioning + Interface with engineering to collect all design data necessary to the preparation and performance of system’s commissioning.
• Resolve Construction/fabrication/commissioning issues in accordance with the engineering documents on the systems to be commissioned.
• Initiate design change request when it is beneficial for the quality, progress, or cost + With systems supervisors prepare mini-schedule, run-down curves, and report to ensure clear visibility to the final phase of the project.
• Liaise with Project Completion Manager to request vendor’s presence on-site for the systems to be commissioned.
• Develop or review OTP(s) -Operation Testing Procedure(s)-, for the systems to be commissioned.
• Recommend improvement to Group management system to fit changing situation.
• Assign responsibilities and set goals to discipline supervisor.

To be a successful candidate, you shall possess:

• Diploma or Degree in Engineering, with a minimum of 20 years of relevant commissioning experience in construction sites of the Pharmaceutical Industry or Chemical Projects
• Broad knowledge of engineering disciplines, commissioning, compliance, qualification and validation.
• Excellent knowledge of Validation processes (IQ/OQ/PQ) and current regulatory requirements
• Experience working within a GMP manufacturing environment.
• Good understanding of HSE, Quality, Planning, Scheduling and Cost aspects
• Good interpersonal skills
• Knowledge of Microsoft Suites: Word, Excel, Outlook, PowerPoint
