• Prepare and conduct Installation Real Property Planning Board meetings which advise the Garrison Commander on a wide range of comprehensive planning issues such as priorities, future plans and amendments, long range policies, strategies, etc.
• Use automated management information systems such as Real Property Planning and Analysis System (RPLANS) to prioritize new construction, make realignment/stationing decisions, or prepare budget submissions.

• Receives children, youth, parents, and other visitors in a courteous and professional manner. Answers telephones, ascertains nature of call, and directs caller to appropriate staff.
• Ensures parents, children, youth, and visitors properly sign into the program prior to passing the reception area of the facility. Monitors children’s departure to ensure only authorized individuals remove them from the building.
• Registers/terminates children/youth within the CYS program and/or waiting list database. Utilizes the Child and Youth Management System (CYMS) to record transactions for customers and to enter data into predefined categories for reports and tracking.
• Provides administrative support including mail preparation, copying, distribution, correspondence, memorandums, briefings, Daily Activity Reports, and other requirements for day-to-day operations.
• Articulates policies relating to patron fees, waiting lists, enrollments, terminations, and program events. Coordinates vacancies and reservations for the hourly care program as required.

• Prepare cost estimates for in-house purchases and service contract cost estimates for complete routine conventional projects and services of relatively limited scope or portions of larger and more diverse projects.
• Prepare government cost estimates on Invitations For Bids (IFBs), Requests for Proposal (RFP), and Change Orders.
• Prepare planning and engineering design cost estimates, i.e., feasibility, baseline estimate, General Design Memoranda (GDM), and Feature Design Memoranda (FDM).
• Administer both Micro and Above Micro Purchase Limit (AMPL) service and purchase contracts, to include contract development, inspections, payment and reporting.
• Prepare and maintain electronic reports utilizing supply and equipment management procedures and General Fund Enterprise Business System (GFEBS), resource management, and spreadsheet software (Microsoft Excel).
• Use familiarity with a variety of trades and shop operations such as electrical, carpentry, pipefitting, painting, etc., to translate knowledge into work scheduling.

Serves as an action officer providing subject matter expertise on a headquarters staff, develops internal control programs, conducts financial and performance reviews (including economy and efficiency of operations) of Army Morale, Welfare, and Recreation systems and programs. Assist with correspondence reviews financial statements, and develops process for improvement.

Develops benchmarks for program operations. Performs evaluative analysis of expenditures and tracks purchase request. Consolidates program request and IMPAC usage, researches records, reviews reports, financial statements, regulations, and directives to gather data. Analyzes mission, organization, work processes, methods, procedures, etc. to recommend improvement in current practices.

Responsible for daily data input, prepares reports and provides input, advice and guidance to ensure proper internal control procedures and proper financial reporting procedures IAW applicable regulations and local policies. Provides guidance and advice to program managers. Provides assistance in instituting proper internal control procedures and proper financial reporting procedures in accordance with applicable regulations and local policies. Maintains data budget procedures as required and assist in supply support for services and programs are following guidelines and SOP's. Develops operating procedures, conducts needs assessment, identifies deficiencies and initiates corrective action.

Provides administrative support for Family and MWR personnel involving performance management, records management, civilian pay, and travel. Effectively manages resources. Performs other duties as assigned.

• Uses professional engineering skills in engineering disciplines to review contract plans, specifications and work statements for adequacy from the construction point of view for new construction, modification, repair and maintenance of facilities.
• Serves as technical advisor and consultant on various engineering (i.e., civil, mechanical and electrical, etc.) matters and other aspects of projects.
• Provides technical direction to lower-level engineers assigned to various facets of complex projects. Projects may be valued at multi-million-dollar range.
• Coordinates, monitors and/or performs scheduled and unscheduled inspections of the construction activities at project sites, as needed, or at the request of the construction inspector, customer, contractor, Corp of Engineers, or other DoD agencies.
• Ensuring that the construction contracts meet Ft. Bliss, TRADOC, DoD, and contractors' regulations, policies and specialized requirements.
• Provides technical supervision over lower graded engineers in resolving especially complex and difficult problems and situations involving investigation and analysis of design and construction projects.
• Resolves technical problems requiring reconciliation of conflicting technical viewpoints, where different guides point toward conflicting decisions, and where guides are very general or lacking.
• Makes suggestions to supervisor as requested concerning promotions, reassignment, recognition of outstanding performance, and personnel needs. Provides input on performance standards and ratings to supervisor.
• Applies a knowledge of civil, mechanical, and electrical engineering principles, techniques and practices to perform professional work involving the preparation and/or review of engineering designs including plans, specifications, cost estimates
